Policy on Procedure for Investment of MDRPHIS - revise policy statement Funds (M&C G-555) Council discussed the recommendation of the staff as contained in M&C G-555, providing that the staff be authorized to invest funds in U.S. Treasury Bills or sell investments in Treasury Bills, subject to the review and confirmation by City Council action each following month. Con- sensus of Council was to approve the recommenda- tion of the staff, and this action was taken at regular Council meeting. 2. Ordinance and Policies proposed by Mayor's EHD - follow up on ambulance ordinance Traffic Commission (H&C G-556) The City Mgr referred to the proposed changes as recommended by the Mayor's Traffic Commission, and inquired if the Council wished to discuss any of the proposed changes . It was pointed out that the proposed change in regard to the use of sirens on ambulances makes it permissive for ambulances to use sirens on emergency calls, rather than the mandatory provision that sirens be used as under the present ordinance. When Councilman Shannon arrived later in the pre-Council conference, he requested that the pro- posed ordinance relating to ambulances be delayed one week, and that the staff reconsider 1) the provision requiring a first-aid attendant in funeral coaches, and 2) the amount of insurance required ($50,000-$100,000). Council approved the first 6 recommendations as contained in M&C G-556 at regular Council meeting, and delayed action on No� 7 providing for the revision of the ambulance ordinance. 3. Proposed Flood Plain & Agricultural Zoning EHD - I. R. Amendments (M&C PZ-81) Council discussed the proposed flood plain and agricultural zoning ordinances, and the changes which had been made as a result of the O FFICIAL RECORD last Council meeting on this matter. The Chair- man of the Planning and Zoning Commissions were both present to answer specific questions con- cerning the proposed ordinances. ...r Council did not approve the proposed ordinance providing for 0-2 flood plain zoning at the regular meeting, and requested a one-week delay in consider- ation of the 0-1 district and the proposed agricultural zoning, ordinance. 4. Downtown Parking and Transit Survey (IR 442) JLS - investigate further Councilman Jones inquired if the state and federal traffic study uiiich the City had recently agreed to par- ticipate in would Provide for the type of parking study which it was proposed that the City undertake at this time. The City Mgr reported that it was his impression from talkin8 with State Highway Dept personnel that this survey would not include a parkin; survey such as proposed by the City Plan Commission.
