AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE UP TO $22,500.00 IN GRANT
FUNDS FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE
DIVISION FOR THE FISCAL YEAR 2015 STATE COVERDELL FORENSIC SCIENCES
IMPROVEMENT GRANT AND THE MAKING OF ASSURANCES REQUIRED BY THE
CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE
WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) is funding grant projects
throughout the state; i

WHEREAS,the City of Fort Worth(City), by and through its Police Department, has written a grant
application for submission to the CJD for the following project:

The Fort Worth Police Department requesting to purchase a hand-held spectroscopic substance
testing devise used in drug analysis screening and dual syringe diluter used in blood alcohol content testing
within the Crime Laboratory.

WHEREAS, the City Council of the City finds it in the best interest of the citizens of Fort Worth
that the Fiscal.Year 2015 State Coverdell Forensic Science Improvement Grant be operated for the Fiscal j
Year 2015 Grant Cycle; and
WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a
resolution by the City containing certain assurances.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH,TEXAS,THAT:
1. The City Council ratifies the submission the grant applications to the Office of the Governor,
Criminal Justice Division, for the Fiscal Year 2015 State Coverdell Forensic Science Improvement
Grant;
2. The City Council designates the City Manager, through the Assistant City Manager for Police, to
apply for, accept, reject, alter or terminate these grants on behalf of the City; and f
3. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned
to the CJD in full.

RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2015 Coverdell
Forensic Sciences Improvement Grant from the State of Texas, Office of the Governor, Criminal Justice
Division in the amount up to $22,500.00;

2. Authorize the execution of a contract with the State of Texas, Office of the Governor, Criminal Justice
Division for the Fiscal Year 2015 Coverdell Forensic Sciences Improvement Grant;
3. Adopt the attached resolution for acceptance of grant funds in the amount up to $22,500.00 and to
make assurances required by the State of Texas, Office of the Governor, Criminal Justice Division; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount up to $22,500.00 upon receipt of the grant.

DISCUSSION:
Each year, the Criminal Justice Division (CJD) of the Texas Governor's Office funds projects throughout
the State under the Coverdell Forensic Science Improvement Grant Program. The Fort Worth Police
Department applied for the amount of$22,500.00 in funding under the Fiscal Year 2015 Coverdell
Forensic Science Improvement Grant to purchase a hand-held spectroscopic substance testing device
used in drug analysis screening and a dual syringe diluter used in blood alcohol content (BAC) testing
within the crime laboratory. The acquisition of the hand-held spectroscopic substance testing device will
reduce the analytic time required to perform presumptive testing of controlled substances and will improve
the quality of results obtained. The purchase of a duel syringe diluter will reduce BAC sample preparation
time and improve on sampling precision and consistency.
The grant requires that the City adopt a resolution to provide assurances that funds will be returned to the �f
CJD, in full, in the event of loss or misuse of CJD grant funds and designates the official authorized to
accept, reject or alter the grant.

The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.
