AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $103,729.50,
SUBJEC TO RECEIPT OF A GRANT FROM THE UNITED STATES FEDERAL
BUREAU OF INVESTIGATION,FOR THE PURPOSE OF REIMBURSING THE FORT
WORTH POLICE DEPARTMENT FOR OVERTIME COSTS RELATED TO WORK
PERFORMED BY THE DEPARTMENT'S OFFICERS ASSIGNED TO THE TARRANT
COUNTY SAFE STREETS TASK FORCE FOR FISCAL YEARS 2014 AND 2015;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:

SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of$103,729.50, subject to receipt of a grant from the United States Federal Bureau of
Investigation,for the purpose of reimbursing the Fort Worth Police Department for overtime costs related to
work performed by the'Department's officers assigned to the Tarrant County Safe Streets Task Force for
Fiscal Years 2014 and 2015.

SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment'shalf in no way
impair the .remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and +

appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed. '
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinance in the Amount of$103,729.50 for the Police Department's Participation in
the Federal Bureau of Investigation's Tarrant County Safe Streets Task Force (ALL COUNCIL DISTRICTS)

RECOMMENDATION: i
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated
receipts and appropriations in the Grants Fund in the amount of$103,729.50 for the Police Department's
participation in the Federal Bureau of Investigation's Tarrant County Safe Streets Task Force.
DISCUSSION:
On September 14, 2010, (M&C C-24429) the City Council authorized the execution of a Memorandum of
Understanding with the United States Federal Bureau of Investigation for participation in the Tarrant
County Safe Streets Task Force(TCSSTF). TCSSTF was created by the United States Federal Bureau of
Investigation as a cooperative effort to combine law enforcement resources for the purpose of identifying
and targeting for prosecution, violent street gangs and criminal organizations responsible for drug
trafficking, money laundering, alien smuggling and other violent crimes. Additionally, TCSSTF focuses on
the apprehension of dangerous fugitives when there is a federal investigative interest. The TCSSTF will
enhance the effectiveness of federal, state and local law enforcement resources through a well-
coordinated initiative seeking the.most effective investigative avenues by which to convict and incarcerate
dangerous offenders.
The Fort Worth Police Department has participated in the TCSSTF for several years and has a
Memorandum of Understanding in place to continue participation in the TCSSTF. There are three police
officers assigned to participate in the Task Force and their overtime is reimbursable under the
Agreement. This Mayor and Council Communication is necessary to appropriate funds for the
reimbursement of overtime costs in the amount of$103,729.50 for work performed by the officers
assigned to the TCSSTF for Fiscal Years 2014 and 2015.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon adoption of the attached appropriation
ordinance funds will be available in the current operating budget, as appropriated, of the Grants
Fund. The Police Department is responsible for the collection and deposit of funds due to the City.
