AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE TEMPORARY LABOR FUND IN THE AMOUNT UP TO
$500,000.00, DECREASING THE ASSIGNED FUND BALANCE BY THE SAME
AMOUNT, FOR THE PURPOSE OF MAKING A TRANSFER TO THE GENERAL
FUND; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2013-2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Temporary Labor Fund in the amount up to $500,000.00, decreasing the assigned fund balance by the same
amount, for the purpose of making a transfer to the General Fund.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT:
Adopt Ordinance Increasing Receipts and Appropriations in the Temporary Labor Fund in the Amount Up
to $500,000.00 and Authorize Transfer of Funds in the Amount Up to $500,000.00 from the Temporary
Labor Fund to the General Fund (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance, increasing estimated receipts and appropriations in the
Temporary Labor Fund in the amount up to $500,000.00 from available funds; and
2. Authorize the transfer in the amount up to $500,000.00 from the Temporary Labor Fund to the General
Fund.
DISCUSSION:
The Temporary Labor Fund (TLF) has been in existence since 1987, providing temporary administrative
and clerical support to all departments within the City of Fort Worth. The TLF consisted of 1.5 authorized
positions in order to manage the fund. The TLF charged departments a markup rate of$2.15 per billable
hour.
Effective July 31, 2014, the TLF closed, but the services have moved to the General Fund under Human
Resources. No further charges to the TLF were made after its closure and the appropriate personnel
were moved to the new fund. By transferring the temporary employees into the appropriate funds, the
user departments are better able to track the salary expenses of their temporary employees. Along with
the closure of the fund, the markup rate of$2.15 per billable hour has been discontinued and is no longer
charged to the departments. Departments were notified on July 14, 2014 of this change and will see a
savings in their respective budgets. The departments will still be allowed to maintain their current
temporary labor employees.
The TLF will now be identified as Temporary Labor Services (TLS) within the Human Resources
Department. The 1.5 authorized positions were transferred into the TLS in order to continue to manage
the temporary labor employee pool that is utilized by City departments. Staff recommends transferring the
excess fund balance of the TLF estimated to be up to $500,000.00 to the General Fund.
Approval of this Mayor and Council Communication will fulfill the legal requirements to complete the
transfer, after which, the TLF will be closed.
These funds will be used across ALL COUNCIL DISTRICTS.

The Financial Management Services Director certifies that upon the approval of the above
recommendations and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the General Fund.
