HomeMy WebLinkAboutResolution 4349-08-2014 r I. i A Resolution NO. 4349-08-2014 i ACCEPTING THE FINAL REPORT OF THE HOMELESSNESS TASK FORCE I' AND APPOINTING A TASK FORCE ON PERMANENT SUPPORTIVE HOUSING E WHEREAS the City Council on April 15, 2014, adopted Resolution No. 4312-04- j 2014 appointing the ad hoc Homelessness Task Force; and WHEREAS, in accordance with that resolution, the Homelessness Task Force has conducted a thorough investigation to identify opportunities for streamlining the funding and delivery of services to homeless persons in Fort Worth and has submitted the attached final report on its findings and recommendations; and WHEREAS the Homelessness Task Force has recommended that the City Council promote and support the creation of 600 additional units of permanent supportive housing dispersed throughout Fort Worth and Tarrant County by 2018; and WHEREAS the Homelessness Task Force has further recommended that the City I Council appoint a task force on the development of permanent supportive housing to identify potential projects and appropriate funding sources; ! NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: I Section 1. The City Council hereby accepts the final report of the Homelessness Task Force and requests the City Manager to implement its recommendations as appropriate and feasible. Section 2. The City Council hereby appoints an ad hoc Task Force on Permanent Supportive Housing to be comprised of thirteen members, as follows: I 1. Councilmember Kelly Allen Gray, Chair; 2. Councilmember Danny Scarth; 3. Councilmember Dennis Shingleton; j 4. Tarrant County Judge Glen Whitley; 5. Andy Taft; 6. Barbara Holston; 7. Lee Nicol; 8. Perry Pillow; 9. Alex Jimenez; j 10. Flora Brewer; 11. Norbert White; 12. MaryEllen Wellbaum; and 13. David Zappasodi. j i I ORT WORT I 'i i Resolution No.4349-08-2014 i Section 3. The City Council requests that the Task Force on Permanent Supportive Housing perform the following tasks: I (a) Conduct an inventory and analysis of existing permanent supportive housing in Fort Worth and Tarrant County; (b) Investigate best practices among comparable cities and urban counties in ' Texas and other states; j (c) Formulate appropriate criteria for the development of permanent supportive housing in Fort Worth and Tarrant County; and (d) Evaluate alternative policies and strategies for the development of permanent supportive housing and advise the City Council accordingly. I I Section 4. The City Council requests that the Task Force on Permanent Supportive Housing present an interim report of its findings no later than January 13, 2015; conduct one or more public meetings to receive comments from interested citizens; and present a final report of its conclusions and recommendations no later than April 28, 2015. ! Section 5. The City Council requests that the City Manager provide the Task Force on Permanent Supportive Housing with appropriate staff support to fulfill its mission as set forth in Section 3. Section 6.
