Proposed Thoroughfare -- KD - Memo to Thelin on Thelin Mansfield Highway to Everman Rd. costs cc: Baker Mr. Vic Thornton, representing the Industrial Committee of the Chamber of Commerce , and Mr. Bill quimby, Chamber of Commerce member, appvared at the pre-council confer- ence to request approval of designa- t ioit of this proposed future thorough- LaKe b_v the Council , and that the State be requested to build an overpass in conjutiction with the plan. After discussion of the proposed thorough- fare , the consensus of the Council was that they were not willing to consider approval of this proposed plan without information concerning the costs of the overpass, inter- ch.in,c , and the road. Mr. Thornton indicated he would obtain additional information concerning the cost of the overpass, and present this in- turm.ition to the Council. 2. 1'ire Pension Legislation (IR-290) JLB .TLB Die City Manager informed the Council that the proposed bill con- cerning the Firemen's Pension Bene- fits had been declared constitutional by the Attorney General, and had also been approved by the House Committee. Tlie City MAnager indicated that the only equitable arrangement for all Gity employees would be to bring the firemen into the City Retirement Fund, and requested passage by the Council [DiF7FICIAL RECORD of .i resolution to this effect. WORTH, EX, I L e m : Follow-up Referred to and was informed by the City Manager that , in effect , it did, and that an acturial study should be made if the % Firemen were included. The proposed meeting with the Tarrant County Legislative Delegation was discussed, and several Council members indicated willingness to attend such a meeting. The resolution was adopted by the Council at its regular meeting. 3. Irscorts for Funeral Processions KD KD (IR-291) The City Manager referred to IR-291 concerning the information requested by the Council relating to funderal escort services in other major 'Texas Cities, and the draft ordinance which would permit funeral escort services to be provided by private escort concerns. The City Manager indicated that the ordinance as drafted would provide for more than one firm to engage in escort services, and that it would probably be best not to create a monopoly in this area. Councilman Freidman indicated he was opposed to such an ordinance because he felt it re- �" sulLed in a delegation of police powers. Consensus of the Council was to bring the subject , with possible alternatives, before the Council at its February 25th meeting. 4. Salary Relationships of Super- KD KD visory Officers in Police and Fire Departments (IR-280) The City Manager referred to IR-280 concerning proposed increases in Fire and Police Supervisory Officers, and indicated that the Council had been unable to discuss this item in two pre- council conference sessions due to lack of time.
