AN ORDINANCE AMENDING THE CODE OF THE CITY OF FORT
WORTH, TEXAS, (1986), AS AMENDED TO ESTABLISH A NEW
PARKING METER RATE NO 4 -TEN HOUR RATE BY AMENDING
SUBSECTION (d)(4) OF SECTION 22-191, `ESTABLISHMENT OF ZONES
AND MAXIMUM PARKING TIME THEREIN ESTABLISHMENT OF
FEES, DIVISION 2, `PARKING METERS, ARTICLE VI, `STOPPING
STANDING AND PARKING CHAPTER 22, `MOTOR VEHICLES,
PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE,
PROVIDING FOR A SEVERABILITY CLAUSE, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
Subsection (d)(4) of Section 22 191 `Establishment of Zones and Maximum Parking Time
Therein, Establishment of Fees, Division 2, `Parking Meters, Article VI, `Stopping, Standing and
Parking, Chapter 22, `Motor Vehicles" shall be and read.
Parking Meter Rate No. 4 Ten-hour rate: Ten (10) minutes for each five cent ($0.05)
coin deposited in the meter twenty (20) minutes for each ten cent ($0.10) coin
deposited in the meter and fifty (50) minutes for each twenty five ($0.25) coin
deposited in the meter
SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances of the Code of the City of
Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances and such Code, m which event conflicting
provisions of such ordinances and such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared void, ineffective or unconstitutional by the
valid judgment or decree of any court of competent jurisdiction, such voidness, ineffectiveness or
unconstitutionality shall not effect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the City Council without the
incorporation m this ordinance of any such void, ineffective or unconstitutional phrase, clause,
sentence, paragraph or section.

SECTION 4.
This ordinance shall take effect and be in full force and effect from and after rts passage,
and rt is so ordained.

Adopt Ordinance Amending Section 22 191(d)(4) of Chapter 22 Motor Vehicles and Traffic of the City
Code to Establish a New Parking Meter Rate No 4 -Ten Hour Rate
RECOMMENDATION
It is recommended that the City Council adopt the attached ordinance amending Section 22 191(d)(4) of
Chapter 22 'Motor Vehicles and Traffic" of the City Code to establish a new rate for Parking Meter Rate
No 4 Ten-hour rate
DISCUSSION
The approval of the Fiscal Year 2008-2009 Budget on September 16 2008 by the City Council authorized
an increase to the City of Fort Worth s Parking Meter Rate No 4 Ten-hour rate This rate change will
effectively improve parking turns leading to better parking space utilization and result in a revenue
increase of approximately $80 000 00 annually With this change the Parking Meter Rate No 4 Ten-
hour rate remains the most affordable parking option in the Central Business District. The average cost for
daily parking in the Fort Worth Central Business District on a privately owned surface lot is $5 12 while the
current cost of parking on a 10 hour metered space is $2 00 per day With an increase of $0 10 per hour
the daily cost fora 10 hour metered space will be $3 00 The adoption of the ordinance amending Section
22 191(d)(4) of Chapter 22 Motor Vehicle and Traffic" of the City Code is necessary before implementing
the new rates Section 22 191(d)(4) currently reads
Parking Meter Rate No 4 Ten-hour rate Fifteen (15) minutes for each five cent ($0 05) coin deposited
in the meter thirty (30) minutes for each ten cent ($0 10) coin deposited in the meter and one (1) hour
and fifteen (15) minutes for each twenty-five cent ($0.25) coin deposited in the meter
Upon adoption of the attached ordinance Section 22 191(d)(4) will read
Parking Meter Rate No 4 Ten-hour rate Ten (10) minutes for each five cent ($0 05) coin deposited in
the meter twenty (20) minutes for each ten cent ($0 10) coin deposited in the meter and fifty (50) minutes
for each twenty-five cent ($0 25) coin deposited in the meter
With this change the Parking Meter Rate No 4 Ten-hour rate will remain the most affordable parking
option in the Central Business District.
FISCAL INFORMATION /CERTIFICATION
The Financial Management Services Director certifies that the Transportation and Public Works
Department will be responsible for the collection and deposit of funds due to the City
