1. Policy governing temporary street closings KD - draft DH letter transmitti.t:,
(M&C G-712) to departments.
The City Manager reported that this proposed
M&C provided for administrative approval of
certain temporary street closings which had in
the past required Council action. The City
Manager asked if any Council Members had questions
concerning the proposed policy.
Councilman Shannon stated that he noticed the R&B - note for future inclusion
proposed policy referred to City Council approval in "Policies Manual"
for the temporary closing of streets where parking
meters were involved, and asked if this policy was
in accordance with the previous policy for the
temporary use of parking meter spaces. The City
:'..inager reported the policy regarding the free use
of parking meters provided that under some con-
ditions the use could be granted by administrative
approval, but that some cases required Council
approval. It was reported by the City Manager
that the proposed policy regarding temporary street
closings was in accordance with the policy on
parking meter use.
Council approved the policy governing
temporary street closings at regular Council
meeting.
2. Questions regarding acceptance of, and KD - draft memo to Thelin to
final payment for, street improvements include new penalty provisions
(I.R. 632) in future specifications
and contracts.
The City Manager reported that this informal
report contained informatir,t on questions raised
by the City Council at last week's meeting
regarding M&C's for three final payments. The
City Manager also reported that there are five
final payments for Council consideration on the
regular agenda.
Councilmi,n Jones stated that he was in favor
of some sort of penalty for deficient work involved

in street paving; proiects, and stated that he
felt chat the penalties suggested were satis-
factory. The City N ,n r;er reported that tike
p�ualties i.ould be inc' kided in future
specifications and contract:- for assesr,ment
and other paving project, if the Council had
no objection. Councilman .Tones also stated that
he felt the replies received from the contractors
were fair, and that he admired the one company
who admitted that it had made a mistake in the
paving proces:.. Council::l..in Jones also inquired
about the statement in one of the contrictor`s
letters re;ti_irding the antiquated equipment used
in paving cork. The Public Works Director
reported th,EL iiio of the paving contractor,,
used a Barber Green ,saving machine which is one
of rile best and most modern t1iichines available.
The Chief Engineer, 'ublic .:orks Dept. , also
reported that most of the contractors had
modern equipment, but that some equipment was
no: a, t,00d as other.
Councilman IIai<mi referred to the financial
_ itements which were filed by the contractors,
,'.ind the Public •:orl,s Director reported that
uich year rhe contractors were required to file
a financial statement listing the va.ue of
their equipment. It was also reported by the
Public '.:ori•::, Director that new contractors
were required, in addition to the financial
statement, to provide a statement concerning
the experience of the company and its key
per: onnel :is well as a schedule or list of
equipment. 'Ale experienced contractors doing
wori< for the ( .t were indicated ri,. not
required to file a list of equipment each
year.
Council approved the final pa,.i)ents at
regular Council meeting. _
3. .annual Contract to Feed Jail Prisoners NAN
(M&C C-390)
The City Manager reported that the annual
contract for feeding of ail prisoners ,•: ,s on
the agenda for action by the Council, ;;nd that
the proposal from the Rehabilic:tion F_trm
seemed the most de,-Arable. however, the City
Nanager reported that the Council might consider
drawing lot , for the contract as is the normal
practice with tie bids.
Councilman lI , m nquired -' f the Rehabilitation

stuffs in :t: propos-A, and a informed by the
City t•l ,nager tliat the Rehabil Lation Farm Director

had advised that the Farm would not use any
donated foods in connect on with this proposal.
l' iyor Friedman inquired about the identical
bids from the Reli._ibilitation Farm and the other
bidder, and was informed that the bids hid been
received at a sealed bid opening. It was also
reported that the present contract provided for
a price of $0.42 per man per day, which was .01
higher than ti:e bids submitted by the two bidders
this time. The City Manager reported that the
Police Department had advised that it felt the
Rehabilitation Farm could perform better under
this contract.
Council approved the award of the contract
to the Rehabilitation Farm at regular Council
meeting. _
4. Old Cleburne Road Improvements (M&C C-389) KD - draft memo to Public ri<
and Traffic Engineerini;
The City ;Manager reported that this proposed asking them to review
project did not include the Berry Street channel- possibility of experimentii,.

