Wigen Water Technologies (WWT) is pleased to submit to Alan Plummer Associates, Inc. this proposal
to rent an ultrafiltration pilot plant with a Dow OF membrane module to conduct a pilot study at the
City of Fort Worth's Eagle Mountain Water Treatment Plant. WWT is a provider of custom water
treatment equipment including UF, NF and RO systems and has had a long relationship with
Dow/Filmtec through the use of their reverse osmosis and ultrafiltration membranes. We are one of
Dow's larger customers for OF modules in North America having built several large scale municipal and
industrial systems with skid sizes up to 2.5 MGD each.
The OF pilot plant proposed for this pilot study utilizes a full-size Dow OF membrane module and is
configured with the same instrumentation and operating procedures as a full-scale ultrafiltration
system. This pilot plant will allow the collection of all data required by the Pilot Testing Protocol.
This proposal provides the scope of supply and rental pricing for a 5 to 6 month pilot study as described
in the Pilot Testing Protocol provided in the Technical Memorandum dated June 20, 2014.A breakdown
of rental pricing including engineering assistance for start-up and shut down, CIPs and shipping costs is
provided. WWT will work closely with Dow during the pilot study to interpret pilot data and optimize
system performance. The pilot plant will be available to be shipped to the trial site within 4 weeks of
acceptance of the trial rental agreement.

Equipment Start-up: Includes preparing the equipment to operate,
testing control sequences and fully operating the system to achieve
10 performance objectives.
Operator Training: This includes formal training that typically takes
place after the equipment has been started up.
As required. Malfunctioning Equipment Service: Response to requests for
technical service as required.
Process Monitoring: A summary of the pilot results will be provided
Ongoing to Engineer every 2 weeks during the trial. Unlimited technical
assistance via phone and email support shall also be provided.
CIPs: Conducting CIPs as required at the end of each stage of the pilot

RESPONSIBILITIES
The following division of responsibilities is as per the Pilot Testing Protocol:
WIGEN WATER TECHNOLOGIES/DOW
• Furnish and deliver complete OF pilot system.
• Provide installation supervision, equipment start-up services and operator training on the
operation and routine maintenance of the pilot system.
• Conduct the pilot test, perform CIPs and select operating parameters and cleaning regimes
in accordance with the test stages and test schedule to achieve optimal performance.
• Provide timely feedback on performance, equipment repair and replacement services
during the pilot study.
• Calibrate pilot system flow and pressure instrumentation per the pilot protocol
requirements and instrument manufacturer instructions.
• Compile, analyze and summarize all pilot data once every two weeks and provide to the
City and Engineer in Microsoft Excel file format.
• Participate in conference calls every two weeks to discuss the pilot study and as required
by the City and Engineer.
• Provide a final pilot testing report.
• Provide one pilot tested membrane to the City for autopsy.
• Remove pilot system from City property following completion of pilot testing.
CITY
• Unload the pilot equipment and unpack or remove shipping crates at the test site and
install the equipment with assistance from WWT.
• Provide shelter for the pilot equipment.
® Furnish and install feed, waste, electrical and communication connections to the pilot
system.
• Operate the pilot system and perform routine maintenance as directed and in conjunction
with WWT.
® Furnish, handle and distribute ANSI/NSF Standard 60 certified chemicals required for the
pilot system per WWT specifications.
• Collect and analyze (including shipping) water quality samples in accordance with the
sampling plan.
• Calibrate pilot system turbidity and pH instruments per pilot protocol requirements and
instrument manufacturer instructions.
• Participate in conference calls every two weeks to discuss the pilot study and as required.
• Remove, pack, ship and furnish services for the autopsy of pilot tested membrane module.

1. Valves, piping, controls, wiring, fittings, etc. not contained within our scope or specifically
outlined in the specification shall be provided by others.
2. Wigen is not responsible for damage to the OF pilot equipment due to negligence or operator
error. Owner shall reimburse Wigen for any repairs which may be necessary due to damage.
3. Availability: A pilot plant is available for delivery as soon as August 2014. Notice of 4 to 8-weeks
is required to ensure a suitable pilot plant is available.

engineered PVDF hollow fiber membranes with features and benefits including:
• 102.5 m2 of filtration area to enable substantial reduction of capital costs for larger systems
• 0.03 pm pore size which enables removal of bacteria,viruses,and particulates;Up to 6 log
removal of bacteria,up to a 2.5 log removal of viruses,and<2.5 SDI filtrate quality
• PVDF fibers free of macro voids which offer excellent break resistance,chemical and fouling
resistance;which allows for extended membrane life and consistent long term performance
• Outside-In flow configuration which allows for higher TSS feed waters,while maintaining reliable

The Dow IntegraFlolm IW102-1100 module offers one of the largest membrane areas in the industry.
It is an ideal choice for larger systems where it can contribute substantially to system savings by
reducing fittings,frame materials,operating trains,valve stacks and overall system footprint.
DOW IntegraFlolm IW102-1100 Ultrafiltration Modules can be used for a variety of treatment
applications including surface water,seawater pretreatment,industrial wastewaters,and secondary
effluent wastewater.

