This CHANGE ORDER NO. 11 TO CITY SECRETARY CONTRACT NO. 24770
COMMUNICATIONS SYSTEM AGREEMENT ("Change Order"), is made and entered into by
and between the CITY OF FORT WORTH, TEXAS ("Purchaser"), a home rule municipal
corporation having offices at 1000 Throckmorton, Fort Worth, Texas 76102, and MOTOROLA,
INC. ("Motorola" or "Seller"), a Delaware corporation having offices at 9980 Carroll Canyon
Road, San Diego, California 92131.
Recitals
The following provisions are true and correct and form the basis of this Amendment:
1. On or about April 1, 1999, Purchaser and Motorola entered into a Communications
System Agreement ("Agreement") for the sale by Motorola to Purchaser of a mobile
data communications system and computer aided dispatch system under the terms and
conditions specifically set forth in the Agreement. The Agreement is a public document
on file in Purchaser's City Secretary's Office and referenced as City Secretary Contract
No. 24770.
2. The parties hereto wish to enter into a change order to modify the existing Tiburon base
CAD 7.2 product.

NOW, THEREFORE, for good and valuable consideration, the receipt and adequacy of
which are hereby acknowledged, Purchaser and Motorola agree as follows:
1. The parties hereby amend the contract to reflect a modification to the City of Fort
Worth's Tiburon base CAD 7.2 product.
Changes have been requested to the Texas Law Enforcement Telecommunication
System (TLETS) interface to synchronize the line numbers in the message headers with
the TLETS lines that are being used with respect to the Bolt Street Public Safety
Communications Centre and City Hall (New Alternate PSAP / Communications Centre)
Communication Servers. The changes will allow for the message headers to reflect the
proper line name, mnemonics, and Originating Agency Identifiers (ORI's) depending on
the Communication Server being used to communicate with TLETS.

Modifications to the Reformatter (RFMT) header definitions will be made to include a
unique character string for sending and receiving of queries. Modifications will be made
to the TLETS interface code and the Q2TCP7 code to intelligently search and replace the
TLETS mnemonics and ORI values based on which Communication Server is active.
The changes and modifications will be tested and verified on-site with Motorola and Fort
Worth personnel. Additionally, new functional documentation and a test plan will be
developed.
The cost of these changes, testing and on-site verification will be $0.00. Costs for this
TLETS modification will be applied to the outstanding project credits due to the City of
Fort Worth by Motorola in accordance with the contract.
2. Assumptions for proposed modification to Tiburon base CAD 7.2 product:
This will have no effect on the current project milestones or payments schedules.
Payment for this modification will be provided by Motorola to Tiburon and will be due
in full upon installation and demonstration of functionality to both the City of Fort
Worth and Motorola's acceptance.
No additional system enhancements will be scheduled or implemented for the City of
Fort Worth until final acceptance of the Tiburon 7.2 CAD system.
There may be additional charges to carry this modification forward to future releases
of Tiburon CAD.
Cost Impact $35,615.00

RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Change Order No. 11 to City
Secretary Contract No. 24770 with Motorola Communications Systems for the implementation of the
modifications needed to support new Texas Law Enforcement Telecommunications System (TLETS)
requirements at no direct cost. -
DISCUSSION:
On March 30, 1999 (M&C C-17364), the City Council authorized City Secretary Contract No. 24770 with
Motorola Communications Systems (Motorola) for the purchase and installation of a Public Safety Dispatch
and Mobile Data Communication System and lease of related equipment for the Police and Fire
Departments.
This change order is needed in order to implement the changes required by TLETS to allow for the proper
operation of CAD (Computer Aided Dispatch), communications servers located at the Bolt Street Public
Safety Communications Center and the New Alternate PSAP (Public Safety Answering Point) /
Communications Center. TLETS has implemented new rules regarding the routing of information requests
from its public safety users. Generally, many of the users have only one route for the information to flow to
and from TLETS. The City of Fort Worth has a system in place that allows for a backup communication
server. The advantage for this approach is that if there is a failure of the server at Bolt Street, the backup
server at the alternate site can be used for the flow of information in a matter of minutes rather than two to
three hours.
For this change order, Motorola assumes the following responsibilities for modification to the Tiburon CAD
2000 7.2 base product for the City of Fort Worth's system:
. to design and create the modification; and
. test the modification in a test environment; and
. deliver and install the modification; and
. test the modification on-site
The changes and modifications will be tested and verified on-site with Motorola and Fort Worth personnel.
Additionally, new functional documentation and a test plan will be developed.

There will be zero ($0) direct cost for these changes, testing and on-site verification. Motorola will apply
costs for this TLETS modification to the outstanding project credits due to the City of Fort Worth in
accordance with the contract. The cost impact to the CAD Project is $35,615. No additional system
enhancements will be scheduled or implemented for the City of Fort Worth until final acceptance of the
Tiburon 7.2 CAD system. There may be additional charges to carry this modification forward to future
releases of Tiburon CAD.
