Designation of One-Way Frontage Roads - South ERD - draft appropriate Freeway (I.R. 567) instructions to Public Work:; and Traffic Council discussed this communication relating to the agreement between the City :md the State for the designation of the frontage roads along the South Freeway as one-way, and the possible alternative of the City providing access to adjacent pr�iperties by construction of a new street on the east side of the freeway between Felix and Southway Circle. The City Manager reported that an overpass was now under construction by the State Highway Department at Highland Terrace and that in accordance with the agreement entered into with the State, the State was to make certain improvements and the City °rad agreed to pass and enforce an ordinance regulatticig parking, and providing for one-way traffic on the sr:rvice roads. It was pointed out that the church which had located in this area had been aware that the frontage road would eventually be converted to one-way t,-of fi_:, and that possibly the other properc.y owners wez�� aware of this fact. Concensus of Council was to proceed with the designation of the frontage roads for one-way traffic when requested by the State, and then determine Lf the property owners were willing to cooperate in the construction of a new street by the dedication of the necessary right-of-way. 2. :supplemental Financing for sewer System Improve- NAN ments (M&C G-664) The City Manager asked if additional informatc,.-• was desired concerning this M&C which had been de- layed for one week at the last Council meeting. In response to a comment from Councilman Hamm that it was his feeling that sewerage service should be pro- vided to areas within the City first, the City Manager reported that the facilities to be built were projects already included in the Capital Improvement Program, and that the primary purpose for construction of the projects was to serve areas in the City. It was pointed out that the abiliLy to provide sewer service under contract to other adjacent incorporated areas was secondary to the primary purpose of serving City residents. The City Manager reported that the supplemental financing for sewer system improvements under this program would be for trunk lines only, and that it would still be necessary for property owners to pay for the extension of arterial and lateral lines in order to obtain sewer service. In answer to a question, the City Manager reported that trunk lines were presently available to serve the John T. White area and that sewer service could be provided to the property owners willing to pay for such service under Council policies for the extension of sanitary sewer facilities. Councilman Shannon inquired regarding the con- trol to be exercised by the federal government in connection with the 30 per cent grant on such pro- jects, and was informed that there were no additional requirements by the State Health Department in connec- tion with the grant other than those already being met by the City in the operation of the sanitary sewer system. The City Manager reported that no requirements in regard to the rate schedule for providing sanitary sewer service would be connected with accepting of the brant money. Council approved the resolution providing for the request of supplemental financing for the sewer system at regular Council meeting. 3. Evaluation of Odor Control - Riverside Sewage CRD - Informal Agenda, 7-13-64 Treatment Plant (I.R. 587) The City Manager reminded the City Council of the tour of the Riverside Sewage Treatment Plant which had been scheduled after the City Council meeting. 4. Procedural Changes - Handling; of Persons in Police NAN Custody (I.R. 588) The City Manager requested comments from the City Council concerning the procedural changes in the Police Department for processing of intoxicated persons. Councilman Jones inquired if the procedural changes dis- cussed in the I.R. were being followed at this tixte and was informed by the City Manager that they were. Council discussed advisability of requiring that Police personnel make telephone calls for those persons who were too intoxicated to place their own calls, but 11 "''�S'EC�REjTARy Uir�JCITY FT. WORTr! TEX. concensus of Council wa, that this pr. cedure should not be required, and that it was a matter of judgment on the part of the Police to provide for such calls. 5. Purchase of Additional Property - Municipal Buildings I'll - draft. letter to Vatt. also West Area (I.R. 585) mem(: to Public Works. Council discussed the agreement with the Stock Show regarding the reimbursement to the City for the cost of acquiring; certain additional property needed in the Municipal Buildings West area, and the physical co!)�!..- tion of the present property owner who does not desire to sell the property at this time. Concensus of Council was not to proceed with condemnation of the property at this time, but to notify the Stock Show of the circum- stances for delay of the purchase. 6. Proposed Pest Control Ordinance ('e'.t&C G-665) ENP - Agenda, July 13 Councilman Stovall requested that this M&C be deferred for one week. 7. Vickery Blvd. Improvement (M&C C-326 & M&C L}425) NAN Council raised no questions concerning these two items, and approved the acquisition of xi,-,it-of-way and the award of contract in connection with t;iis project at regular Council meeting. Councilman Jones requested information from the staff regarding a recent bill passed by Congress regarding financial assistance to mass transit systems in urban areas. 10. Brochure for Will Rogers Memorial Buildings JLB Councilman Hamm referred to a brochure pub1icizina; the convention facilities at Cobo !tall in Detr...it, Michigan, and requested that the staff make arrange- ments to have tiuch a brochure prepared on the Will Rogers Buildings. _ 11. Brochure Published by Rob_ Island Railroad Cf _:1 - ple,ise -,:)tain 12-15 copies. Councilman Jones referred to a recent bro- chure published by the Rock Island Railr:;ad ti:-n- cerning the Dallas-Fort Worth area and requested that the staff obtain copies for infoiimation of the City Council.
