AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$103,133.82, SUBJECT TO RECEIPT OF A GRANT FROM THE STATE OF TEXAS i
LAW ENFORCEMENT OFFICER STANDARDS AND EDUCATION ACCOUNT,
FOR THE PURPOSE OF PAYING FOR TRAINING EXPENSES FOR QUALIFIED
LAW ENFORCEMENT SUPPORT PERSONNEL; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR i
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, I
TEXAS: i

SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of$103,133.82, subject to receipt of a grant from the State of Texas Law
Enforcement Officer Standards and Education Account, for the purpose of paying for training expenses for
qualified law enforcement support personnel.

SECTION 2. i
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way I
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect. 4
SECTION 3. I

That this ordinance shall be cumulative of Ordinance No. 20952-09-2013 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions i
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.

This ordinance shall take effect upon adoption.

Authorize Acceptance of the Fiscal Year 2014 Allocation Payment from the State of Texas Law
Enforcement Officer Standards and Education Program in the Amount of$103,133.82 and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of the Fiscal Year 2014 allocation payment from the State of Texas Law
Enforcement Officer Standards and Education Program in the amount of$103,133.82; and

2. Adopt the attached appropriation ordinance, increasing estimated receipts and appropriations in the
Special Trust Fund in the amount of$103,133.82.
DISCUSSION:
The State Comptroller of Public Accounts is directed, under the Texas Occupations Code, Section
1701.157, to make allocations from the Law Enforcement Officer Standards and Education (LEOSE)
account to qualified law enforcement agencies. The LEOSE payments are to be used as necessary to
ensure the continuing education of certain licensed Law Enforcement Officers or to provide necessary j
training, as determined by the agency head, to full-time law enforcement support personnel in the j
agency.
The allocation is derived from the LEOSE account funded through court costs collected in criminal

cases. Funds totaling 20 percent of the account are allocated equally among the qualified agencies. The
remaining 80 percent is allocated based on the number of eligible enforcement positions each agency has
as of January 1 of the preceding year. The Fort Worth Police Department qualified for the annual LEOSE
allocation and received the amount of$103,133.82 in Fiscal Year 2014.
