Hi Aaron,
spoke with Melani on this job and MWBE reporting and related aspects. She told me that the MWBE office have not
received any reports since January 2014. She tried to email Robin Giammaruti and the email bounced back. At this
point, what you can do is to send her one report(covering the period from January 2013 to June 2014) indicating if there
is no/any payment from the City and/or indicating if there is any payment to any/no of your subs. This report would get
you up to date with MWBE reporting requirements. Also, make sure that they have a PL contact person to follow up, if
necessary.
Your immediate attention to this matter will greatly help expedite the C04 process.

PCM007—Scum Screen Improvements
Dear Ms. Goderya:
Transmitted herewith please find a copy of Pepper-Lawson's June 26, 2014 price proposal for the
referenced work. The cost for this work is $459,100.00. No additional contract time has been requested
but the Contractor has reserved the right to request additional contract time should equipment
deliveries delay Final Completion of the Deep Filters Project. This work is not required for Substantial
Completion.
These improvements will screen the raw scum and allow the screened scum to be used as feed stock for
the High Strength Waste Improvements Digesters 9 thru 14. Originally, scum was disposed of by
incineration but a fire in 2010 damaged the incinerator and it was not cost effective to repair it.
Disposal costs of the scum currently are approximately $400,000 per year. These improvements will
have a payback of approximately 15 months.
Competitive proposals were issued for the scum screen, recessed impeller pumps, and the fiberglass
troughs. Sole source negotiations were held with the general contractor, electrical subcontractor, and
the control panel vendor for long lead electrical and control equipment. Installation costs are
summarized in the attached price proposal.
We have reviewed this price proposal and are of the opinion that it is a fair and equitable price. We
recommend the City accept this cost and issue a Change Order in the amount of $459,100.00. We
recommend the City agree with the reservation of rights for a time extension in the future if found
necessary. Please advise if the Water Department desires this PCM be incorporated in a Change Order.

piping,the setting of equipment,demo and removal,painting,electrical,and pipe insulation.Pricing breakdown is as follows:

duration of 0 calendar days front the date of approval to deliver the materials to the site and
perform the work.Pepper-Lawson s proposal is based on equipment delivering to the site by
August 4,2014. It is understood that this work is not associated with Substantial Completion
or any other project milestones except Final Completion.No additional days are being requested
at this time to perform the work.However,we request the right to claim additional time to perform
the work described in the PCM,iffound to adversely affect the completion date of the project.
Upon receipt of approval from the City of Fort Worth and Freese and Nichols as to the acceptability of our proposal,

Per your request, our Change Order price to field paint the new exterior exposed 4"and
6"diameter DIP and the three new pipe bollards associated with the new Scum Screen
installation on this project is:
ADD: $ 2,525.00
Note: This Change Order pricing is based on work being ready and available to
complete at the same time our crews are working on the jobsite. If we have to make
a separate mobilization to the jobsite, there will be an additional$500 charge.
No painting of concrete surfaces,PVC piping,pipe supports or scum screen and
scum pump equipment is included in this change order pricing.
Please issue a Work Order for this work if accepted. We will require the completed
paperwork in our office prior to commencement of work. Please notify our office in
writing when scheduling work to be performed and allow 2 weeks lead time for us to be

The Fort Worth Water Department has reviewed Huber's April 23, 2014 Proposal JQ3828 and has accepted
the equipment offer as clarified by the May 30, 2014 Responses to Engineers questions, copy attached.
Pepper-Lawson is requested to issue a purchase order for the screen. The direct cost to Pepper-Lawson will
be$130,000 per Mr. Eric Field's May 11,2014 email quotation,copy attached.
With regard to the clarifications provided,the FWWD does not want the access hatch sensor since the Huber
equipment does not have a rotating screw in this section of the equipment.
Please proceed with preparation of shop drawings and O&M manuals.

