AN ORDINANCE CHANGING THE NAME OF FITZHUGH AVENUE
TO RICHARD LEGACY LANE MAKING THIS ORDINANCE
CUMULATIVE OF ALL OTHER ORDINANCES AFFECTING
STREET NAMES REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS,
SECTION 1
That the name of Fitzhugh Avenue from Mitchell Boulevard to its eastern terminus,
located adjacent to Blocks 4-10 of the Southport #3 Addition, an addition to the City of Fort
Worth, as more specifically described m Exhibit A attached hereto and incorporated herein
by reference, be and the same is hereby changed to `Richard Legacy Lane
SECTION 2.
That this ordinance shall be cumulative of all other ordinances affecting the names of

streets m the city of Fort Worth except insofar as rt may be m conflict with the provisions of
those ordinances, m which instance they are expressly repealed.
SECTION 3
That this ordinance shall take effect upon adoption.

BY THE
CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
Street Name Change from Fitzhugh Avenue to Richard Legacy Lane
Case No. SN-09-002
The City Council will hold a Public Hearing to consider the request of the Greater Harvest
Baptist Church, to change the name of Fitzhugh Avenue to Richard Legacy Lane The hearing
will occur at the date and time indicated below
May 5, 2009 at 7 PM in the City Council Chamber on the 2nd Floor 1000 Throckmorton Street
Fitzhugh Avenue is adjacent to Blocks 4-10 of the Southport #3 Addition. A map exhibit is
attached, showing the limits of the proposed street name change.
This notice is intended to notify abutting property owners of the scheduled hearing. You are
invited to attend the hearing and express an opinion relative to the proposed change in street
name.
This is not a summons to appear at the hearing. If you cannot attend, you may submit your
comments in writing to the Planning and Development Department, Platting Division, ATTN
Mr Alex Parks, Planner Municipal Building, Fort Worth, Texas, 76102 prior to the hearing
date All such statements received will be presented to the City Council for their consideration.

WILLIE GENE RICHARD...
This young lad wets fortunate to benefit from the love of parents as ~relt as that of his aunt and
uncle Margie and S T Davis whom fostered him

At the age of six Willie relocated to the Fort Worth dorrtatn with lets family and conttnued his
educational matriculatrori in the Fort Worth Public School Systerri H~ executed the exerctses of
elementary he mastered the mysteries of rind level, and he surpassed the scholastics of senior high,
and in 1958 with erect posture and cl~iri lifted he promenaded into a neu~ dispensation in life and
received hrs diploma from the Histvrrc 1 M Terrell High Scltovl. After c~orrrpleting his formal
education, he determined to broaden liis intellectual Horizons, acid elected to pursue 1Tis
educational explorations at institutes of higher learning He attended the Soitthzvestern Baptist
Theological Seminary and was a graduate of the 1972 class. He u}ould also pursue additional
course studies to theology at the Texas Wesleyan University

to generation.

Elder Richard began preaching Sunday May 3 1960---through the present with more
than 46 years of Preaching he has given more than 38 of them to Pastoring
Elder Richard has displayed a Saintly Holy life, as God has entrusted his word with him
Delivering God's word by Precept and Example letting God's anointed word ring out
from his mount as a mighty hammer so that it may run down like a REFRESHING
STREAM to the many perishing and lost souls.
He accepted the gift of salvation at the age of 17-after being schooled in the work of
the Lord roo#ed in God's word and its power The Holy Orders of Ordination was
bestowed upon him in 1969 He has worked Faithfully and served Assiduously in
various capacities of the Lord's work in. Local, Community Affairs, District, State and
National in 1968 he was chosen to be the be the Founder Organizer Builder and
Pastor of the Greater Harvest Church Of God In Christ, in Fort Worth, Texas. He is
supported by his wife, Mrs. Lula Richard ~slhce 1859 his son daughter their fatuities,
and the Greater harvest Church Family & Friends. His labor has produced many Sons
and Daughters Twenty Ministers ~ Missionaries, and Hundreds of Delivered Souls,
during his tenure in the Gospel Ministry 8~ Kingdom building
He knows the Ministry of Service is a Rare Commodity It is often lost in our world of
Self-Absorption when pride and self centerness takes priority The secret of our
Greatness is found in the Greatness of our HEART toward others. I know of no great
men or women except those who have given themselves to the betterment of others.

Elder Richard realizes that one of the Highest Honors a man or woman can attain in life
is to be recognized by society as a SERVANT OF MANKIND This recognition is not
easily achieved It comes as a result of Diligence, Perseverance, Sincerity Unselfish-
Ness, Compassion, and Hard Work.
`He knows that God Daily Loadeth us with Benefits. Elder Richard says we should bless
God with our HEART & SOUL. God's words should express Purity and our life must be
a Holy Example Our private Prayers should bring down Blessings from Heaven and
our Public acts should be of Love & concern for others

Elder Richard understands that our founding fathers changed this world with their
VISIONS, SELF SACRIFICES and HARD WORK. They refused to let Threatening
Words, Impossibilities, and Strife stop them and their vision. We would yet be living in
the dark ages of life if they had not believed

VISION is Essential for Growth & Survival and Sustained by Hope
VISION Is Sparked by Imagination and Strengthened by God's Word
VISION is Pursued by Sacrifice, Self-Denial and Hard Work.

Reasons For Street Name Change
The many positive contnbutions our Pastor made as a community activist.
Improvements (1) Purchasing condemned eyesore apartments and land,
making noteworthy beautification scenery (2) His Life s dedication for the
cause of Chnst and humanity reached and helped countless lives and
families. Serving 40 years as pioneering Founder Pastor and Builder of
the Greater Harvest Church.
The street name change is for one who has done so much, for so many for so
long m this community and we fill is very deserving of such an honor His
life touched the lives of many in the community who were on drugs, jobless
-and hopeless Our Pastor gave many people a reason and a purpose for going
on with life in a positive way He not only was a leader for the Greater
Harvest Church, but was a leader and encourager to many other Pastors and
their members\parishioners.
Less we forget his labor may his name live on as a guide post, a frontlet for
us and the generations to come.

RECOMMENDATION
It is recommended that the City Council adopt an ordinance changing the name of Fitzhugh Avenue to
Richard Legacy Lane from Mitchell Boulevard to its eastern terminus located adjacent to Blocks four
through ten Southport No 3 Addition
DISCUSSION
Greater Harvest Church has requested a street name change for Fitzhugh Avenue from Mitchell
Boulevard to its eastern terminus. The proposed street name change was requested by the applicant to
honor the memory of Pastor Willie Gene Richard A biography of Mr Richard's accomplishments has been
included as Exhibit C A map of the area is attached as Exhibit A.
The applicant submitted the request for street name change in March 2009
The Fire Department supports this street name change request.
The Transportation and Public Works Department states there are four locations that will require street
name sign changes to be paid for by the applicant. The total cost for the signs will be $490 00
Pursuant to Texas state statute a public hearing must precede the ordinance adoption of the proposed
change Notice to affected property owners along both sides of the street being changed was mailed on
May 21 2009 A copy of the notice is attached as Exhibit B
The proposed street name change is located in COUNCIL DISTRICT 8
