Councilman Stovall rt-ported that, pursuant to the Council 's request, he and Councilman Jones had son;;ht a possible appointee to the Commercial Building; Standards Board, and suggested Mr. Rudolph Dvorak for cone,ideration. Mr. Stovall commented that he (lid not personally know Mr. Dvorak, but had received a favorable recoimendation. Mayor Friedman reported that he has had correspondence with 1,1r. Dvorak, and reque:ctcd that appointment to the Board be delayed one week. 2. Tour of Riverside Sewajv Treatment Plant NAN (IR #574) Tlie Acting City Manager reported that plans had been made for a City Council tour of the River- side Sewa:a Treatment plant immediately following the Council meeting, and distributed a brochure do,cribing the plant. 3. Water Charges to City Departments (IR #571) NAN Councilman Shannon stated his understanding Pre-Council Agenda June 15, 1964 that the Water Fund is in :;ood financial condition, in contrast to the General Fund which is currently operating; with a minimum i;ur•plus and an extremely ti;ht budget. He did not favor eliminating the discount pre::ently in effect, unless additional funds are needed for the Water Fund to avoid a rate increase. Councilman Harding stated that he did not be- lieve that elimination of the c.isting discount world seriously affect, tliv General Fund . Water Director W. R. )lardy agreed that the Water Fund is currently in good financial condi- tion, but pointed out that increased debt service costs, primarily to finance improvements to the scverap,e system, will probahly necessitate a rate increase by October 1, 11105. -- i RECORD Councilman Hanffu expressed the opinion that UFFICIAL RECORD elimination of the discounts would seriously affect �+t�C Ae the Park & Recreation Department, and might result CITY SECRETARY in the need for supplementing; the Park and Recrea- tion Fund from the Gencral Fund. Mr. Ha,mn also FT. WORTH, TLA. indicated his belief that, if costs of services AA%. provided by City departments to other departments are to be more accurately defined, such changes should be made on a comprehensive basis , including compensating; the Park & Recreation Fund for mowing thoroughfare parkways . Mayor Friedman indicated that he thought elimina- tion of the discount would be desirable, in that it would more accurately reflect the costs of various City functions. There was no consensus concerning the future status of the existing water rate discount. 4. Proposed draft of Lake Worth Casino Lease EHD - get information about Beachcomll, r (IR 573) lease. Councilman Hoover requested that advertise- ment of the lease be delayed one week, and that information be provided regarding possible combina- tion of the Beachcomber and Casino Leases. 5. Financial status - Fort Worth Transit Co. AGENDAS - June 15, 1964 (IR #561) Mayor Friedman announced that June 8 was the date agreed upon for a decision on the Transit Company's request for changes in the rate struc- ture and the basis of payment to the City for street use . Councilman Stovall asked Utilities Supervisor R.H. Aughinbaugh for information about the amount of the reduction in street use payments to the City and the amount of additional revenue anticipated by the Transit Company if the requested changes are approved. Mr. Aughinbaugh provided the information requested, and Mr. Stovall indicated that he would prefer elimination of all street use payments to the City if this would provide sufficient relief to avoid the requested rate increases . Councilman Hoover indicated that he would not like to see the student fare increased. Councilman Barr asked Mr. Aughinbaugh if the Transit Company is current in its street use pay- i;,ents to the City, and Mr. Aughinbaugh reported that payments are now current, with the exception of payments that are due for Transit Company revenue received in 1964, and that these payments have been deferred pending a determination by the Council on the requested reduction in the basis for 1964 pay- ments , which would be made retroactive. to January 1, 1964. Councilman Hamm and Stovall requested that the request of the Transit Company be deferred one week, or until their study of the request can be completed. Mr. Byron Scarborough representing the Fort Worth Transit Company indicated that an additional delay of one week would not seriously affect Transit Company operations . One-Way Frontage Roads - South Freeway MID - memo to Public Works to develop (IR 9567) plan for R-O-W acquisition and assess- ment paving. The problem of providing adequate circula- tion in the vicinity of the South Freeway between Felix Street and Seminary Drive was called to the Council 's attention so that the Council can deter- mine what improvements should be made to provide adequate circulation when frontage roads on the South Freeway are designated for one-way travel, as the City has committed itself to do upon com- pletion of State Highway Dept improvements now in progress . Councilman Kemble indicated that he does not feel that the frontage roads should be made one way unless adequate circulation is provided. Public Works Director C. M. Thelin reported that the affected property owners are willing to pay for paving streets needed to provide adequate circu- lation provided the City will purchase needed right-of-way, but are not willing to provide both right-of-way and pay for street construction. The total cost to the City of providing the needed circulation would be approximately $81 ,000, with right-of-way purchase costs esti- mated at $56,000. It was the consensus of the Council that plans be completed fivnediately to open a street cast of the South Freeway access road, extending south of Felix to Southway Circle. 7. Assessment Paving - Meadowbrook Area (M&C G-653) and Northside (M&C G-654) Councilmen Kemble and Darr questioned the desirability of proceeding with the paving of units 1 & 2 (Canton Street from Lancaster to Craig and Canton Street from Craig to Meadowbrook), in view of the fact that a majority of the property owners along the street apparent- ly are opposed to the project. In response to a question by the Council, Traffic Engineer T. R. Buckman reported that Unit 1, Canton from Lancaster to Craig, is important in providing traffic circulation in view of its connection with Craig Street, which has been approved for widening and paving. Units on the Northside, there was discussion of the fact that all four property ovmers affected by Unit 5, (27th Street from Loving to Columbus) are opposed to the project. It was pointed out by Councilman Hoover that 3 of the 4 property owners do not reside on 27th Street.
