Baker, and Loving The Council discussed the public hearing concern- ing; the Agricultural and Flood Plain Zoning; classifi- cations to be held on Sept. 9, 1963. Consensus of Council was to hold a special informal meeting on Tuesday, Sept. 10, 1963 at the Texas Hotel, following the public hearing; held at the Council meeting. Council requested that the Tax Assessor, Planning Director, Chairman of the Zoning Commission, and Chairman of the Planning Commission be in attendance at this breakfast meeting. 2. Inter-governmental Policy NAN Councilman Jones discussed his proposal for the establisliment of an inter-governmental coordinator in the City Manager's Office to provide for coordina- tion betwc'c,n the various governmental jurisdictions in the Fart Worth metropolitan area. Councilman Jones indicated that 3 major problems existed in this area, which are 1) overlapping jurisdiction of the agencies , 2) lack of planning, and 3) lack of interest to co- ordinate },overnmental services and functions. He also indicated that this coordinating function could provide :assistance in one city furnishing, services to another, joint purchasing, joint contracting; and other areas of intra-governmental cooperation. It was proposed that possibly a council of governments would be created with a representative of each governmental agency having; representation on this council . It was indicated that the first duty of the intra- governmental coordinator would be to gather informa- tion concerning this area. 3. Riverside Treatment Plant Odor Control (IR #407) NAN Council discussed this I.R. providing for the change of supplier for chemicals concerning the odor control at Riversi=de Treatment Plant, and consensus of Council was to change over to the new supplier at recommended by the staff. _ DEFICIAL RECORD CITY SECRETARY FT. City Investment Policy (IR $404) NAN Council discussed this report concerning the City's investment policy regarding the $10,000 demand deposit accounts with 11 local banks. The City Mgr. reported that there were three alternatives presented in this report - 1) to make no change in this policy, 2) to accept 4% certificates of deposit as offered by 2 of the 11 banks, and 3) to accept certificates of deposit from banks at a different interest rate. After discussion, it was the consensus of Coun- cil to offer the $10,000 deposits to all banks will- ing to provide 3% certificates of deposit for the $10,000. This action was taken at the Council meet- 5. Report on the John T. White Area NAN The City Manager reported that this report had been submitted as requested by the Council, and that representatives of the John T. White area would be in attendance at the Council meeting to discuss this matter.. The Manager further reported that there were no alternatives concerning the de-annexation of the area inasmuch as the tax values established were documented by sales in the area, and the taxes paid by residents of this area were not out of line with services received. Consensus of Council was to hear the presentation of the representatives of the ,john T. White area at Council meeting, and to take no action concerning their rgc}uest for de-annexation. 6. Assessment Paving - 10 Locations in Meadowbrook KD - Memo to Public Works concernii. : Area (M&C G-530) adopting ordinance Council discussed this proposed assessment pav- ing project, and discussion was held concerning the statement under Yeager Street, Unit III, which pro- vided that sanitary sewer service could be provided at a later date by constructing a line on each side of the pavement between the curb line and the prop- erty line in order to eliminate cutting the paved street. Council requested the staff to explore the possibilities of adopting an ordinance similar to developers ' contracts in order that the sewer could be put in now in this area, and thus eliminate the double line or street cut necessary if the sewer were put in at a later date.
