WHEREAS, the City of Fort Worth (City) and Southwest Research Institute,
(Engineer) made and entered into City Secretary Contract No. 28329 (the "Contract") on
the 14th day of January, 2003; and
WHEREAS, the Contract involves engineering services for the following project:
Design of a Communications Master Plan
WHEREAS, it has become necessary to amend said Contract to include an
increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement which amends the Contract:
1.
Article I, Section A of the Contract is amended to include the additional
engineering services specified in a proposal letter dated December 16, 2003, a copy of
which is attached hereto and incorporated herein. The cost to City for the additional
services to be performed by Engineer is $6,000.
2.
Article H of the Contract is amended to provide for an increase in the maximum fee
to be paid to Engineer for all work and services performed under the Contract, as amended,
so that the total fee paid by the City for all work and services shall not exceed the sum of$
383,000.
3.
All other provisions of the Contract, which are not expressly amended herein, shall
remain in full force and effect.

Subject: City of Fort Worth Communications Master Plan Modification No. 2;
SwRe Proposal No. 10-34548C; SwRl Project No. 10.06434
Dear Mr. Wiles:
Southwest Research Institute° (SwRI) is pleased to submit this proposal to
provide additional engineering services for the City of Fort Worth under City Secretary
Contract No. 28329 (Mayor and Council reference number C-19415).
SwRl will assist the City of Fort Worth with further deployment of its
Communications Master Plan and will provide support to the City based on the tasks
noted below. On a task by task basis, SwRI will provide assistance, research, and
recommendations in the form of letter or email correspondence. When tasked by the
City, SwRl will provide a cost estimate (via email) for completing a specific task. No
work will be performed until authorized (via email notification) by the City to begin work
on a specific task.
1) Provide technical assistance to develop a new CATV agreement. Based on
the Communications Master Plan, the City will change from an analog-based
CATV communication system to a Ethernet JP-based system. In addition to
transmitting data over the CATV system, bandwidth intensive video signals
are also to be included in the new transmissions. SwRl will assist in
developing a new CATV agreement with Charter by reviewing proposed
agreements and discussing technical aspects with Charter.
2) Provide assistance to plan for the deployment of the Communications Master
Plan. Sample tasks may be to evaluate hardware, refine recommendations in
the master plan, and provide project assistance on an as-needed basis.
It is anticipated that these additional tasks will be completed during the first three
months of 2004. These tasks will be conducted as a "level-of-effort," with the total man-
hours expended, for all tasks combined, not to exceed a total cost of$6,000.
