AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF 5810,060.00,
SUBJECT TO RECEIPT OF A STAFFING FOR ADEQUATE FIRE AND
EMERGENCY RESPONSE GRANT AMENDMENT FROM THE U.S. DEPARTMENT i
OF HOMELAND SECURITY, FOR THE PURPOSE OF FUNDING TEN POSITIONS
FOR THE FIRE DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN
EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of 5810,060.00, subject to receipt of a Staffing for Adequate Fire and Emergency
Response grant amendment from the U.S. Department of Homeland Security, for the purpose of fimding ten 4
positions for the Fire Department.
SECTION 2.

That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect. j
SECTION 3. I
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of a Staffing for Adequate Fire and Emergency Response Grant Amendment from
the United States Department of Homeland Security Awarding the City of Fort Worth an Additional Amount
of$810,060.00 and Extending the Grant Period for an Additional One Year for Ten Currently Funded
Positions and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS) j
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance and execution of a Staffing for Adequate Fire and Emergency Response

Grant contract amendment from the United States Department of Homeland Security that provides for an
additional amount of$810,060.00 in funding and extends the original twenty-four month contract period to
thirty-six months for ten currently funded positions; and
2. Adopt the attached appropriation ordinance increasing appropriations and estimated receipts in the
Grants Fund in the amount of$810,060.00.
DISCUSSION:
On October 29, 2013, (M&C C-26539) the City Council approved the application and acceptance of the
Fiscal Year (FY) 2014 Staffing for Adequate Fire and Emergency Response (SAFER) Grant from the U.S.
Department of Homeland Security (DHS) for the Fire Department in the amount of$3,389,040.00.

The DHS awards SAFER grants to fund fire departments that have experienced fire fighter layoffs, have
pending fire fighters layoffs or have eliminated vacant positions due to funding reductions. The Fort Worth
Fire Department was successful in obtaining this award. The original performance period of the grant was f
24 months, beginning on April 21, 2014. The allowable costs funded by the grant consist of salary and I
associated benefits (payroll expenses). Grant recipients must agree that no further reductions in staff will
occur during the grant funding cycle. ,
The DHS encourages fire departments applying for SAFER hiring grants to make the recruitment and
hiring of military veterans a priority. Each SAFER fire fighter position that is filled by a military veteran is
eligible to receive full funding for three years instead of the usual two years. DHS has notified the City of
Fort Worth that 10 of its 24 SAFER grant-funded fire fighters are military veterans eligible to receive third
year funding and the grant award amendment is reflective of this award enhancement in the amount of
$810,060.00 and contract period extension to April 20, 2017 relative to those 10 positions. In addition, the I
requirement to not reduce staff will extend to April 20, 2017. I
