IMPACT INITIATIVE INVESTMENT
The United Way Board of Directors, upon recommendations from the Community Development Cabinet and the
Income Council, approved the following funding for July 1,2014—June 30, 2015.

OBSERVATIONS AND COMMENTS
1. Members of the Income Council appreciate your new partnership to ensure that low-income working
families become financially stable.
2. United Way staff and volunteers reviewed each proposal using a scoring rubric. Performance targets and
plans for year four were reviewed and considered, as well as additional questions and responses.
Volunteers took into consideration the number of lives we must improve in year five(2,374)to be on
track to achieve the bold goal by 2020 and your program's contribution.Your program was ranked sixth
with a score of 70.50 out of a possible 100 points.
3. This year, Earn Well Income initiative received allocable funds totaling$1,824,280.These dollars are being
invested in renewal initiatives as well as two new strategies to move low-income working families towards
financially stable.
4. The Income Council is pleased to add the City of Fort Worth to the Earn Well Initiative. We see adding
VITA to the Communities Action Partners(CAP)program as a way to strengthen and grow VITA in Tarrant
County. The in-kind support for the VITA program is appreciated as well as the projected growth for the
coming year.
5. United Way appreciates the time, effort and commitment of its impact partners.As we reach the halfway
mark to 2020, it will become more important that we leverage funds and raise additional dollars outside
the United Way campaign to reach the bold goals.We encourage you,where, possible,to work
collaboratively with United Way to seek grant funding and/or leverage dollars that can be applied to our
collective impact work.
6. CAP staff is encouraged to meet with the United Way staff liaison as soon as possible to discuss the
number of VITA sites, clarify the implementation plan and develop transition plans for the Fort Worth and
Northeast VITA program. In addition to these important program elements,staff would also like to discuss
plans for sustainability.

7. United Way and the Income Council will be closely monitoring results achieved through data reports on
outcomes and outputs.An external evaluator will compile and tabulate data to assess program success
and community impact. It is important to note that weekly numbers will be due to the United Way staff
liaison during the tax season.A template will be provided. Please note the following quarterly report
due dates:

8. United Way staff will email you the 2014-2015 quarterly reporting templates. All completed reports
should be emailed to your United Way staff representative by 5:00 pm on the due date. Failure to submit
required information in the correct format by the due date may result in a disruption of funding.
9. United Way grantees are required to co-brand all materials related to the funded initiative with the
United Way logo. Please contact your staff liaison to obtain the UW logo, if needed.
10. As we move into year five of this Impact work,the achievement of annual performance targets is
essential, as these targets tie directly into the achievement of the 2020 Bold goal. Because we are
reaching the halfway mark to 2020, it will become more important that we leverage funds and raise
additional dollars outside the United Way campaign to reach the bold goals.We encourage you,where
possible,to work collaboratively with United Way to seek grant funding and/or leverage dollars that can

HEARING:
SUBJECT: Ratify Application for and Authorize Acceptance of, if Awarded, a Grant from the United
Way of Tarrant County in the Amount Up to $250,000.00 for the Volunteer Income Tax
Assistance Program, Authorize Execution of Agreement with the United Way of Tarrant
County, Authorize Allocation of a Portion of Assigned Staff Time Valued in the Amount of
$25,000.00 as an In-Kind Match and Adopt Appropriation Ordinance (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize acceptance of, if awarded, a grant from the United Way of
Tarrant County in the amount up to $250,000.00 for the operation of the Volunteer Income Tax
Assistance program;
2. Authorize the execution of the related Grant Agreement with the United Way of Tarrant County;
3. Authorize the allocation of a portion of assigned staff time valued in the amount of$25,000.00 as
an in-kind match for this grant; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Grants Fund in the amount up to $275,000.00, subject to receipt of funds.
DISCUSSION:
The United Way of Tarrant County has funds available for agencies to implement the Asset
Development and Income Support Initiative for Fiscal Year 2014-2015. The outcome of this initiative
is to positively impact the financial stability of Tarrant County working families. One method to
accomplish this is by assisting unduplicated low-income families through the Volunteer Income Tax
Assistance (VITA) program. In 2001, a decision was made to move the VITA program from the
Internal Revenue Service to a community based program. It was determined that the communities
had a better relationship with their residents and would be more successful in delivering the three
pronged message to the populations. The three pronged message the Internal Revenue Service is
interested in delivering is: (1) tax return preparation (2) financial education and asset building and (3)
outreach. The Earned Income Tax Credit is the basis of the VITA program. This message is
delivered through tax return preparation, outreach products, and financial education. The goal is to
deliver a program and teach people how to invest their refunds in an advantageous manner to assist
them with becoming self-sufficient.
The goal is to assist up to 3,500 unduplicated low-income workers to file their tax returns through a
VITA site and to file for approximately $3.1 million in Earned Income Tax Credits (EITC). EITC can
supplement the income for families while they work to advance their earnings. This will enable these
families to meet daily living expenses, begin saving, build assets and achieve a level of financial
stability.
The Parks and Community Services Department will administer this program.

A 10 percent match is required for this grant and will be provided by allocating a portion of assigned
staff time valued at $25,000.00 that is billed to and paid out of previously appropriated general fund
money. The total amount of this grant, when factoring in the in-kind match, is $275,000.00.
This program serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above
recommendations and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.
