COUNTY OF TARRANT §
WHEREAS, the City of Fort Worth (City) and Camp Dresser & McKee Inc.,
(Engineer) made and entered into City Secretary Contract No. 24832, (the Contract)
which was authorized by the City Council by M&C C-17322 on the 16`h day of March, of
1999; and
WHEREAS, the Contract involves engineering services for the following project:
Engineering Contract for the Cantrell-Sansom Pump Station and associated
pipelines and the Northside Ground Storage Reservoir, Project Number PW
77-060770160160.
WHEREAS, it has become necessary to execute Amendment No. 2 to said
Contract to include increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
Contract:

Article I of the Contract is amended to include the following additional
engineering services:
Add the following Item number 5.0 to Attachment "A-1" Supplemental Scope of
Services.
" 5.0 Increased Pumping Capacity: Initial pumping capacity of Northside Pump Station
will be increased from 20 MGD to 35 MGD with an ultimate pumping capacity increased
from 40 MGD to 60 MGD. Increased capacity requires design changes in pump station
pumps, piping, valve changes, and electrical switchgear. The design schedule will be
changed from sequential construction of the ground storage tank and pump station to
concurrent construction."

Article 11, Attachment "B" of the Contract is amended to provide for an increase
in the maximum fee to be paid to the Engineer for all work and services performed under

the Contract, as amended, so that the total fee paid by the City for all work and services
shall not exceed the sum of$1,040,815.00
The cost to City for these additional services to be performed by Engineer total
one hundred ninety thousand four hundred dollars ($190,400.00).
Exhibit `B-3", and "B-4"are amended by the attached "Exhibit -B-3a", and `B-
4a" respectively.
3.
All other provisions of the contract, which are not expressly amended herein, shall
remain in full force and effect.

Amendment No. 2 to the Engineering Agreement with Camp, Dresser & McKee, Inc. for the Cantrell-
Sansom Pump Station and Associated Pipelines and the Northside Ground Storage Reservoir
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 2 to the
engineering agreement with Camp, Dresser & McKee, Inc. for the Cantrell-Sansom Pump Station and
associated pipelines and the Northside Ground Storage Reservoir, increasing the total contract by
$190,400.00, from $850,415.00, to $1,040,815.00.
DISCUSSION:
On March 16, 1999 (M&C C-17322), the City Council authorized the execution of an agreement with Camp
Dresser & McKee, Inc. for engineering services for the Cantrell-Sansom Pump Station and associated
pipelines and the Northside Ground Storage Reservoir. This agreement included a study of the transfer of
water from other pressure planes into the Northside II and III pressure planes to meet future demands.
Amendment No. 1 provided for the development of competitive water service strategies, water distribution
system modeling and consultant support for a City annexation task team to enable the Water Department to
competitively deliver water service to land development projects within the City's extraterritorial jurisdiction.
During final design of the pump station, preliminary water demand information from the Water Master Plan
indicated that flow requirements for the Northside Pump Station needed to be increased from the planned
40 million gallons per day (MGD) capacity to 60 MGD, and that the initial capacity would be needed sooner,
requiring an accelerated schedule. After the construction project was bid, final water demand information
indicated that initial capacity must be increased to 35 MGD to meet growth in the north side of Fort Worth in
2004-2005, with possible future follow-on pump installation(s) until the Eagle Mountain Water Treatment
Plant is expanded in 2008. The initial pumping increase will change the pumps, electrical switchgear and
some valves.
Proposed Amendment No. 2 is for the engineer to increase the initial pumping capacity of Northside Pump
Station from 20 MGD to 35 MGD, and the ultimate pumping capacity from 40 MGD to 60 MGD, which
requires increase in pump station size, pump, piping and valve changes, and electrical switchgear
changes. The design schedule will be changed from a staggered tank and pump station project to an
accelerated combined construction project.
Camp, Dresser and McKee, Inc. is in compliance with the City's M/WBE Ordinance by a committing to an
additional 22% M/WBE participation on this amendment. The City's goal on this amendment is 22%.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current capital budget, as appropriated, of the
Commercial Paper-Water Fund.