Submittals
Huber Technology will provide documentation to the customer per the following schedule:
• Five (5) copies or the quantity stipulated in the equipment specification of submittal shop
drawings 4weeks after acceptance of a written purchase order.
• Three (3) copies or the quantity stipulated in the equipment specification of Huber
Technology O&M manuals prior to equipment start-up.
Shipment
Huber Technology will maintain the following schedule:
• Submittals if required are 2-4 weeks after acceptance of a written purchase order.
• Huber carries this machine in stock. Units are subject to availability based on stock level
at time of order. Shipment can be confirmed at time of order. Average lead time 4
weeks. If order placed before end of April unit is available for immediate shipment.
• O&M manuals prior to equipment start-up. .
Accessories
This proposal includes only those items specifically mentioned in the equipment descriptions.
Any items which may be necessary for the operation of the equipment, but are not specifically
mentioned, such as motors, drives, controls, or supports, are to be supplied via additional
quotation separate from this offering.
Abrasion or Corrosive Materials
All of Huber's machines and systems are manufactured from 304 grade stainless steel. The
environment or materials the equipment may be exposed to may be abrasive or corrosive. This
proposal makes no representation or warranties concerning the service life of the equipment
against such abrasion or corrosion. The concentration of chloride and hydrogen sulfide (H2S) in
the equipment operating environment shall be kept below the following values:
• Chloride < 200 mg/I
• Hydrogen sulfide H2S <6 ppm
Machines made from 316 grade stainless steel are available for a price adder for extremely
harsh operating environments.

Warranty
Huber warrants the equipment and components furnished will be free from defects in
workmanship and materials and perform the general process function intended solely under the
operating conditions defined by Huber for a period of(a) 12 months from completion of
installation, start-up or owner acceptance of the equipment, or(b) 18 months from the date of
delivery to Purchaser, whichever date comes first. An extra 12 month warranty can be included
at no charge
Exclusions
• Financing
• Cranes and/or lifting devices
• Unloading and/or storage of equipment on jobsite
• Local, State or Federal taxes or fees
• Foundation design and engineering (Huber will furnish equipment drawings and data)
• Utilities for erection, installation and operation
• Gauges and instrumentation not specifically described in Huber scope of supply
• Interconnecting wiring, conduit, piping, tubing, valves, fittings, etc. between the equipment
and other equipment and/or control devices and control panel.
• Tools, oil, grease, grease gun, dumpster(s), or bins(s).
Proiect Management
Huber will appoint a Project Manager for the duration of the contract. Project Management
services are included in this package and are as follows:
• Provision of a complete critical path project schedule for Huber equipment
• Coordination with Huber manufacturing on materials procurement and fabrication to and
with Huber shipping/logistics to ensure Huber commitments are maintained.
Erection, training and Start-up assistance
A certified Huber Service Technician can normally be at the jobsite within two (2)weeks after
customer's request to Huber for equipment start-up and commissioning assistance. Huber will
provide additional erection and start-up supervision, which is not specifically included in the
scope of our supply at the purchaser's request. For such additional services Purchaser shall pay
$1,000.00 per day plus expenses, for eight hours per day.
• At the request of the purchaser, overtime service will be provided at a rate of 1.5 times the
regular rate for weekdays, and 2.0 times the regular rate for weekends.
• Expenses are defined as the costs of travel from Huber's location to the point of installation
and return; together with accommodation and living expenses during the period of field
service.
• Charges for all time involved will be invoiced, including delays which are beyond Huber's
control.
Equipment Standard
Any deviations from the Huber standard mechanical and electrical specifications must be
discussed with the Purchaser and agreed upon. Huber reserves the right to charge adders to
the equipment price for any non-standard mechanical and electrical components required by the
Purchaser and not explicitly stated in Huber's scope of supply.

with synthetic resin varnish.

