Hulen Street Overpass (M&C C-190) NAN The City Mgr reierred to this M&C which had been Held over at the Nov. 11, 11163 Council meet- inl,, and asked if any specific information was re- quested by the Council . In response to a question concerning; what had been done to date on this project, the Manager reported that the construc- tion of Unit I was complete, and that plans had been completed and right-of-way purchased, with the exception of one parcel, for Unit II of the project. It was also reported that Unit III imuld consist of the structure over the railroad itself, and that Unit IV would be the section connecting; with Overton Park east and west. Consensus of Council was to approve the MSC, and this action was taken at regular Council meeting. 2. Revision of Warrants Issuance Procedure KD - Formal agenda, Nov. 25, 191.3 (M&C C-563) It was reported that Councilman Willis had re- quested that this item be held over for an additional week in order that lie could be present for discussion on the proposed transfer of the delinquent citation follow-up activities from the Police Dept to the Corporation Court. Councilman Harding expressed several points on which lie indicated he had misg;iv- inti,,s concerning the proposed transfer, and the City Mgr reported specific information on each of the points mentioned. The Police Chief reported that it was his recom- mendation that the transfer be approved on an experi- mental basis , in order that critically needed personnel could be transferred to more urgent law-enforcement duties . Council delayL•d consideration of the M&C for one week at rci;ular Council meeting. 3. Sale of Park Property for Freeway (Tt&C L-256 and IR-459) OFFICIAL RFCgRo Council discussed the proposed sale of park n property of the Village Creek Park to the State High- CITY SECRETARY way Dept for right-of-way required for the Poly Free- ill way, and the olicy adopted by the Previous Council FT. ��IITI� TCA on March 20, 1959, providing; that the City would , Iwo sell property required for this freeway at the actual cost of the property, including taxes, unless this value is greater than the appraised value, in which case the appraised value mould be accepted. Mr. Zlawes, Pres . of the Park Board, was present and indicated that he felt the City was committed to deal with the State on this transaction in accordance with the policy previously adopted. However, Councilman Barr requested that the City Mgr contact the State Highway Dept concerning a change in this policy to provide that the State would pay the City's investment in the property or the ap- praised value, whichever is. greater._ 4. Joint Railroad Classification Yard (M&C PZ-70 NEdt and IR 441) Council discussed the proposed Joint Railroad Classification Yard, and inquired as to the attitude of the railroads toward the proposed classification yard. The Manager reported that the administrative staff was in contact with the railroads on the pro- posal, and that no formal action by the Council was suk,gestcd at this time. c 5. Community Renewal Program GENE - follow up with Baker Council discussed the Community Renewal Program which Councilman Jones had requested be placed on the pre-Council conference agenda. Councilman Jones in- dicated that he had not realized during Budget dis- cussions , that the CRP program would extend for a two year period, and questioned duplication of reports and surveys between the CRP program, the Regional Transportation Survey and other work being done by the Planning Dept. The Manager reported that the staff was also concerned that there be no duplication of ef- fort among these various sgrveys, and, as requested, a brief report would be submitted on the CRP activities (to include what the CRP field inspectors are presently doing in regard to the survey). 6. Oil & Gas lease on City-owned Property (IR 458) JLB - MARTIN - JOHNDROE The Manager reported that, unless the Council de- sired otherwise, the staff would proceed with advertis- ing for competitive bids the lease of oil and gas rights on city-owned property as referred to in this IR. Consensus of Council was for the staff to proceed on the general Basis outlined in the IR. 7. Assessment Paving - Samuels Ave (M&C G-565) KD - Memo to Public Works to re- study these tw assessments The City Mgr reported that the benefit hearing, was to be held on this date concerning; this assess- ment paving project, and that there had been consid- erable opposition expressed to the project. Council- man Shannon referred to property owned in this area rtCnD which is used as a truck garden, and reported that OFFICIAL R.: i the owners had expressed opposition to the proposed TgcQ� assessment. CITY u�1�RL1h`+� Council adopted an ordinance closing the hearingFTI��i1�I . and levying the assessments at the regular Council ! i11 meeting, but requested the staff to restudy the pro- posed assessment against Nick and Sideris vlotis and Callie Wehunt. .W B. Revisions in Ambulance Ordinance KD - send copy of Holland's latter to ambulance Councilman Shannon inquired if the operators operators, and request had been notified of the proposed revisions in the their comments . Ambulance Ordinance, and requested that the staff notify the operators in the event that they had not been notified. It was also requested that the matter be placed on the formal agenda fuer next week.
