1 . Review of Retirement Policy GD - informal agenda for 12/16/63
Councilman Shannon reported that he had re-
quested this item be placed on the Pre-Council
Conference Agenda, but that he was not prepared
to discuss the item at this time and requested
that it be postponed.
2. Construction and Time Tolerances on Street NAN
Paving Projects (IR 465, and M&C's FP-69,
93, 94, 95 and 96)
Council discussed this informal report concc-rn-
ing construction time and tolerances on street pav-
ing projects in general, and specific information
concerning M&C FP-69, Final Payment of Reconstruc-
tion of Gravel Base Streets at 16 Locations, which
had been deferred at the Sept. 5, 1963, Council
meeting. The Public Works Director was present
and answered specific questions raised by the City
Council concerning this report.
Consensus of Council was to approve the Final
Payments, and this action was taken at regular
Council meeting.
3. Assessment Paving at 13 Locations (M&C C-206) KD - memo to Public ib rks re Terraco
Street
Council discussed this M&C providing for the
assessment paving of streets at 13 locations, and
including the recently named section of Hamilton
Street in the project since there had been no peti-
tion at this time for its paving. During the dis-
cussion, Council referred to a large number of cracks
and separations from the curb which had been obser zj
in the recently completed Terrace Street Paving
Project.
Consensus of Council was to approve the M&C
awarding the contract for this project, and setting;
December 23, 1963, as the date of the benefit heal-
ing.
4. Terminal Building Renovation - Meacham Field
(M&C C-205)
Council discussed this communication providing OFFICIAL RECORD
for the award of an architectural contract divided '
into two phases - 1) a feasibility study and plan CITY SECRETARY

preparation, and 2) construction plans and supervi-
sion, at the Meacham Field Terminal Building.
Councilman Hagan requested information concerning why
the architect ural fee of $4,850 recommended for
Phase I of the project did not apply to the overall
fee providing for the preparation of construction
plans and supervision. The Public Works Director
reported that the fee for Phase I was separate from
Phase II of the project, and that a large amount of
work would be required by the architect during the
feasibility study. Also, that the schedule of fees
established under Phase II had been reduced in view
of the preliminary fee established.
Consensus of Council was to approve the execu-
tion of the contract for this work, and this action
was taken at regular meeting.
5. Trip to Cedar Creek Reservoir KD - notify Hardy
Consensus of Council was to defer the scheduled
trip to Cedar Creek Reservoir on December 12 until
the middle part of January.
6. Report on Invdstments (MSC G-574) NAN
The City Mgr reported that in accordance with
the recently adopted policy of the Council regard-
ing the investment of City funds , this communication
was submitted to the City Council for confirmation
and ratification of investments previously made dur-
ing the month of November. The City Manager indicated
that unless the City Council indicated otherwise, this
form would be followed in future communications re-
garding the investment of funds .
Council approved the investments at regular
Council meeting.
7. City Council Meeting on Tuesday, December 10,
1963 NAN
Councilman Harind requesting information on
the meeting of the City Council at 4 PM on Tuesday,
and was informed by Mayor Friedman that the meeting
was scheduled in order to discuss the operation of
the Municipal West Buildings in view of informa-
tion obtained on the operations of other such facil-
ities during the recent tour by the Council of con-
vention facilities.
During this conversation, Councilman Barr re-
ferred to the MSC providing for the City's partici-
pation with the Stock Show and Chamber of Commerce
for street decorations advertising the Fat Stock
Show. Councilman Barr inquired if the paving of
the parking lot by the Fat Stock Show according to
the agreement during negotiation of the Fat Stock
Show lease agreement had been worked out, and was
informed by the City Manager that it had appeared OFFICIAL RECORD
that all the details had been worked out regarding
this paving, but that an item had come up concern- CITY SECRETARY

delay in the project because of this. The Manager a0

also stated that some disagreement had arisen re-
garding the paved area to the extreme west of the
parking area, with Mr. Watt considering it to be
a street, and the City Manager considering; it to
be a part of the parking area and therefore to be
improved by the Stock Show. No disagreement to
the position taken by the Manager was expressed
by the Council .
The Mayor reported that there was a clear un-
derstanding during; the Stock Show lease negotiations
that the Stock Show �-.vuld pave the entire parking
lot area and pay for its entire cost.
8. Police Protection Regarding; Oswald 's Grave JLB
Councilman Willis referred to the expense re-
ported for police protection for the grave of
Oswald, and the City Council requested the City
Manager, together with the Chief of Police, Secret
Service, and City Attorney, to make a study of what
should be done concerning this matter.
