1. Right-of-Way Acquisition - Bishop Street KD - draft memo to Martin on procedure
Extension (M&C L-350) to be followed in future.
The City Manager reported that this com-
munication concerned the acquisition of additional
right-of-way for the Bishop Street extension project,
and listed tuo alternatives for Council consideration.
One alternative was the c:-chan;;e of properties as out-
lined in M&C L-325 and L-325, and the other alterna-
tive was to condo:,in the property needed inasmuch as
the Land Division had attcssptrd unsuccessfully to
ne,•.atiate the acquisition of the property without the
propused exchange.
Councilman Ker.sble stated that he could withdrati
his objection to the proposed e::change since tlii: 1;:V.
the reconviendation of the staff for acquisition oi
the right-of-way. Councilnan Jones; indicated that lie
was opposed to the proposed e::change, and felt that
the land should be held for future sale by the City
at a more advantageous price. Councilman Barr,
Stovall, and Hamm indicated that the proposed ex-
change should be approved.
The City Manager requested information from
the Council concerning; future procedures to be fol-
lowed in such cases , and consensus of Council was
that the City should not start a trend in less
restrictive zoning in a neighborhood in order to
obtain a wore advantageous price for the sale of
City-owned property, but that where the character
and zoning of a neighborhood had already been
established for less restrictive or commercial
uses, the City should initiate zoning; on City-
oumed property in order to take advantage of the
higher sale price. It wau agreed that each case
should be considered on its own merit , however,
and that there should be no fornal policy relating;
to zoning chani;es on City-ou-ned property.
Consensus of Council was to approve the _
proposed exchanges as outlined in M&C L-324 and •� �+ Z^
L-325, and thi.: action was taken at regular Coun- t`- "J
cil meeting.

2. Letter regarding National Rivers and NAN
Harbors Congress Meeting
The Mayor referred to the Annual Conven-
tion of the National Rivers and Harbors Congress
to be held June 2-5, 1964 in 'Washington, D.C. ,
and indicated that it was his recommendation
that Councilman Jones be sent to this meeting
as the representative of the City.
Council approved Councilman Jones ' at-
tendance at this meeting at regular Council
meeting.
3. Appointments to Advisory Committee re- EHD - note
garding CRP Program
Councilman Hoover referred to the letter
from the Mayor regarding the appointment of citi-
zens by each of the Councilmen to serve on a
citizens advisory committee in connection with
the CRP Program. Councilman Hoover indicated
he was concerned that this committee might be
used to expand or continue the CRP Program which
the Council had recently voted to be concluded
at the end of this fiscal year. The Mayor re-
ported that he had no intention such as this in
requesting the appointment of such a citizens
committee, but was only interested in citizen
participation in the remainder of the CRP Pro gram.
4. Disposition of City-Owned Land - Seminary EHD - follow-up with Public Works Dept
Drive (IR 523)
The City Manager reported there were three
land areas of City-owned property in question
outlined in this IR. It was indicated that the
City-owned land west of Hemphill was recommended
to be retained by the City for future straighten-
ing of Seminary Drive, and that the area east of
Hemphill consisted of City-owned property both
north and south of Seminary Drive.
Council discussed the land north of Seminary
Drive and east of Hemphill for which two alterna-
tive courses of action had been outlined. Consensus
of Council was to proceed with alternate No. 2 which
provided for the prohibition of access to or from
Seminary near the underpass approach, and for offer-
ing the three lots for sale to adjacent property
owners on a scaled-bid basis.
Consensus of Council for the land south of
Seminary Drive was to proceed on the basis of alter-
nate No. 4 which provided for the determination of
proper zoning, negotiation of the sale of the west
25 feet of Lot 1 and 2, 3 and 4, Block 9 to the
Hemphill Hts Assembly of God Church, and prohibiting RECORD'l

pass. The remaining properties, Lots 5 thru 17, to be r n-nD Ape