Important Proper start-up of a OF system is essential to prepare the membranes for operating service and to
Information prevent membrane damage. Following the proper start-up sequence also helps ensure that system
operating parameters conform to design specifications so that system water quality and productivity
goals can be achieved. Before initiating system start-up procedures,membrane pretreatment,
installation of the membrane modules,instrument calibration and other system checks should be
completed.Please refer to the product technical manual.
Operation Guidelines Avoid any abrupt pressure variations during start-up,shutdown,cleaning or other sequences to
prevent possible membrane damage.Flush the OF system to remove shipping solution prior to start
up. Remove residual air from the system prior to start up.Manually start the equipment.Target a
permeate flow of 60%of design during initial operations. Depending on the application,filtrate
obtained from initial operations should be discarded.Please refer to the product technical manual.
General Information If operating limits and guidelines given in this bulletin are not strictly followed,the limited warranty will
be null and void.

PILOT EQUIPMENT RENTAL AGREEMENT
These terms and conditions form the rental contract (the "Pilot Contract") between the
City of Fort Worth ("Client") and Wigen Companies, Inc. ("Wigen"), and apply to the equipment
rented by Client in accordance with Wigen's quote in RFQ#062614-200A .
TERMS AND CONDITIONS
1. "Equipment" means all types of water treatment equipment or other supplies rented to
Client under the Pilot Contract. Client will have an opportunity to test and examine the
Equipment to determine that the Equipment is in good working order. Any Issues regarding
condition of Equipment shall be reported to Wigen immediately.
2. Client agrees to the extent provided by Texas law to indemnify and hold Wigen free and
harmless from and against any and all claims liabilities, losses, costs and out of pocket expenses
(including attorneys' fees) arising out of, or in connection with the Equipment rented, its use, or
out of operations conducted by Client, but not limited to, active and/or passive negligence.
3. Client is considered to have taken delivery of the Equipment from the time the Equipment is
delivered to Client's designated location. From the time Client takes delivery of the Equipment,
until the Equipment is returned to Wigen, Client assumes all risks of loss while in Client's
possession. Client will examine equipment on receipt and verify it is in good condition,
notifying Wigen of any defects or non-functioning item(s) immediately. Client will return
equipment in the same condition as when received, ordinary wear and tear expected. Client
will pay promptly when due all charges which accrue because of this rental, including damage
or loss of said item(s).
4. Client will take all necessary precautions in regard to the use of the Equipment rented to
protect all persons and property from injury or damage. The Equipment rented shall be used
only by Client's employees or agents qualified to use such equipment.
5. Client shall provide a self-insurance letter covering the Equipment rented from Wigen for full
replacement cost of the Equipment. Coverage shall begin from the time Client takes delivery of
the Equipment and continue until the time the Equipment is returned to and accepted by
Wigen. Such insurance shall name Wigen as the loss payee for loss or damage to the rented

6. Before obtaining possession of the Equipment, Client shall provide to Wigen the self-
insurance letter.
7. Client warrants and represents that it is fully aware of any and all dangers and risks, patent as
well as latent, involved in the use and handling of the Equipment.
8. Client shall be responsible to Wigen for the full replacement costs, without depreciation, or
repair costs of all Equipment rented which is lost, stolen or damaged. In such event, the rental
fees for the subject Equipment shall continue to accrue until the Client has paid for the lost,
damaged or stolen Equipment or until repairs are completed. Wigens determination whether
the damaged Equipment shall be replaced or repaired shall be conclusive.
9. Invoices per the fee schedule outlined herein, shall be payable upon receipt, unless a
different payment schedule is mutually agreed upon in writing. Payments not paid within
agreed terms shall be considered past due and a late charge in the amount of 5% of the invoice
amount may be assessed. Client agrees to pay attorneys' fees and collection costs in the event
it is deemed necessary by Wigen to pursue collection of past due accounts through a collection
agency or by an attorney.
10. Wigen is entitled to compensation in proportion to the services already provided, not to
exceed the amount due for the proposed rental period, in the event of cancellation of all or part
of an order unless Wigen agrees otherwise.
11. Client must return the Equipment on the date specified or be subject to additional charges.
12. This agreement shall be governed by the laws of the State of Texas. Client agrees to
jurisdiction over any dispute in the courts of the State of Texas or the United States District
Court, Northern District of Texas, Fort Worth Division. Client is authorized to enter into this
agreement. If for any reason Client does not have insurance coverage adequate to cover any
damages to the Equipment, Client agrees to be liable for such damages.