Councilt,_in Stovall inquired ::bout a traffic to CC.
island on Berry _reet, and was informed by the
Chief Engineer, %.zblis Works Department, that
the proposed project provided for the extension
of Gordon Street in order to serve as an adequate
right-turn lane for southbound traffic. The
Chief Engineer, Public Works Dept. , also reported
th::t this did not affect the head-in parking on
Berry Street.
Councilman Jones referred to the resume
regarding the neighborhood hearing, and inquired
if the property owners had been informed of the
changes ,Wade as i result of this hearing. The
Chief Engineer, Public tdorks Dept. , reported
that the property owners had been notified of
the adjustments made.
Councilman H'rrtt:i stated that he had attended
a meeting in another highway district, where
discussion had been held on the use of highway
dividers of approximately 2" in height which
were used in place of the normal curb and gutter
for channe i izat ion work. Counc: ]s;E zn H:i,zi stated
that use of this type of divider was being
experimented with since many times accidents were
caused from cars losing control after hitting one
of the normal intersection dividers. Councilman
H t.m requested that the Public Works Department explore

the cost savin�;6 in connection with this type
of highway divider, and Lhat the divider be
used as an experiment in some future inter-
section channelization work.
Councilman IIamin also requested that the
Traffic Engineering and Public Works Department
explore the possibility of using a striped line in
such locations as on Camp Bowie Blvd. where
large median strips are provided to en a,le
vehicles to enter the area at an intersection
with protection from on-tOning traffic.
Council approved the award of contract in
connection with the improvements to )ld Cleburne
Road at regular Council meeting.
S. National Municipal League Conference On GD - foliow-up
Government, November 16-21.
VMayor Friedman referred to the National
Clunicipal League Conference in San Francisco on
November 18 thr.0 21, and slated that since Fort
Worth had been included in the finalist for
consideration of the "All American Cities Award, "
it was desir,�I,le that as many Council members
as could ALLend -his conference. The 'layor
requested that Council Members desiriu,, to attend
the Conference inform the City Manager.
Tlic City Manager reported that reservations
had been made at the :I'heraton IIotel in connection
with this conference, and that it was anticipated
that the group from Fort Worth would leave on
Wednesday, november 18.
Councilman Barr, Harding, Stovall, and ?'.inti:€ale
indicated Lhat they desired to attend the conference.
6. Report on Transit Company Agreements in KD - me.r,00 to Aughinbaugh for reporu
Connection with New Contract
Councilman Kemble inquired if the Tranrit
Company had lived up to the agreement whit':: had
been determined at the time of the approval of
the Iransit Coaapany contract, including such items
as purchasing new buses and raising the salaries of
._}ie bus drivers.
The City Manager reported that a report would
be provided to the Council on this matter. _
7. Meeting of Mayor and Chamber of Cos:r,;erce
Representatives with Dallas OLficials Regarding
Regional Airport Case
The Mayor reported that the meetin., held t, th
Dallas Officials regarding the Regionai Airport 6tse
Had been cordial, .ind that he felt the attitude
of the Dallas repre-,entatives towards reaching an
agreement on a regional airport for thi: area had
been rood.
The Mayor reported that it appeared t'Liat the
two groups would seek approval of their Councils in
bringing in an expert to consider a site of
approximately 10,000 acres between Fort ' orth and
Dallas for development of a regional airport to
serve phis area. The Mayor reported that this
study would not eliminate GSIA from consideration
as a regional airport. The Mayor also reported
that the " iyor of Dallas had indicated tliat he
.,ould be one of the first to a;;ree if the facts
dictated that GSIA should be the regional airport.
The Mayor reported that the next meeting with
Dallas officials rug irding the airport case was
set for next Wednesday, and that it was planned to
contact the City's 'attorney, Mr. Burt, prior to this
inee t ing.
Council ,rin .Tones inquired about the other common
metro area problems discussed at the meeting which
had been referred to by the press, and was informed
by Mayor Friedman that these had included the
discussion of the transit problem in the City of
Dallas. The Mayor reported that the Dallas officials
had indicated that the Transit Company in ii:illas was
being operated with a profit since ownership had
been assumed by the City. _
