AMENDMENT NUMBER 2
The Texas Commission on Environmental Quality(TCEQ), and the City of Fort Worth hereby agree to
amend Contract No. 582-3-55809, as shown below. This amendment increases the total compensation
possible under the contract and amends the Scope of Work in order that the City of Fort Worth may
operate and maintain nine whole air samplers.
1. TCEQ and the City of Fort Worth agree that the total compensation possible under this contract
is increased as follows:

Contract Amendment No.2 $260.131.00
The Total Contract Amount $468,131.00
2. ARTICLE 1 of the Agreement (relating to the Scope of Work) is amended as shown on
Attachment A. This work will be in addition to the work shown in the original Scope of Work.

Payment for required Work performed under this Contract will be based on the following fixed price(s):

Scope of Work
Amendment #2-City of Fort Worth
A. Facts/Purpose
1. The Texas Commission on Environmental Quality (TCEQ) has a need to contract
for the service to operate and maintain nine (9) whole air samplers in the Fort
Worth, Texas area.
2. The proposed work must in accordance with all standard operation procedures
developed by the TCEQ, EPA, and the instruments manufacturers requirements.
B. TCEQ Responsibilities:
1. TCEQ staff will be responsible for:
a. All computer hardware and software will be provided by the TCEQ to
perform this service
b. All necessary equipment will be provided by the TCEQ to perform this
service.
C. All training, postage, electricity to perform this work will be provided by
TCEQ.
C. Contractor Responsibilities
The contractor shall provide:
1. The competent personnel, with cell phone, or pager and automobile to provide this
on site service.
D. Qualifications and Experience
1. At a minimum the site operators shall have six months hands on experience with
ambient air particulate samplers. 1, .
2. A thorough understanding of ambient air monitoring for particulate matter
sampler is required.
E. Description of Deliverables
1. Whole Air Monitoring
A. Operation, maintenance, QA/QC,data review as per the SDP's.
F. Schedule of Deliverables
The chain of custody sheets for each sampler must be adhered for the whole air sampler.
G. Acceptance Criteria
1. A 90% quarterly filter delivery to the laboratory is required or payment will be
adjusted, excluding acts of God.

SUBJECT AMENDMENT OF INTERLOCAL AGREEMENT WITH THE TEXAS COMMISSION ON
ENVIRONMENTAL QUALITY FOR THE OPERATION OF LOCAL AIR POLLUTION
MONITORS
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute an amendment to City Secretary Contract No. 28060 with
the Texas Commission on Environmental Quality (TCEQ) for the operation of local air pollution
monitors at nine sites. The amendment amount is $101,000, which increases the contract amount
from $104,000 to $205,000; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $101,000 in FY2002-2003, subject to receipt of an executed contract amendment.
DISCUSSION:
In 1998, the U.S. Environmental Protection Agency revised its measurement standards for particulate
matter (PM) emissions into the atmosphere. Since FY1999-2000, the TCEQ has contracted with the
City for operation and maintenance of the monitoring equipment they provide for six monitoring stations.
The TCEQ will install nine additional monitors at locations (to be determined) in and around Fort Worth.
The City will be responsible for retrieving the sampling data, sending it for analysis, and performing
regular maintenance activities on the equipment under the terms of this contract.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as appropriated,
of the Grants Fund.
