HomeMy WebLinkAboutOrdinance 18716-07-2009Ordinance No 18716-07 2009 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE CRIME CONTROL AND PREVENTION DISTRICT FUND IN THE AMOUNT OF $9 300 000 00 AND DECREASING THE UNRESERVED UNDESGINATED FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF TRANSFERRING SAID FUNDS TO THE SPECIALLY FUNDED CAPITAL PROJECTS FUND TO RENOVATE THE POLICE CRIME LABORATORY AND PROPERT/EVIDENCE FACILITY LOCATED AT 3616 EAST LANCASTER AVENUE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009 there shall also be increased appropriations in the Crime Control and Prevention District Fund in the amount of $9 300 000 00 decreasing the unreserved undesignated fund balance by the same amount, for the purpose of transferring said funds to the Specially Funded Capital Projects Fund to renovate the Police Crime Laboratory and Property/Evidence facility located at 3616 East Lancaster Avenue SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. No. 18716-07 2009 & 18717-07-2009 ~: -~n~ DATE Tuesday July 14 2009 LOG NAME 20CRIMELABCONSTR REFERENCE NO C-23650 SUBJECT Authorize the Execution of a Construction Contract in the Amount of $5 353 000 00 with Ratcliff Constructors LP to Renovate the Police Crime Laboratory and Property/Evidence Facility Located at 3616 East Lancaster Avenue and Adopt Appropriation Ordinances RECOMMENDATION It is recommended that the City Council 1 Adopt the attached supplemental appropriation ordinance increasing appropriations in the Crime Control and Prevention District Fund by $9 300 000 00 and decreasing the unreserved undesignated fund balance by the same amount; 2 Authorize the City Manager to transfer $9 300 000 00 from the Crime Control and Prevention District Fund to the Specially Funded Capital Projects Fund 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Specially Funded Capital Projects Fund by $9 300 000 00 and 4 Authorize the City Manager to execute a contract with Ratcliff Constructors, LP in the amount of $5 353 000 00 to renovate the Police Laboratory and Property/Evidence facility located at 3616 East Lancaster Avenue DISCUSSION On July 17 2007 (M&C G-15791) pending the Crime Control and Prevention District (CCPD) board approval for $1 300 000 00 the City Council authorized the City Manager to execute a contract to purchase the property located at 3616 East Lancaster Avenue On November 15 2007 the CCPD Board authorized amid-year adjustment to the Fiscal Year 2007 2008 CCPD budget, providing funds for design and construction administration services for the Crime Lab and Property/Evidence facility The mid-year adjustment was subsequently approved by the City Council (M&C G-15995) on December 11 2007 On November 27 2007 (M&C C-22451) the City Council authorized the City Manager to execute a contract in the amount of $81 000 00 with Intercon Environmental Inc for asbestos abatement services for the 3616 East Lancaster Avenue facility On January 29 2008 (M&C C-22641) the City Council authorized the City Manager to transfer $725 000 00 from the CCPD Fund for the Specially Funded Capital Projects Fund to design the renovation of the Crime Laboratory and Property/Evidence facility Logname• 20CRIMELABCONSTR Page 1 of 3 On May 28 2009 the CCPD Board authorized approval of the funds for the construction phase of the renovation of the Crime Laboratory and Property/Evidence facility The facility which is the former Stripling and Cox store in a freestanding building will be renovated to house the existing activities currently located at 350 East Belknap Avenue The City's needs have far outgrown the existing facility The project was advertised for bid in the Fort Worth Star Telegram on March 19 2009 and March 26 2009 The following fifteen bids were received Ratcliff Constructors LP (with Alternate No 1) Alternate No 1 Asphalt Paving (+$38 000 00) $5 353 000 00 Alternate No 2 Air Handling Units {-$50 000 00) W G Yates and Sons Construction Company (with Alternate No 1) $5 739 000 00 Thos S Byrne Ltd (with Alternate No 1) $5 848 200 00 RJM Contractors LP (with Alternate No 1) $5 988 000 00 Speed Fab-Crete Corporation (with Alternate No 1) $6 054 708 00 Steve Weir Inc d/b/a Weir Enterprises (with Alternate No 1) $6 106 715 00 SEDALCO LP (with Alternate No 1) $6 167 000 00 Rowland Companies-Central Inc (with Alternate No 1) $6 228 250 00 Imperial Construction Ltd (with Alternate No 1) $6 340 900 00 Mitchell Enterprises Ltd (with Alternate No 1) $6 361 500 00 Walton Construction Company LLC (with Alternate No 1) $6 535 000 00 Gilbert May Inc d/b/a Phillips/May Corporation (with Alternate No 1) $6 832 000 00 Alshall Construction Company Inc (with Alternate No 1) $6 715 905 00 CME Builders and Engineers Inc.
