AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $247,548.00,
SUBJECT TO THE RECEIPT OF A GRANT FROM TEXAS DEPARTMENT OF ;
HOUSING AND COMMUNITY AFFAIRS, FOR THE 2014 COMMUNITY SERVICES
BLOCK GRANT PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN.CONFLICT HEREWITH;AND PROVIDING AN
EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL,OF THE CITY OF FORT WORTH,
TEXAS:

SECTION 1.

l That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$247,548.00, subject to the receipt of a grant from the Texas Department of Housing

and Community Affairs,for the 2014 Community Services Block Grant Program.
SECTION 2.

That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in noway
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.

That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
iappropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
j of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
+' This ordinance shall take effect upon adoption.

Authorize Acceptance of Additional Grant Funds from the Texas Department of Housing and Community
Affairs in the Amount of$247,548.00 for the Community Services Block Grant Program for Program Year
2014, Authorize Related Contract Amendment, Waive Indirect Costs and Adopt Appropriation Ordinance

RECOMMENDATION:
It is recommended that the City Council: i

1. Authorize the acceptance of additional grant funds from the Texas Department of Housing and
Community Affairs in the amount of$247,548.00 for the Community Services Block Grant for Program
Year 2014;

2. Authorize the execution of an amendment to City Secretary Contract No. 45395, as previously;
amended, with the Texas Department of Housing and Community Affairs to accept the additional;grant
funds and extend the term of the Agreement, if necessary;

3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$247,548.00; and

4. Waive indirect costs. i
DISCUSSION:
Community Services Block Grant (CSBG) funding provides programs and services to assist low income
persons with case management, emergency assistance, outreach and certification for energy assistance,
information and referral;and holiday assistance as well as services to provide clients with transportation to
services for employment, educational, medical and other needs. The Community Action Partners (CAP)
in the Parks and Community Services Department serves as the designated Community Action Agency for 1
all of Tarrant County, in accordance with federal law and, as such, administers CSBG-funded
programs. Ten neighborhood CAP offices will be utilized to deliver program services.

For the last several years, the Texas Department of Housing and Community Affairs (TDHCA) has notified i
the City to use the_prior year's contract amount as a planning figure pending execution of the funding
contract. On December 3, 2013, (M&C C-26579) the City Council approved acceptance of funding from
TDHCA in the amount up to $1,800,000.00, which is the amount that Staff projected the City would
receive based on prior funding levels. The total 2014 CSBG grant award to date is $1,641,611.00.

On June 27, 2014, the City received notification from the TDHCA that additional grant funds are available
for this year in the amount of$405,937.00, bringing the total grant amount to $2,047,548.00

($1,641,611.00 + $405,937.00). Because the City Council previously approved acceptance of grant funds
in the amount of$1,800,000.00, Staff is only seeking approval to accept the amount of$247,548.00 of the
additional grant funds, which represents the portion of the additional grant funds that is over and above
the amount previously approved by the City Council. No matching funds are required from the.City. I

The Financial Management Services Director certifies that upon approval of the above recommendations i
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