The FWWD has selected WEMCO for the two recessed impeller pumps for the scum screen improvements
project. The cost proposal, technical specifications, and exceptions submitted with the quotation are acceptable.
To expedite delivery of the pumps PL is requested to place the order for the pumps now. We understand shop
drawings will be submitted in 2-3 weeks. We understand delivery will be 11 weeks after the order is placed.
The final design drawings and specifications will be formally issued to PL by June 2 for pricing. The WEMCO
pump costs will be considered a direct cost to PL and the specified OH&P markups will apply.

In the scope of supply I included a note stating that the customer will need to confirm the suction and discharge
arrangement. This is because I was never provided with any contract drawings, which would typically show this
arrangement. It would be preferred to have the contract drawings that show this arrangement provided to me (or
simply have the required arrangement confirmed) prior to or at the same time a PO is provided. Please have the
appropriate drawings provided (or simply have the suction/discharge arrangement confirmed) at your earliest
convenience.

NOTES AND COMMENTS:
Only sections 01 33 00, 0175 00, 0178 23, 09 96 00.01, 26 29 13.01, 44 42 56.12, and 46 11 00,
and Division 26 were provided. No other contract sections or drawings were considered for this
proposal. Only the items listed in the technical offer are included in this proposal. The addition of
any items not listed will change the quoted price. Performance testing will be performed per
ANSI/HI 2011, 14.6, Level 213.

• NOTE: All controls/control panels are to be supplied by others.
• 1.02.B/3: All manufacturers' field/start-up services will be performed by our local
representative, Jay Martin Company.
• 2.02.A: Pump motors will be vertical p-base type motor, per the specified pump arrangement,
in lieu of horizontal as is specified.

• 2.02.C.8: Quoted motor insulation will be non-hygroscopic, non-nutritive and humidity
resistant. Insulation system is GEGURD trickle treated. Vacuum pressure impregnation or
sealed insulation cannot be offered in the requested rating.
• 2.02.C.13: Offered motor has copper winding in stator, in lieu of the specified aluminum
windings.
• 2.02.E.2: Offered motor has long life, but 15 years of life cannot be confirmed.
Section 26 05 50
• 1.04: Motors conform to NEMA MGI,IEEE 112/85/841, AFBMA 9/11, UL-1004, NEC
(NFPA-70). Compliance to local regulations and codes are in other's responsibility. The
IEEE-841-rev 2009 requires motors suitable for class 1, division-2 area. As requested,we
are offering motor for non-hazardous area. The offered motor will have all applicable
features of IEEE-841 and Hazardous area exception will be marked on nameplate.
• 1.06: GE Motors standard statistical quality assurance/quality control plans will apply.
• 1.08.A: Pump motor will be warranted under the same 2 year warranty as the pumps, per
warranty form GSD-31 enclosed in the technical offer.
• 2.02.K : Offered motor has 137 Cu inch Conduit Box with 1.25"NPT hole.
• 2.02.1, : Offered motor has conduit elbow for space heater leads,in lieu of a separate
conduit box.
• 2.04.C: Quoted motor insulation will be non-hygroscopic,non-nutritive and humidity
resistant. Insulation system is GEGURD trickle treated. Vacuum pressure impregnation or

• 2.04.E: Quoted motors will have starting Code H, in lieu of the specified G.

Price includes freight to curbside nearest jobsite, unloading by others. Price does not include taxes of
any kind.
Due to rapidly escalating raw material costs and possible spot shortages, price increases may
become necessary after the 60 day expiration period.
THIS QUOTATION DOES NOT INCLUDE ANCHOR BOLTS, PUMP GUIDE RAILS,
VARIABLE SPEED DRIVES, STARTERS, GAUGES,CONTROL PANELS OR CONTROLS OF
ANY KIND OTHER THAN THOSE LISTED IN THE TECHNICAL OFFER.
THE ATTACHED WARRANTY, AND GENERAL TERMS AND CONDITIONS OF SALES
ARE INCORPORATED IN, AND MADE A PART OF, THIS PROPOSAL. THIS PROPOSAL
WILL EXPIRE IN SIXTY(60)DAYS UNLESS EXTENDED IN WRITING BY WEMCO.
TERMS OF PAVMENT:
100% Net 30 days. Payment terms in this proposal may not be changed without written
authorization from WEMCO. Unauthorized retention of payments by Purchaser for any reason shall
be subject to a service charge of 2%per month

