AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $78,560.00
FROM THE SPECIAL TRUST FUND UPON RECEIPT OF A DONATION FROM
COMMMUNITY FOUNDATION OF NORTH TEXAS, FOR THE PURPOSE OF
FUNDING TWO OVERAGE STAFF POSITIONS AT THE CHUCK SILCOX ANIMAL
SHELTER MEDICAL TREATMENT WARD FOR FISCAL YEAR 2015; PROVIDING j
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF j
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, !,
TEXAS:

SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
General Fund in the amount of$78,560.00, from the Special Trust Fund upon receipt of a donation from
Community Foundation of North Texas for the purpose of funding two overage staff positions at the Chuck
Silcox Animal Shelter Medical Treatment Ward for fiscal year 2015.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair,the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.

SECTION 3.

That this ordinance shall be incorporated into the ordinance of the municipal government of the City of Fort
Worth for the ensuing Fiscal Year beginning October 1,2014, and ending September 30,2015, and all other
ordinances and appropriations amending the same except in those instances where the provisions of this
ordinance are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of a monetary gift from the Community Foundation of North Texas in the
amount of$78,560.00 for the purpose of funding salaries and benefits for two full-time overage positions
in Fiscal Year 2015;

2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund in the amount of$78,560.00, subject to receipt of the gift from Community Foundation
of North Texas; and
3. Authorize a transfer from the Special Trust Fund to the General Fund in the amount of$78,560.00 and
adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
General Fund in the amount of$78,560.00, subject to receipt of the gift from Community Foundation of
North Texas.
DISCUSSION:
The Community Foundation of North Texas has partnered with the City of Fort Worth to construct a state
of the art Medical Treatment Ward at our current Chuck Silcox Animal Welfare Center. In order to i
properly operate the Medical Treatment Ward, two additional full-time staff will be required, including an
Animal Shelter Technician and a Veterinarian Technician. Community Foundation of North Texas has ;
agreed to cover the first year (October 2014 through September 2015) cost for these two positions.

The funding received for these two positions is a one year commitment from the Community Foundation of
North Texas; therefore, the City would be required to develop a plan to continue funding these positons
starting in Fiscal Year 2016. The Code Compliance Department intends to submit a Decision Package
during the Fiscal Year 2016 Budget Process.

The Chuck Silcox Animal Shelter Medical Treatment Ward is located in COUNCIL DISTRICT 5 and serves
ALL COUNCIL DISTRICTS.

FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Special Trust Fund. The Code Compliance Department is responsible for
the collection and deposit of funds donated to the City.
