Channelization of Berry Street in Conjunction EHD - see notes of regular meeting>, with Cleburne Road Improvements (IR 576) re West Berry Improvements . Following a discussion of the results of traffic counts made by the Traffic Eng;inver, Council reached the consensus that an overall improvement in the traffic carrying; capacity of Wast Berry should be planned by the City, including the future channeliza- tion of major intersections and the elimination of head-in parking;. Councilman Stovall remarked that he found the adjacent property owners to be poorly informed regarding the proposed improvements at Cle- burne Road and was of the opinion that a number of the property owners may not have objected to the project had it been adequately described to them prior to consideration of the matter by the City Council . Councilman Barr suggested that the staff pre- pare a letter to the West Berry Businessmen's Asso- ciation, or a letter which could be distributed to all affected property owners along the street, in which it would be stated the City's intention to channelize Lite major intersections and eliminate head-in parking; on the thoroughfare in connection with the future Capital Improvement Program and in coordination with other improvements to connect Berry Street with Hulen. It was generally under- stood that the proposal by Councilman Barr met with the approval of the majority of the Council , and such action was taken at the regular Council meeting. 2. Sale of Water Outside Fort Worth City Limits NAN (M&C G-659) Council Members expressed their views regard- ing; the policy on sale of water outside city limits as summarized below: A. Hamm - Tile City needs to provide a means C ,yr. 77i�eg of attracting industry and proposed the following plan: FT. WORTH. TEX. I. That the City sell water outside its limits at a double rate ; 2. Provide that water customers also enter a � t enter into a restrictive contract re- garding; the orderly development and compatable use of land; 3. Owners of property served shall agree to annexation when the property begins to develop . C. Friedman - The City should restrict water to areas within incorporated areas in order that a de- veloper outside the city limits would not be given unfair advantage over a developer of land within the city limits . D. Kemble - Industry within the city should be at a disadvantage if City facilities were available outside the city without tar-ation. E. Barr - The City of Fort Worth should not be in the retail water business outside the city limits. F. Jones - Water should be extended to develop- ing; industrial tracts in connection with a program to protect and conserve industrial areas near the city. G. Harding - Water should be sold to prospective custoi.icrs in order to derive revenue from investment in water facilities if this can he done at a double rate and if the prospective user pays 100 per cent of the cost of such connections and c:-:tensions . A majority of Council Members indicated a preferance to restrict water sales to incorporated areas , which ac- tion was taken at the regular meeting. 3. Water Service to Irregular Lots (M&C G-663) NAN The problem of a>:isting; policy provisions re- garding the extension of water service to irregularly shaped lots was reported by the City Manager, who stated that the existing policy had been considered inequitable for some time by staff members but that a recent application for service under the policy prompted the recommended change at this time . Con- sensus of the Council was to approve the policy change, which action was taken during the regular Council meeting,
