Survey (Pf&C C-235)
Mayor Friedman informed the Council that Mr. Crook
and Mr. ",tone of thv State Hi:;hway Dept were prec-ent to
answer quc ,tion:: concurning; the City's participation in
the comp relic noive urban transportation :.turfy. Councilman
Jones requested inlor,tatiolti frrmi Mr. Crool. concerning, the
inclusion of a parking study in the survey, and was in-
formed by Mr. Crook that some aspects of a parking; study
would be included. Mr. Jonc:: also requested information
concerning, whether or not the Trinity Canalization

tion �, )uld be taken into consideration in the survey.
Mr. CrooV repl ic-cl that the cities could be a!-.ked to fore-

Canalization project, and that the study would consider
every possibility which could b, taken into account. Mr.
Crook also reported that any future plans. that the City
mirht have in rc•;ard to a mass tranzAt :.ystei;t would have
to be considered in the traffic forecast, but that such
items would not be detailed in the ,,urvc:y report.
Council approved the contract for the Urban Trans-
portation survey at rei;uIar Council mcuting.
2. Resolution Regarding Canal.i:.ation of Trinity RHD - follot: tip on appointor, tilt
River
The City Mana,;or referred to this item which had
been delayed for one week at the previuiis Council meet-
ing;, and asked if additional information was desired
by the Council .
Council did not request information un thi:i item,
and the resolution as passed at rci.ular Council rii-eting;.
3. Paddocl. Viaduct Modernization (M&C G-606) C107 - mc+to to Public Wo r'.: to

Council discussed the proposed plans for repairs reconn:iendations .
to Paddock Viaduct, and consensus of Council was to
approve the project. However, it was requested that
the staff consider: 1) eliminating; the wally on one OFFICIAL RECORD

width, and 2) the provision whereby vehicles which CITY ISECRETARY
were disabled on the bridge could drive up on the
sidewalk in order to clear the traffic lane. f tin

The City Manag,.ur reported that the Police• Chief
was present to answer que::tions of the Council concerning
the proposed Pool Hall Ordinance. Councilman Barr su. ;,ested
that Section 9 of the proposed ordinance he char ed to pro-
vide that appeal would be made to the City Council if the
Chief of Police refused to "approve" the application rather
than the existing verbage that the appeal would be made it
the Chief refused to "grant" the license.
Council approved the proposed Pool Hall Ordinance at
regular Council meeting.
5. Projection of Library Revenues and Expenditures. LINE
The City Manager asked if the Council had questions
concerning the projection of library revenues and expen-
ditures. Councilman Hoover referred to the library "pro-
gram" budget which had been prepared, and requested that
the Library Department submit the same budget information
to the City Council as required of other City departments.

7. Trip to Cedar Creek Reservoir and Meeting with HARDY - to cork out date in lattrr

The City Manager reported that the Council had
not set a date to make the trip to Cedar Creek and
meet with the Water Board, and consensus of Council
was to delay the mcetipg until the spring
8. Adequacy of Requirements and Enforcement of CKD - memo to Larson
Building Code relating to Awnings and Carports
Council discussed the numerous cases during; the
recent snowstorm where awning:: and carports had col-
lapsed due to the weight of the snow, and requested
the staff to determine if adequate requirements were
presently provided for awnings and carports, and to
insure that the Code is enforced in this matter.
9. Modification of Parking Meters RESEARCH AND BUDGET
Council requested a report regarding cost and other
factors necessary to modify the City's parking meters to
provide a full amount of time when coins are inserted
rather than at present where only the amount of time be-
tween that remaining and the regular time is allowed.
10. Information on Payroll Deductions - Insurance CKD - get information from Accouutii
Council requested a report from the staff concerning
the number of insurance companies that have reached the
required number of employees to qualify under the payroll
deduction policy, and if the $.25 charge per deduction OFFICIAL RECORD
is actually being collected during the qualification CITY

occasions .
