Appointment to Pest Control Ordinance Bateman - please prepare letter Advisory Committee notifying of appointments. Councilman Barr reported that he had obtained a lisl of horticultural and residential pest con- trol operators to be considered by the City Council for appointment to the pest control advisory committee established in the peer control licensing ordinance which was passed at last week's Council meetin(i. Councilman Stovall reported that he had submitted one name for consideration for appoint- nient to this board, and the name of W . R. D. Uardner was added to the list. Consensus cf Council was to appoint John W. Therrell , (tko-year appointment), R. C. McMullin, (one-year appointment) , R. D. Gardner, (two-year appointment), and Ralph W. warkentin, (one-year appointment) . This action was taken at regular Council meeting. 2. Police Department Space Requirements NAN Consensus of Council was to postpone discussion ij this item which had been placed on the agenda ai the request of Mayor Friedman. S. Corporation Court Committee Report - Councilman NAN Stovall Council discussed the report and recommenda- tions of the City Council committee regarding pro- cedural changes in the Corporation Court. Council- mon Shannon stated that he felt the proposed ch.injes were experimental , and that this was only a st,,rt in outlining the procedures of Corporation Court. Consensus of Council was to adopt the procedural changes, and this action was taken at reyuIzir Council meetinti. 4. Free Use of Turnpike - Meadowbrook Area NAN MC C-337) Council discussed this M&C providing for the u��. �:?�Rl" ►•'...��i EX. —L— AW „lsk adoption by the City Council of an agreement with the Turnpike Authority, Texas Highihay Department, and Tarrant County providing for the free use of the Turnpike to the Meadowbrook Area. Councilman Hamm objected to the provision whercb•,, the City would posy the $1 ,200,000 immediately, and free access would not be obtained until December, 19b4. However, consensus of Council was not to delay approvoI of the proposed agreement, and this action was taken at regular Council meeting. �. 30th .3treet and Clinton Avenue Bridge NAN (t,4&C C-336) Council raised no questions concerning this project, and the contract was approved at regular ('.)unciI meeting. _ b. Assessment Paving W&C G-bb$) NAN Councilman Jones stated that he was opposed to the paving of an approximately 2 block portion of Hughes Street at a _5U foot width , with curb and gutter, inasmuch as the remaining portion of Hughes Street was presently improved as a narrow 2.4-28 foot County road. The City Manager reported that he would not recommend lower paving standards in connection with assessment paving projects, and that there had been indicaiions that the paving of sections of such roads tends to encourage requests for improved paving on either side of the newly paved section. Council closed the benefit hearing and levied the propcscd assessments at regular Council meeting. 7. Petition RegGruiny Activity at 3701 North NAN Houston Street The City Manager reported that information had been obtained concerning the petition relating to the "Jamaica" which was being held at 3701 N. Houston Street, and that the zoning did not pro- hibit this activity. It was also reported that a current liquor license had been approved for the sale of alcoholic beverages at this location, which had been renewed in April 1964 and would not expire until April 19u5 . The City Manager further reported that the Police Department, Health and Liquor rcntrol Board had had representatives at this location the punt Saturday night, and that three violations of City ordinances had been deter- mined. These included : ( 1 ) a violation cf the health ordinance regarding sale of food without �9L RECORD MYrresu-my FT. WORT09 TEX. -J- 411W .rG a permit, (2) violation of the noise ordinance, and (3) holding a dance without a dance hall license. _ 8. Report in Correction with House Moving KD - prepare report Councilman Harding inquired concerning the reported irregularities regarding the moving of houses, and was inforued by the City Manager that the investigation had not yet been completed. The City Manager further reported that it was hoped that the full investigation would be com- plete(: and a report provided to the Council this . week. 9. Request for Copies of Proposed Legislation - NAN Texas Municipal League Councilman Jones requested that the Council be provided with copies of proposed legislation to be sponsored or opposed by the Texas Municipal League at the next legislative session. The City Manager reported that there were many hundreds of proposed bills under consideration by various sub-committees of the Texas Municipal League, and that it would be almost impossible to obtain copies of all the proposed legislation. The City Manager also advised that the Municipal League provided a weekly bulletin during the session of the legisla- ture on the proposed bills. The City Manager re- minded the Council of the League meeting which is to be held in 'Dallas during the first week of October , and urged that all members of the Council attend this meeting at which time the League would formu I ate its legislative prortr am, IU. Letter from Bryan Baker Regarding Payment for JLB - refer to Jack Wood for repori Sick Leave In response to o request from Councilman Barr concerning this proposed letter, the City Manager reported that it was not the present policy of the City to pay terminal leave or sick leave to employees, other than the Police and Fire personnel , when separated from City service by termination or re- siynation. The City Manager reported, however, that the practice was a matter for Council determination. Council requested a report at the next meeting regarding the cost and various alternatives for paying sick leave in cases of separation from City service i other t` n rit i irei *n.
