AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SPECIALLY FUNDED CAPITAL PROJECTS FUND IN THE AMOUNT OF
$200 000 00 FROM AVAILABLE FUNDS FOR THE DESIGN AND CONSTRUCTION OF
THE EAST ROSEDALE STREET/GUINN COMMEMORATIVE PLAZA, PROVIDING FOR
A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Specially Funded Capital Projects Fund in the amount of $200 000 00 from available funds, for the design
and construction of the East Rosedale Street/Guinn Commemorative Plaza.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and- effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18283 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

d/b/a Komatsu Architecture for the Design of the East Rosedale Street/Guinn Commemorative Plaza and
Adopt Appropriation Ordinances
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept funds in the amount of $200 000 00 from the Southside TIF for
the design and construction of the Guinn Commemorative Plaza and adopt the attached appropriation
ordinance increasing the estimated receipts and appropriations in the amount of $200 000 00 in the
Special Assessment District Fund
2 Authorize the transfer in the amount of $200 000 00 from the Special Assessment District Fund to the
Specially Funded Capital Projects Fund
3 Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the
amount of $200 000 00 in the Specially Funded Capital Projects Fund and
4 Authorize the City Manager to execute an Architectural Services Agreement in the amount of
$42 465 00 with KomatsulRangel Inc. d/b/a Komatsu Architecture for the design of the East Rosedale
Street/Guinn Commemorative Plaza infrastructure
DISCUSSION
The design contract with Komatsu Architects will enable them to develop the final design and construction
documents for the East Rosedale Street/Guinn Commemorative Plaza incorporating public art designed
by artists selected through the Fort Worth Public Art program that commemorates James E Guinn and
the former elementary school that existed on the site and enhances East Rosedale Street.
BACKGROUND
In February 2007 Mayor Pro tem Kathleen Hicks District 8 assembled a citizen committee to consider
conceptual designs for a commemorative plaza to be located on the historic James E Guinn School
campus at.l-35 South and East Rosedale Street. By June 2007 Komatsu & Associates architects had
presented a conceptual design of the plaza which was approved by the committee The Fort Worth
Public Art staff provided examples of types of public art that could be integrated into the plaza in order to
commemorate James E Guinn and the historic elementary school that once existed on the site The
conceptual design for the plaza was presented to the Southside TIF Board in July 2007
In order to explore public art and design enhancement opportunities for possible incorporation into the

West and East Rosedale Street Improvement Projects and the Guinn Commemorative Plaza the Fort
Worth Public Art program organized a conceptual public art design charette with five artists in early
December 2007 The artists toured the site and developed various enhancement concepts for the Guinn
Commemorative Plaza
On May 15 2008 the Southside TIF Board approved funding for design and construction of the plaza in
the amount of $100 000 00 in 2008 and $100 000 00 in 2009 On June 16 2008 the Fart Worth Art
Commission recommended the allocation of $50 000 00 from two percent funds from the 2004 CIP
Proposition One for East Rosedale Street and an allocation of $50 000 00 from the Public Art Fund of the
Specially Funded Capital Projects Fund to design and commission integral public art for the East
Rosedale Street/Guinn Commemorative Plaza
Artists who participated in the public art design charette shall meet with Komatsu Architects to finalize
public art opportunities for the plaza The Fort Worth Public Art program shall undertake an artist
selection process for design and commission of a public art project that commemorates James E Guinn
and the history of the school that is appropriate to the current use of the facility as the Fort Worth Business
Assistance Center The design of the plaza shall be sensitive to the historic character of the three
buildings on the campus as well as be consistent with the East and West Rosedale Street Improvement
Project. Authorization of the artists contract shall be requested through a future M&C
The firm of Komatsu Architecture has vast experience with the adaptive re-use of historic structures and
was the design architect for the adaptive re-use of the first two buildings (BAC and TECH Fort Worth
facilities) at the Guinn School campus and is the design architect for the Guinn Elementary School Staff
recommends Komatsu Architecture as the design architect for the Guinn School commemorative plaza

Komatsu Architecture is in compliance with the City's M/WBE Ordinance by committing to 72 percent
M/V1lBE participation The City's goal for this project is 24 percent.
This project is physically located in COUNCIL DISTRICT 8 but will serve Fort Worth residents in ALL
COUNCIL DISTRICTS

The Financial Management Services Director certifies that upon approval of the above recommendations
acceptance of the funds from the TIF and adoption of the attached appropriation ordinances funds will be
available in the current capital budget, as appropriated of the Specially Funded Capital Projects Fund
