HomeMy WebLinkAboutOrdinance 21340-07-2014 I t Ordinance No.21340-07-2014 I i AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $31,200.00, SUBJECT TO RECEIPT OF A GRANT FROM THE NATIONAL RECREATION AND PARK ASSOCIATION, FOR THE PURPOSE OF FUNDING THE AFTER SCHOOL SNACK AND SUPPER PROGRAM AND THE SUMMER FOOD SERVICE PROGRAM; PROVIDING FOR A SEVERABIL,ITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE i DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $31,200.00, subject to receipt of a grant from the National Recreation and Park j Association, for the purpose of funding the After School Snack and Supper Program and the Summer Food Service Program. 1 SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. l That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. I SECTION 4. I This ordinance shall take effect upon adoption. Ratify the application for and authorize acceptance of an Out-of-School Time Program grant from the National Recreation and Park Association in the amount up to $31,200.00 to allow the Parks and Community Services Department to expand the After School Snack and Supper Program and the Summer Food Service Program; and i 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of$31,200.00, subject to receipt of the grant. C DISCUSSION: The Parks and Community Services Department operates two important programs that offer meals during out-of-school time: (1) the After School Snack and Supper Program and the Summer Food Service Program (collectively, Programs). The After School Snack and Supper Program offers free nutritious snacks and hot meals to youth 18 and under at 21 locations in Tarrant County. With the rise in food insecurity, an evening meal during the After-School Program may be the only meal available to these children. The Summer Food Service Program serves nutritious meals to children at nearly 80 sites i throughout Tarrant County. During 2012-2013, the Programs were responsible for the distribution of 568,450 meals and snacks. The grant funds will be used to increase the number of meals provided to children in low-income households during out-of-school times for the Programs. As an element of the gra'nt, the Programs will use the grant funds to provide evidence-based, age-appropriate nutrition literature'to children, which is intended to reinforce healthy eating through proper nutritional education and implement nutrition and i physical activity standards that increase access to healthier foods and opportunitie's for physical activity. No matching funds are required for this grant. f This program will serve ALL COUNCIL DISTRICTS.
