3. Lackland Street Extension (M&C G-697) NAN
Following an explanation of the distribution of
coiit and improvements in connection with the Lackland
:,treet extension, Council discussed whether a
precedent was being established for laity participation
in future frontage road and ramp construction located
north of the freeway on property owned by the Ridgmar
Development Company, or at the total cost of either the
developer or the State.
In response to a question by Councilman Shannon
regarding similar construction elsewhere in the City,
the Chief Engineer replied th 3t there was no similar
or parallel incidence to his knowledge. Councilman
1'.irr commented that he favored the street improvements,
as long :is there was no commitment on the part of the
City regarding the expenditure of funds for future
improvements north of the freeway.
LL was the consensus that the Lackland Street
extension be approved, which action was taken by
the Council during its regular meeting.
4. Change urder - Yucca Street Improvements NAN
(M&C C-380)
Councilman Kemble inquired whether accidents or
volume of traffic were the prime considerations in
the installation of a traffic signal. The Traffic
Engineer replied that both traffic volume and
accidents are considered in determining the need
for signals, and that neither traffic volume nor
accident experience are sole determinants for
traffic signals.
Council consensus was to approve the Yucca Street
Change Order, which action was taken at the regular
meeting. --
5. Proposed Policy Revisions - Street Lighting ERD - Correct reference error in
Installations (M&C G-693) draft policy.
Councilman Shannon remarked that he did not
feei sufficiently acquainted with the policy to form
a derinite opinion and requested an expression of
opinion by the Council Members.
Councilman 11amm reported that he had discussed
the policy change with three developers, none of which
were concerned in the pending lighting projects, and
all incidated that the policy was acceptable to them.
Other coumtents made by Councilman 11hannon included
his opinion that the new lights would cost less for
developers to install because of wider spacing, that
the laity would bear an additional cost for power, and
that it was his opinion that the permitted residential
000 foot spacing of street lights was excessive.
