Mayor Friedman and Council- man Barr and Jones indicated that they were not fully convinced that the Insurance Placement Com- mittee system is in the best interest of the City and that they would need additional supporting data before of=reeinb to this system. At the regu- lar Council Meeting, the City Council authorized the award of the insurance by casting lots. 5. Burton Bill Road Project. Chief Engineer NAN M. W. Amis described the basis for handling assessments against property along Burton Hill Road. There was general ai;reement with the manner in which assessments would be levied against flood plain lands if such were either developed, sold, or protected from flood in the future.
