1 . Rehabilitation - Raw Water Mains (M&C G-501) KD - MENU TO HARDY
Council discussed rehabilitation of raw
water mains in the downtown area which was de-
laycd at the July 1 meeting (M&C G-501) . Water
Director Hardy was present to answer specific
questions concerning the proposed project.
Consensus of Council was to authorize the
rehabilitation of one section of the mains be-
tween valves in order to test the joints under
pressure , and for the staff to report back to
the Council on this test section. It was esti-
mated that this first section could be rehabil-
itated for 10% of the total estimated cost of
the project.
This action was taken at the regular meeting_
2. Old Mansfield Road Paving (M&C G-503) KD - MENU TO THELIN

The City Manager reported that there were
two alternatives presented for Council consid-
eration regarding this project : 1) authorize
the project from funds obtained from the next
bond sale, or 2) defer the project until re-
quested from property owners adjacent to the
street.
Consensus of Council was to defer the project
for a 2 week period. However, the project was de-
ferred for a 30 day period at the regular meeting.

portedly given a 15-ft. strip of right-of-way to
the City in this area in return for waiver of the

Councilman Barr read a motion he was pre-
pared to offer at the regular meeting concern - OFFICIAL RECORD

4. Payroll Deductions for City Employees
(M&C G-504) NAN
The City Manager requested that this re-
quest for a one-year qualification period dur-
ing which payroll deductions would be made at
a 25C charge each was similar to one approved
by the Council on June 30, 1961 (M&C G1-40) .
The Manager also pointed out that the City's
policy, acopted in 1960, was to permit payroll
deductions for those companies who serviced at
least 5% of the total number of City employees,
provided a payment of 5G per deduction was made
to cover tho City's cost of processing.
Consensus of Council was to approve the
one year qualification period, and this action
was taken at the regular meeting.
5. Tax Notice Letters (M&C G-505) NAN
After discussion, consensus of Council was
not to send notices of taxes to householders
whose taxes are paid by mortgage holders as was
done in 1962.
This :action was taken at rec;ular meeting.
6. Award of Annual Audit Contract. KD - follow up
The Mayor reported that the Committee of
the Council regarding,, the annual audit contract
be awarded to LaRue, Lawrence , Wood and Kelly
as this: firm had made the audit last year and
the policy has been to award the audit to the
same firm for at least two years . The Committee
also recommended that the provision of the con-
tract providing; that reports of nonconformity
with prescribed or customary procedures be sub-
mitted to the City Council in addition to the
City Manager. Council also considered the fee
schedule to be included in the contract.
Consensus of Council was to authorize the
City Manager to execute the contract as recom-
mc,nded by the Committee. This action was taken
at the regular meeting. It was also requcsted
th:.t a copy of the contract be furnished to
each member of the Council.
