The City Manager suggested that the new Coun-
cil might desire to meet with personnel of the Tax
Dept. in order to have the Tax Equalization program
procedures outlined, and to ask questions concern-
ins; this program
�. A meeting, was set for this purpose at 3:30 PM,
Wed. , April 24, in the Council Conference Room
?. Special meeting on Annexation Policy NAN
Discussion was held on another special meet-
ing of the new Council in order to discuss annex-
ation policies of the City. However, it was the
consensus of Council to hold the meeting regarding,
the Tax Equalization Program first, and then to
consider the second meeting.
3. Procedures in request for information and MAN
service, and complaints received by Council mem-
bers.
The City Manager outlined procedures in the
Mana,p:.r's 01fice relating to processing of re-
quests for information and service by the new
Council members , and the handlin;; of citizen
complaints which were received by Council members .
4. Rehabilitation of Raw Water Mains - Downtown JLB - meeting with Hardy
Area, M&C C-466
Councilman H.-aw referred to this item, and Cr�IC�AL ��0�1�

Waiver of Building; Permit Fee.
Councilman Hamm requested information con-
cerning why this item had been referra•d to the
City Council for action.
The City Manager stated that the Building;
Code provides no ada;ainistrative authurity to vrant
request, for waiver o« permit 14-es, and that the
pasL practict h;id been for the Council to grant
such requests for building permits only, for
school:i constricted within the city.
Council waived the building permit fee at
the Council mectiny,.
7. Drutmiond letter - re reserved parking; space
for Mcxic:-an Consul .
Council discussed this request for reserved
rparking space for thv Mexican Consul. Consensus
of Council was to defer this request providing
receipt jai additional information on reserved
perking,. space to be submitted by the staff.
Councilman Willis requested the staff to KD - obtain inform tion from Buckim n
suhmit statistics on the amoiint of parking;
revenues which would be lost if relip,ious and
oth. r ors;anizations were to be given free park-
ing :,pace as was the practice prior to Dec. 146Z.

Councilman pianos► requested information con-
cernin,; this change from a 36" to 30" line. The
City Man.a ;er sug:;ested this item be delayed if :a
spa tial report was desired on this item. Con-

infonnratiun. This action was taken at Council
