HomeMy WebLinkAboutResolution 4350-08-2014 A Resolution NO. 4350-08-2014 A RESOLUTION OF THE CITY OF FORT WORTH, TEXAS DESIGNATING SUSAN ALANIS, ASSISTANT CITY MANAGER, AS BEING RESPONSIBLE FOR AND ACTING FOR AND ON BEHALF OF THE CITY OF FORT WORTH IN DEALING WITH THE TEXAS PARKS & WILDLIFE DEPARTMENT FOR THE PURPOSE OF PARTICIPATING IN THE LOCAL PARK GRANT PROGRAM; CERTIFYING THAT THE CITY OF FORT WORTH IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; CERTIFYING THAT THE CITY OF FORT WORTH'S MATCHING SHARE IS READILY AVAILABLE; AND DECLARING THAT THE SITE KNOWN AS NORTHWEST COMMUNITY PARK HAS BEEN PREVIOUSLY DEDICATED FOR PERMANENT PUBLIC PARK AND RECREATIONAL USES WHEREAS, the City of Fort Worth is fully eligible to receive assistance under the Local Park Grant Program; and WHEREAS, the City of Fort Worth is desirous of authorizing an official to represent and act on its behalf in dealing with the Texas Parks & Wildlife Department concerning the Local Park Grant Program; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT: SECTION 1: That the City of Fort Worth hereby certifies that it is eligible to receive assistance under the Local Park Grant Program, and that notice of the grant application has been posted according to local public hearing requirements; and SECTION 2: That the City of Fort Worth hereby certifies that the matching share for this grant application is readily available at this time; and SECTION 3: That the City of Fort Worth hereby authorizes and directs its Assistant City Manager over Parks and Community Services Department to act for the City of Fort Worth in dealing with the Texas Parks & Wildlife Department for the purposes of the Local Park Grant Program, and that Susan Alanis, is hereby officially designated as the representative in this regard; and ORTWO T Resolution No.4350-08-2014 SECTION 4: The City of Fort Worth hereby specifically authorizes Susan Alanis, Assistant City Manager,to make application to the Texas Parks & Wildlife Department concerning the site known as the "Northwest Community Park" in the City of Fort Worth, Tarrant County for use as a park which has been previously dedicated for public park and recreation purposes in perpetuity. Conduct a public hearing to receive public comment on the City's application for a Texas Parks and Wildlife Department Urban Outdoor Recreation Grant in the amount of$1,000,000.00 for the Northwest Community Park Athletic Fields Project; 2. Authorize the application for and acceptance of the Grant, if awarded; and 3. Adopt the attached resolution authorizing the application and designating Assistant City Manager Susan Alanis as the official to act on behalf of the City of Fort Worth in dealing with the Texas Parks and Wildlife Department. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to conduct a public hearing to receive public comment on the City's application for a Texas Parks and Wildlife Department Urban Outdoor Recreation Grant in the amount of$1,000,000.00 for the Northwest Community Park Athletic Fields Project, authorize the application for and acceptance of the Grant, if awarded, and adopt the attached resolution authorizing the application and designating Assistant City Manager Susan Alanis as the official to act on behalf of the City of Fort Worth in dealing with the Texas Parks and Wildlife Department. The Texas Parks and Wildlife Department, Recreation Grants Branch (TPWD) administers the Local Park Grant Program, which include the Urban Outdoor Recreation Grant. The TPWD assists local units of government with the acquisition and/or development of public recreation areas and facilities throughout the State of Texas. The Local Park Grant Program provides matching fund(s) reimbursement grants to eligible local governments. Grants are awarded by the Parks and Wildlife Commission twice each year, as funds are available. The deadline for this program is August 31, 2014. The 2014 Bond Program Proposition Two: Parks, Recreation and Community Center Improvements established the amount of$4,350,000.00 for Athletic Field Development. Of those funds, the amount of $2,508,400.00 is specifically for athletic complex development at Northwest Community Park and as such will be the source of the City's matching funds. This commitment includes compliance at the site assisted by the Local Park Grant Program as well as sites that were previously assisted by grant funds from the Land and Water Conservation Fund and the Texas Local Parks, Recreation and Open Space Fund. After all projects are completed and all grant funds have been reimbursed, the joint commitments to the requirements of the programs will continue. Northwest Community Park is location in COUNCIL DISTRICT 7.
