AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SOLID WASTE PROJECTS FUND IN THE AMOUNT OF
$193,500.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF CONSTUCTING
CONCRETE PADS FOR THREE DROP-OFF STATIONS; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Solid
Waste Projects Fund in the amount of$193,500.00, from available funds, for the purpose of constructing
concrete pads for three drop-off stations.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of a Construction Contract with Nissi Development Group, Inc. d/b/a Nissi Group, in
the Amount of$154,700.00 to Construct Concrete Pads for Three Drop-Off Stations and Adopt
Appropriation Ordinance (COUNCIL DISTRICTS 2, 5 and 6)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Solid Waste Projects Fund in the amount of$193,500.00 from available funds; and
2. Authorize the execution of a construction contract with Nissi Development Group, Inc. d/b/a Nissi
Group, in the amount of$154,700.00 to construct concrete pads at three drop-off stations.
DISCUSSION:
This project will construct concrete pads for materials storage at the Brennan, Southeast and Old Hemphill
Road Drop-Off Stations.
The project was advertised in the Fort Worth Star-Telegram on April 3, 2014 and April 10, 2014. On May
1, 2014, six offerors submitted proposals and on May 8, 2014, only one offeror, Nissi Development Group,
Inc. d/b/a Nissi Group (Nissi Group), of the six submitted the Post-Proposal Pre-Award documents
required to evaluate the Best Value Offeror.
Nissi Group $154,700.00.
On May 19, 2014, the Best Value Selection Committee met and addressed the one proposal. The
committee members included representatives from the Code Compliance Department, design engineer
consultant and Transportation and Public Works Department. The one offeror was evaluated as follows:
Based on a weighted matrix including price, schedule, reputation and experience, Nissi Group was
determined to be qualified to offer the best value for the City.
The overall project cost is expected to be:
Design $ 1,000.00
Construction $154,700.00
Material Testing, Contingency and Staff $ 37.800.00
Total $193,500.00
M/WBE OFFICE -A waiver of the goal for MBE/SBE subcontracting requirements was requested by the
Department and approved by the M/WBE Office, in accordance with the M/WBE or BDE Ordinance,
because the application of the provisions of this ordinance will impose an economic risk on the City or
unduly delay acquisition of the goods or services.
The project is physically located in COUNCIL DISTRICTS 2, 5 and 6, but will serve Fort Worth residents in
ALL COUNCIL DISTRICTS.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
and adoption of the attached appropriations ordinance, funds will be available in the current capital
budget, as appropriated, of the Solid Waste Projects Fund.
