WHEREAS, the City of Fort Worth (City) and Camp Dresser& McKee Inc.,
(Engineer) made and entered into City Secretary Contract No. 26050, (the Contract)
which was authorized by the City Council by M&C C-18062 on the 6`h day of June, of
2000; and
WHEREAS, the Contract involves engineering services for the following project:
Rolling Hills Water Treatment Plant—Facilities Upgrade and 40-MGD
Expansion, Project Number PW77-060770510050.
WHEREAS, it has become necessary to execute Amendment No. 1 to said
Contract to include increased scope of work and revised maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
Contract:
1.
Article I of the Contract is amended to include the additional engineering services
specified in the proposal letter dated March 18, 2004, a copy of which is attached hereto
and incorporated herein. The cost for the additional professional services to be
performed by the Engineer total $555,006.00.
2.
Article II of the Contract is amended to provide for an increase in the maximum
fee to be paid to the Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not exceed
the sum of$5,153,839.00.

remain in full force and effect.

Engineering Services Scope and Fee (Revision 3)
Dear Mr. Fu:
In previous correspondence and discussions, CDM has requested additional engineering fees for
the above referenced project. This request is based on performing requested out-of-scope work
that has been completed or remains to be performed. We have revised the scope and updated
our previous requests to reflect changes that we have subsequently agreed upon. A revised
table that delineates the fees by work item is attached. We have also presented the M/WBE
efforts and fees related to the additional work. The M/WBE efforts are approximately 21% of
the overall fee for the proposed work.
The original Agreement for Engineering Services,City Secretary Contract No. 26050,has an
upper limit fee of$4,598,883. The project has been designed and constructed in four phases:
■ Phase 1 -Ozonation Facilities
■ Phase 2 -Backwash Supply Facilities
■ Phase 3 -Plant Process Improvements
■ Phase 4 - High Service Pump Station
Additional phases of the project may be added in the future to include:
■ Flocculation Basins, Chemical Storage and Feed Facilities, and Paving
■ Security Enhancements and Building Improvements
The original scope of our contract included three design and construction phases. However, as
the project progressed, a fourth design and construction phase,Phase 2- Back u y
System, was added to the scope of the project. This project moved the backw sh�'1tt��: s

clear-wells and major piping and valve additions to connect the clearwells and future high
service pump station to increase hydraulic capacity and improve clearwell reliability.
Upon completion of 90% design of the Plant Expansion (Phase 3 - Plant Process Improvements),
it was decided to delete the flocculation basins, chemical storage and feed facilities, and paving
from this construction project. It was agreed to repackage the construction documents and
include the deleted items in a future construction contract.
According to the contract, all engineering services related to design and construction were to
have been completed by the end of 2003. Based upon current project scheduling, construction of
the Phase 3 - Plant Process Improvements and Phase 4 - High Service Pump Station projects will
not be completed until the July 2005, approximately 18 months beyond the original schedule.
This additional time will increase our efforts to administer the project.
A discussion of the out-of-scope work that CDM has performed, as well as additional work the
City has requested CDM to provide a cost for performing are presented below by project phase.
Phase 1 - Ozonation Facilities
Out-of-Scope work performed under Phase 1 includes the following tasks:
■ TRWD Raw Water Hydraulics- During the study phase of the project, concern was
raised about the ability of bringing 200 mgd through the existing 84-inch raw water
pipeline as originally planned. CDM conducted an empirical hydraulic analysis to
determine the flow rate that could be delivered through the existing pipeline under
varying current and future conditions. The results of the study showed that an
additional raw water pipeline was required, connecting from the Benbrook
connection south of the plant.
■ 84-inch Raw Water Pipeline Design-To facilitate the additional raw water hydraulic
requirements, CDM designed a new 84-inch raw water pipeline (1,100 LF) and
connection to the TRWD Benbrook connection. Additional surveying services were
provided for this pipeline alignment.
■ Ozone System Supplier Bidding-The ozone generation equipment was designed for
a separate prepurchase bid. Upon receipt of the bids, CDM found discrepancies in
the bid provided by the low bidder. CDM assisted the City in documentation of the
bidding process, including meetings with the City attorney and bidder,and
subsequently incorporated the ozone generation facilities into the general
construction documents.

