AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $34,404.50,
SUBJECT TO RECEIPT OF A GRANT FROM THE UNITED STATES DEPARTMENT
OF JUSTICE, DRUG ENFORCEMENT ADMINISTRATION, FOR THE PURPOSE OF
REIMBURSING OVERTIME COSTS FOR PARTICIPATION IN THE NORTH TEXAS
HIGH INTENSITY DRUG TRAFFICKING AREA TASK FORCE GROUP 2;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION I.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $34,404.50, subject to receipt of a grant from the United States Department of
Justice,Drug Enforcement Administration,for the purpose of reimbursing overtime costs for participation in
the North Texas High Intensity Drug Trafficking Area Task Force Group 2,
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction,such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT:
Authorize Execution of an Amendment to City Secretary Contract No. 44965 with the United States
Department of Justice, Drug Enforcement Administration to Add Two Additional Officers to the North Texas
High Intensity Drug Trafficking Area Task Force Group 2 and Adopt Appropriation Ordinance (ALL
COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of an Amendment to City Secretary Contract No. 44965 with the United States
Department of Justice, Drug Enforcement Administration to add two additional officers to the North Texas
High Intensity Drug Trafficking Area Task Force Group 2;
2. Authorize the acceptance of an additional $34,404.50 for the reimbursement of overtime costs for two
additional officers assigned to the task force; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in Grants
Fund in the amount of$34,404.50, upon execution of the Amendment.
DISCUSSION:
On August 13, 2013, the City Council approved Mayor and Council Communication (M&C-26391) to
authorize execution of an Agreement with the Drug Enforcement Agency (DEA) for participation in the
North Texas High Intensity Drug Trafficking Area Task Force Group 2 (HIDTA) and adopt an appropriation
ordinance in the amount of$103,213.50. The mission of the Task Force is to reduce the volume of
narcotics and controlled substances being trafficked into and distributed from the North Texas HIDTA area
of responsibility through aggressive detection, interdiction, enforcement and prosecution of those
individuals and enterprises engaged in such illegal activities.
The Drug Enforcement Agency (DEA) would like to amend the Agreement in order to add two additional
officers to the taskforce. There are currently six officers assigned to the task force and this change will
bring the total number of officers working the task force to eight. Additionally, it is necessary to increase
appropriations to cover the overtime expenses for the additional officers estimated not to exceed
$34,404.50. The total overtime reimbursed by the Drug Enforcement Agency (DEA) for the HIDTA Task
Force is estimated not to exceed $137,618.00.
FISCAL INFORMATION I CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations,
execution of the Agreement and adoption of the attached appropriation ordinance, funds will be available
in the Fiscal Year 2014 operating budget, as appropriated, of the Grants Fund. The Police Department is

responsible for requesting reimbursements and for the collection of revenues under this Agreement.
