presented.
Councilman Stovall referred to the propusai and
plans which had been furnished to Council Members
regarding the move of the Police Department to the Old
Crininal Courts Building, and reported that Mr . Morris
Parker, Architect, was present to go over the plans
which he had prepared.
Mr. Morris Parker reported that at the request of
Councilmen Stovall and Harding, he had reviewed the
Old Criminal Courts Building to determine if it were
structurally adequate for remodeling as Police Depart-
ment offices . W. I'arker reported that his inspection
revealed that the building was structually sound and
that he had prepared a preliminary estimate of the cost
of remodeling the building in cooperation with Butcher
b Sweeney, Contractors. Mr. Parker reported that the
estimated minimum cost of remUdeliny the building,
which would include the addition of a tower with
elevator and toilet facilities, was $570,000. This
estimate, which was referred to by Mr. Parker as pro-
viding "spartan" office facilities, included new air-
conditioninc and electrical systems, the leveling and
placing of a top on the floors now used as jail facilities,
and sainting. Mr . Parker reported that this estimate
did not include funds for any modifications to the
exterior of the building, and that it had been estimated
thy' the cost of replacing the present bars and windows
would be 35,300 per floor, refacing of the exterior
was estimated at $85,000, replacement of the existing
inside elevator with a new elevator was estimated at
$26,000, and remodeling of the south entrance using the
existing steps was indicated to cost $4,000. Mr. Parker
also reported that the estirite did not include placing
accoustical tile on the ceiling or finishing the floor.
It was estimated by Mr . Parker that an additional
$200,000 would be required to add these additional items,
making the total remodeling cost approximately $800,000.
Mr. Parker suggested that it might be more practical
to add a bay on the south and east side of the existing
buildinU instead of refacing the building, thereby accom-
plishing the refacing and providing additional space. Mr.
i}arker reported that he had been told that the foundation
of the Old Criminal Courts Building was adequate to
support additional floors, but that he had not gone
into this. Reference was made to the need for a
porking garage on County property located to the
north of the new County jail building, but Mr.
Parker reported no cost estimate had been made on
this garage.
In response to a question from Councilman Kemble
concerning whether it would be cheaper to remodel
the Old Criminal Courts Building rather than build
an entirel-, new building, Council members stated it
would cost approximately $15 per square foot for
the remodeling of the Old Criminal Courts Building
as compared to an estimated $16-$18 a square foot
for new construction. However, Mr. Parker reported
that he had made no study regarding the space utili-
zation in the Cold Criminal Courts Building as compared
to that of a new building, and that generally it was
possible to obtain better utilization of space in a
new build I r,r. Mr. Parker advised the Council that
the cost estimate of approximately $8OO,Ot4) rid
not include any work on the second and third floors
of the building, now u.ed by the Corporation Court
and court clerical activities.
Council took no action on the discussion of
�tiiization of the Old Criminal Courts Building by
the Police Department,

The City Manager reported that the investigation
regarding house rrocv i ny procedures and transactions
was continuing, and that the report requested by the
Council was not complete at this time,
3. Assessment Faving - 26 Locations on the South KD - Agenda, August 10
Side (MSC G-673)
Councilman Jones referred to a previous MSC
regarding drainage improvements for this area, and
stated that he had looked at the area ;end did not
feel that the City should expend a large amount of
funds for street paving and drainage work in view of
the lack of de,relopment in the area. Councilman Jones
also requested information regarding the filling and
leveling of this area, and was informed by the Public
hbrks Chief Engineer that this work was being done
by a Texas Highway Department _contractor and that
the fill material was spoil from the work being done
on the South Freeway at Berry Street.
Council delayed action on this MSC for two weeks ar`� F REC Rd

4. Storm Drain and Street Improvements in the NAN
Poly Area (M&C G-676)
The City Manager reported that this proposed
project for the extension of storm drains in this
area had been prepared as a result of the appearance
before the City Council of Ws. Elkins on Avenue G.
The City Manager further reported that a postcard
poll had been taken regarding the paving of the
unimproved three block area between Rosedale and
Avenue I on Wallace Street, but there had not
been much support from the property owners to be
assessed for the paving of this area.
Councilmen Barr, Shannon and Kemble stated that
they would be in favor of paving the entire three
block area.
At regular Council meeting Council approved the
recommendation for the extension of the storm drain
work only,
5. Extraterritorial Jurisdiction Apportionment NAN
with Keller (M&C PZ-109)
Councilman Jones 5tz:ted that he was in favor of
the proposed apportionment with the City of Keller,
but that he was not ready to act on the second part
of the recommendation regarding granting authority
to tho Planning Commission to review proposed
apportionment ayreements with surrounding communities
u.. a systematic basis.
Council approved both recommendations it the
regular Council meeting.