The Fort Worth Water Department has reviewed Texsun's June 20, 2014 price proposal for providing long
lead electrical equipment and for providing Prime Control's Main Scum Screen Control Panel,copy attached.
The FWWD has agreed to accept Item 1 PCM-007 Texsun Equipment for a subtotal amount of$33,636.97
and to accept Item 2 PCM-007 Prime Equipment for a subtotal amount of$43,701.59. Pepper-Lawson is
requested to issue a purchase order for the electrical equipment and for the control panel. Texsun's
reservation of request a time extension in the f Lure if necessary is acknowledged.
Item 2 PCM-007 Construction materials and labor of Texsun's proposal is Linder review and is not authorized
at this time.
Please proceed with preparation of shop drawings for the electrical starters and for the main control panel.
Other breakers and electrical equipment can be released for procurement.

We understand that the FRP weir plates shown on the Warminster proposal will be used as a pattern to
fabricate and install stainless steel weir plates and these stainless steel weir plates will be included under your
installation price proposal which Pepper-Lawson is preparing.

RECOMMENDATION:
It is recommended that the City Council authorize the execution of Change Order No.4 to the City Secretary
Contract No. 43754 with Pepper—Lawson Construction,LP, in the amount of$459,100.00 for the
construction of a scum screen at the Village Creek Water Reclamation Facility,thereby increasing the total
contract amount to$16,861,698.00.
DISCUSSION:
On February 10,2014, an Engineering Agreement with Freese and Nichols, Inc., in the amount of$48,711.00
(City Secretary Contract No 45357)was authorized for the design of the Village Creek Water Reclamation
Facility(VCWRF)Scum Screen and installation in the VCWRF Scum Holding Tanks.
The Scum Holding Tanks store floatable material(mostly grease and oils)from the solids settling processes.
Currently the scum is removed by contract at a cost of$400,000.00 annually. As a part of the Energy Savings
Performance Contract Phase 513, a co—digestion system was constructed that allows high—strength waste
(such as grease and oils)to be injected into the VCWRF digesters to reduce sludge production and increase
digester gas production for use in the VCWRF turbine generators as a fuel source.The proposed scum screen
Installation and associated modifications will pump the grease and oil scum to the co—digestion system
significantly reducing the amount of plastics and other solid material to be hauled to the landfill.
Pepper—Lawson Construction,LP, is onsite working on the rehabilitation of existing deep filters 1 through 20
and related appurtenances pursuant to City Secretary Contract No. 43754(M&C C-25887)in the amount of
$16,268,000.00. The previous three change orders were processed administratively and total$134,589.00.
This Change Order No.4 consists of an installation of scum screen bagger system with hoppers; including
addition of two weir troughs in each existing scum collection vault, two centrifugal pumps, hot water supply
system, and associated electrical and mechanical equipment to provide a complete working system. The
payback on the cost of the change order will be approximately 1.5 years.
M/WBE Office—Pepper—Lawson Construction,LP, agrees to maintain its initial M/WBE commitment of 12
percent that it made on the original contract and extend and maintain that same M/WBE commitment of 12
percent to all prior change orders up to and inclusive of this Change Order No.4. Therefore Pepper—Lawson
Construction, LP,remains in compliance with the City's M/WBE Ordinance and attests to its commitment by
its signature on the Acceptance of Previous M/WBE Commitment form executed by an authorized
representative of its company.
This project serves the entire City and is located in COUNCIL DISTRICT 5.
FISCAL INFORMATION:
The Financial Management Services Director certifies that funds are available in the current capital budget,
as appropriated,in the Sewer Capital Projects Fund.