■ Texas Department of Licensing and Regulation Review- As part of our engineering
services agreement, CDM is required to submit documents for code review. To
facilitate required reviews for accessibility and subsequent inspections,CDM has
paid the costs for review and inspection.
■ Plant SCADA Network and Communication Loop-During the construction of Phase
1, the City decided to implement a communication loop within the plant to facilitate
current and future communication within the plant and to the SCADA building.
CDM worked with the City to develop and redesign the necessary improvements
that were implemented by change order to the construction contract. CDM
redesigned the Plant SCADA and networking system to provide a distributed,3-hub
system with capabilities for in-plant and laboratory communication, inclusion of new
plant security facilities, and direct connection to the water system SCADA system.
■ Ozone Process Control System Integration Coordination and Testing -To facilitate
startup of the ozonation facilities, CDM provided onsite coordination and testing of
the ozone system control and monitoring system provided by HSQ Technology. This
coordination effort was not anticipated or included as part of the original budget.
Phase 2 -Backwash Supply System
Out-of-Scope work performed under Phase 2 includes the following tasks:
■ Preliminary Design Report - As part of the requirements for TCEQ review and
approval of construction projects,a preliminary engineering report must be
submitted that describes the project. Since this phase of the project was not in the
original scope of work, an additional report was required. A part of the report would
have been included in the Phase 3 design report, but additional effort was required
for producing and submitting a separate report.
■ Design Plans and Specifications - An additional set of plans and specifications was
required to facilitate bidding and constructing Phase 2. A portion of the Phase 2
project would have been designed as part of Phase 3,including the elevated storage
tank, backwash pump station,and backwash piping. The drawings and
specifications prepared for these items are not included in our request for additional
scope and fee. For purposes of comparison, the construction cost of the "out-of-
scope" facilities was approximately$2.9 million out of the $4.5 million contract. The
estimated number of drawings required for the "out-of-scope' facilities was
approximately 40 out of the 72 drawings in the Phase 2 set. A separate set of contract
documents and specifications specific to this project was also develo

■ Permit Applications - CDM prepared documents for obtaining a building permit and
applied for review by TDLR for accessibility compliance. CDM paid the costs for
review and will pay the cost for inspection.
■ Bidding Services -CDM performed the following tasks during the bidding of the
Phase 2 project:
Printing and distributing plans and specifications for bidding
Prebid Conference
Responding to questions during the bidding process
Preparation of addenda
■ Services during Phase 2 Construction- CDM performed the following tasks during
the construction of the Phase 2 project:
- Tracking and reviewing submittals,including shop drawings,RFIs,contract
modification requests, and O&M manuals
- Providing interpretation of contract documents to construction manager
- Attending construction meetings and conducting site visits for review of work
during the construction phase of the project
- Field demonstration testing of the plant SCADA and networking systems
installed
■ Preparation of Record Drawings - CDM will prepare a reproducible set of record
drawings for the Phase 2 project for the City's records.
Phase 3- Plant Process Improvements
Out-of-Scope work performed under Phase 3 includes the following tasks:
■ Pilot testing for filters to obtain TCEQ exception for high rate filters. The original
scope of work required plant scale testing through the basins to obtain exceptions to
the sedimentation basin surface overflow rate and filtration rate requirements.
TCEQ allowed the plant scale testing for the sedimentation basins,but required filter
pilot testing of the proposed media configuration. This pilot work included:
- Refurbishing and preparing the City's pilot plant facility for testing and
operating the facility to ensure proper operation.
- Preparing testing protocol for TCEQ review.
- Meeting with TCEQ in Austin to review protocol and discuss results.
- Conducting pilot testing with and without ozone, at various filtration rates,and
different media configurations. _
- Preparation of pilot testing report and submittal to TCEQ with r qetl�Or,
variance.

This pilot testing and subsequent exception from TCEQ for higher filtration rates
eliminated the need for constructing five new filters and associated appurtenances,
resulting in a cost savings to the City of over$6,000,000.
■ Redesign and repackaging of the Phase 3 - Plant Process Improvements Project upon
completion of 90% documents to remove the paving,chemical system
improvements, and flocculation basin improvements. The repackaging required
redesign of various aspects of the project to ensure a cohesive stand alone project
independent from the items removed and modifications to the specifications. The
Phase 3 project scope was also modified to include networking of the plant and
laboratory with the system SCADA.
■ Perform witness factory testing and field demonstration testing for the HSQ system
during the Phase 3-Plant Process Improvements Project construction and startup
phase. CDM would provide onsite factory assistance to ensure that the control
programming is performed properly and coordinated to ensure a smooth transition
for starting up the system controls during both the 2004 and 2005 startups. This work
was not initially anticipated or budgeted.
■ Pay for the costs of review and inspection by TDLR for accessibility compliance.
Phase 4- High Service Pump Station
Out-of-Scope work performed under Phase 4 includes the following tasks:
■ Pay for the costs of review and inspection by TDLR for accessibility compliance.
Other Future Work Items Requested
In addition to the above work items, the Fort Worth Water Department has requested CDM
provide proposals for the following additional scope items related to the project:
■ Flocculation Basin Alternative Evaluation
■ Electrical/Instrumentation Inspection Services during Phase 3 and Phase 4
construction

