HomeMy WebLinkAboutOrdinance 21373-08-2014 9 4 I Ordinance No. 21373-08-2014 I AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND f APPROPRIATIONS IN THE GRANTS FUND IN AN AMOUNT UP TO $256,444.00, SUBJECT TO RECEIPT OF A GRANT FROM THE FISCAL YEAR 2014 DNA CAPACITY ENHANCEMENT AND BACKLOG REDUCTION GRANT PROGRAM OF THE UNITED STATES DEPARTMENT OF JUSTICE,NATIONAL INSTITUTE OF i JUSTICE, FOR THE PURPOSE OF ASSISTING LOCAL GOVERNMENTS IN 1 REDUCING THE NUMBER OF FORENSIC DNA AND DNA DATABASE SAMPLES AWAITING ANALYSIS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. I BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants Fund in an amount up to$256,444.00, subject to receipt of a grant from the Fiscal Year 2014 DNA Capacity Enhancement and Backlog Reduction Grant Program of the United States Department of Justice, National Institute of Justice, for the purpose of assisting local governments in reducing the number of forensic DANA i and DNA database samples awaiting analysis. SECTION 2. .I That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remainmg provisions shall be and remain in full force and effect. I SECTION 3. That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance e in j direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. i This ordinance shall take effect upon adoption. Ratify the application for the Fiscal Year 2014 DNA Capacity Enhancement and Backlog Reduction Grant Program from the United States Department of Justice, National Institute of Justice, in the amount up to $256,444.00; 2. Authorize the acceptance of the grant funds, if awarded, by execution of a contract with the U ited States Department of Justice, National Institute of Justice; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount up to $256,444.00, upon receipt of the grant. DISCUSSION: The United States Department of Justice, National Institute of Justice's Fiscal Year 2014 DNA Capacity Enhancement and Backlog Reduction Grant Program's goal is to assist local governments to process, record, screen and analyze forensic DNA and/or DNA database samples, and to increase the capacity of public forensic DNA and DNA database laboratories to process more DNA samples; thereby, helping to reduce the number of forensic DNA and DNA database samples awaiting analysis. The City of Fort Worth is requesting funding under the Fiscal Year 2014 DNA Backlog Reduction Grant Program in the amount up to $256,444.00 for registration fees, associated travel expenses, to contract for a Lean Six Sigma-type efficiency study and to purchase equipment and software upgrades for the Fort i Worth Police Department's Crime Laboratory (Crime Laboratory). Registration fees, along with the associated travel funds for the Crime Laboratory Staff to attend various conferences, workshops and classes will provide members of the Biology Unit the opportunity to remain current in the DNA testing discipline and meet the continuing education standards as mandated in the FBI Quality Assurance Standards. The purchase of a Lean Six Sigma-type efficiency study will identify process improvements to create a process where sample/evidence flow through the laboratory in an efficient and proficient manner. This will help address the project goals of increasing capacity and reducing case backlogs. The equipment requested includes an additional vacuum centrifuge; acquisition of this equipment will double the number of samples which can be simultaneously dried for long-term storage. Also requested are funds to purchase both DNA sample management software and quality assurance software. The DNA sample management software will enable DNA analysts to track data associated with all steps of analyses I f i from extraction to the final electronic production of a DNA report without the time consuming activities associated with manually transferring data from one worksheet to another either on paper or in electronic I spreadsheets. The quality control software will allow for electronic (rather than hard copy) tracking of quality control procedures, including equipment maintenance, calibration logs and reagent logs. No matching funds are required under this grant.
