DISCUSSION: On April 22, 2003 (M&C G-13956), the City Council approved funds in the amount of $3.28 million to be moved from the Special Assessments Fund to supplement the 1998 Capital Improvement Program new development funds. This project was included in the list of 83 projects submitted to the City prior to July 29, 2003, when the City Council placed a moratorium on City participation in community facilities agreements for street, storm drain, street lights and street name signs facilities. Arcadia Lots, Ltd., the developer of Arcadia Park Phase V, Section 1, has executed a proposed contract for community facilities to serve a 206 lot single-family development located in northeast Fort Worth, east of 1-35 and north of North Tarrant Parkway (see attached vicinity map). This development has five (5) interior streets and one arterial street for which the developer is responsible for the cost of the installation including sidewalks. City participation is for over-sized storm drain. There will be twenty-nine (29) street lights installed. The developer is responsible for the installation of underground conduit and pole bases. City participation includes the installation of all wiring and street lights fixtures. There are eleven (11) intersections where street signs will be installed at the City's cost. This Community Facilities Agreement is in compliance with the City's Policy for the Installation of Community Facilities. The estimated cost of the community facilities is as follows and subject to the actual bid price: ESTIMATED DEVELOPER CITY TOTAL Street Improvements $718,530.00 $0.00 $718,530.00 Design Engineering N/A $0.00 $0.00 Logname: 20ARCADIA 5-1 Page 1 of 2 Construction inspection Fees $14,371.00 ( ) $14,371.00 Storm Drain Improvements $203,291.00 $34,018.00 $237,309.00 Design Engineering N/A $2,041.00 $2,041.00 Construction Inspection Fees $4,066.00 (") $4,066.00 Street Lights $14,500.00 $43,500.00 $58,000.00 Street Name Signs $0.00 $1,100.00 $1,100.00 TOTAL ESTIMATED COSTS $954,758.00 $80,659.00 $1,035,417.00 (') The City's portion of construction inspection fees are calculated based on actual street and storm drain construction costs over the 2% cap paid by the developer, as per the CFA policy in place at the time of this project. Plan Commission Approval - On October 25, 2000, the Plan Commission approved preliminary plat (PP 00050). The final plat has been submitted to City staff for review.