Flocculation Basin Alternative Evaluation
As part of the original Phase 3 - Plant Process Improvements Project design, CDM prepared
design plans and specifications for retrofitting the existing flocculation basins with three-stage,
vertical turbine flocculation basins with individual compartments. Modifications to the existing
flocculation basins were provided to improve the flocculation process, provide flexibility of
operation, replace existing equipment that is in poor condition,and minimize operational and
maintenance problems currently encountered with the existing units. The proposed flocculation
basin design is similar to the ones constructed at the Eagle Mountain WTP. The estimated
construction cost for this flocculation basin retrofit was approximately$7 million. Due to
budgetary reasons, the flocculation basin modifications were removed from the Phase 3 project.
Under this task,CDM would evaluate alternative flocculation basin designs to determine the
feasibility of alternatives to provide necessary improvements to the flocculation process at a
lower cost than the original design. This project task would include the following items:
■ Develop two or three potential flocculation basin alternatives and meet with City to
discuss alternatives and determine the two most feasible alternatives for further
consideration and review.
■ Conduct a cost evaluation of the two alternatives and other related plant
modifications that may be required, including structural, electrical and
instrumentation changes.
■ Prepare technical memorandum presenting the alternative evaluation and submit to
City for review.
■ Meet with City to discuss engineering report and recommendation.
Electrical and Instrumentation Inspection Services during Phase 3 and Phase 4 Construction
Freese & Nichols,Inc. (FNI) is providing construction management services for the Rolling Hills
Water Treatment Plant, Phase 3 - Plant Process Improvements Project and Phase 4 - High
Service Pump Station Project. The Phase 3 Project is scheduled to be constructed between
August 2003 and August 2005. The Phase 4 Project is scheduled to be constructed between April
2004 and August 2005. Under this task,CDM and Gupta&Associates would provide field
electrical and instrumentation observation services working under the direction of FNI. CDM
would provide an inspector during 2004 and Gupta & Associates would provide an inspector
during 2005. Their purpose would be to verify compliance of the construction work with the
construction contract documents in connection with the above referenced Phase 3 and Phase 4
projects.

CDM proposes to provide qualified personnel during the following anticipated schedule:
March through Tune 2004- full time (640 hours) Filters 11-20 and Sed. Basins 3 &4
March through June 2005 - full time (640 hours) Filters 1-10,Sed. Basins 1 &2, HSPS
Personnel provided shall be acceptable to the City and the Construction Manager or will be
replaced upon written notification from the City with personnel that are acceptable.
Contracted Work Remaining
The following engineering services are part of our original contract and remain to be performed.
CDM has budget remaining to perform these tasks.
■ Cavitation study for the existing high service pumps
■ Phase 3 Construction Services
■ Phase 4 Bidding and Construction Services
■ Preparation of Record Drawings for Phases 1,3 and 4
■ Preparation of plant O&M manual
Attached is a cost development spreadsheet detailing the requested fees for the out-of-scope
work that CDM has been requested to perforin. We request an amendment to our engineering
services contract to cover these costs. We appreciate your consideration of our request and will

of the Rolling Hills Water Treatment Plant 40 MGD Facilities Upgrade
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 1 with
Camp Dresser & McKee, Inc. (CDM) for the Design of the Rolling Hills Water Treatment Plant 40 million
gallons per day (MGD) Facilities Upgrade, thereby increasing the amount of the contract by $555,006.00 to
$5,153,839.00.
DISCUSSION:
On June 6, 2000 (M&C C-18062), the City Council authorized the execution of an engineering agreement
with CDM in the amount of $ 4,598,833. Under this agreement CDM prepared construction plans and
specifications for the upgrade of existing treatment facilities, and the installation of new ozonation,
backwash, filtration and high service pumping facilities to increase the plant capacity to 200 MGD from
current 160 MGD at the Rolling Hills Water Treatment Plant.
During the course of design, the Texas Commission on Environmental Quality required pilot testing prior to
granting variances to the regulations governing sedimentation basin surface overflow rate and filtration rate.
To ensure operational reliability of the plant, several revisions and modifications to the original project scope
have been made. The changes include a filter backwash supply system, an 84-inch diameter raw water
line, plant SCADA and communications loop. In addition, under this amendment CDM will provide
engineering service for the development of flocculation basin design alternatives, and electrical and
instrumentation inspection services during Phase 3 and 4 construction.
This project is located in COUNCIL DISTRICT 8.
Camp Dresser & McKee, Inc., is in compliance with the City's M/WBE Ordinance by committing to an
additional 21% M/WBE participation on this Amendment No. 1. The City's goal on this amendment is 21%.
