1 . Luncheon with Tarrant County Legislative CKD - get out reminder
Delegation
Mayor Friedman stated that he felt it was im-
portant for the City Council to meet with the Tarrant
County Legislative Delegation regarding legislation
in the pending legislative session whibh might affect
the City, and that a meeting had been set for Monday,
December 14, at 12 :00 Noon in the Royal Room, Fort
Worth Club.
Council requested that a reminder of this meet-
ing be provided to Council Members .
2. Preliminary Comprehensive Plan (IR No . 648) INFORMAL AGENDA - 12/14
The City Manager reported that the Preliminary
Comprehensive Plan had been distributed to Council
Members, and suggested that a series of meetings be
held by the Council in order to consider the proposed
plan. Councilman Barr suggested that a meeting be
held on December 7, however, consensus of Council was
to delay the setting of a date for the first meeting
until next week.
Councilman Jones suggested that a short section
be added to the Comprehensive Plan regarding the pre-
servation of historical land marks in the City of Fort
Worth. Councilman Jones reported that at least two
organizations, the Tarrant County Historical Society
and the Texas State Historical Survey Committee, were
presently working in this area, and that Dr. Nevel
Neal, President of the Tarrant County Historical
Society, had offered his services in developing such
a section. Councilman Hamm stated that he felt the
preservation of historical land marks was a good
idea, but that the items so designated should be
selected with care. Councilman Barr stated that the
head of the government archives at the Quartermaster
Depot had been in contact with him, and that it was
suggested that the Council take a tour of the facil-
ities at the Quartermaster Depot in order to observe
t what was presently being retained. Consensus of Council
was to consider the section on preserving historical
land marks after consideration of the Comprehensive
Plan had been initiated.

The City Manager informed the Council that the
r' consulting engineers had completed its study of the
water distribution system in Fort Worth, and suggested
that a meeting be scheduled on Wednesday, December 16,
for presentation of the report to the Council.
Consensus of Council was to hold a breakfast meet-
ing at 7:30 A.M, , Wednesday, December 16 at the Western
Hills Hotel . Council requested that it be notified
again of this meeting.
4. Future Operation and Promotion of Municipal JOHN HALL - 1) draft IR on Shrine
Buildings West (IR No. 650) and "Battle of Songs" complaint;
2) prepare letter to Johnson;
Council discussed this I.R. advising that ne- 3) promote: :
gotiations with Mr. Rip Johnson for operation and
maintenance of the Municipal Buildings West had
reached a point where it was felt that further ne-
gotiations could not result in an agreement for the
leasing of the Municipal Buildings West to Mr.
Johnson.
Councilman Kemble stated that he felt the pity
should proceed to operate the Municipal Buildings
West in a business-like manner, and that the manage-
ment of the. Municipal Buildings West should be accom-
modating and helpful to individuals using the buildinK,
without being hampered by too many rules and regula-
tions regarding its use.
Councilman Stovall stated that he had received
complaints from tenants concerning operations of the
Municipal Buildings West, and referred to a letter
from the Shrine outlining several complaints in con-
nection with the recent Shrine Circus. These included:
1) requirement for a lO per cent override payment
to the City on a dinner catered by Walter Jetton,
2) requirement for the use of stand-by union stage
hand labor resulting in a cost of $618) 3) require-
ments for a $20 per day payment for electricity in
connection with a merry-gewround which had previously
been operated, and 4) a requirement that the Circus
discontinue firing of jerbs . Councilman Stovall stated
that the Circus had been allowed to have pyrotechnic
displays in previous years, but that the new Fire Marshal
had required the displays to be discontinued this year,
resulting in a loss of $300 for pyrotechnic displays
which had been previously purchased . Mayor Friedman
stated that the staff had no choice but to enforce the
ordinances regarding fireworks , and that the Council
should change the ordinance if it did not want the
ordinances enforced. The letter from the Shrine Associ-
ation was referred to the staff for a report.
The City Manager reported that the previous opera-
tions of the Municipal Buildings West had not provided
for rental rates which were equal and uniform to all
individuals and organizations, and that additional work
had been done for certain select clients. The City
Manager reported that the staff felt that it could not
favor any particular clients or individuals using the

buildings, and that the rental rates and operations
of the Municipal Buildings West should be on a uni-
iorm basis to all.
Councilman Stovall requested information regard-
ing the stage hand labor rates which were charged in
connection with the use of the Municipal Buildings .
John Ball, acting, Manager of the Municipal Buildings ,
reported that the City employed only one stage hand
on a temporary basis for an eight month period, and
that the balance of stage hands were called in for
particular events, and that they were not City em-
ployees . During this discussion Councilman Hoover
requested information as to what per cent of City
employees belong to a Union for which the City de-
ducted union dues on a payroll deduction basis . (Data provided by JTL.B - 12/7/64)
Councilman Ham inquired about the maintenance
cost referred to in the I.R. and requested additional
information concerning the maintenance figures for
the past several years . Councilman Hamm also stated
that hie had previously requested that a promotional
brochure be prepared regarding the Municipal Buildings
{lest, and that he felt this brochure should be pre-
pared at once. The City Manager reported that the
preparation of the brochure had been delayed pending
negotiations to determine if the City would continue
to operate the Municipal Buildings West, and that
since the negotiations were now at a stalemate, the
OW staii: would proceed to prepare the brochure. Council-
man Harms also stated that he had talked with the
attorney for Mr. Rip Johnson over the weekwW, and
the attorney indicated that he had no knowledge that
negotiations were being terminated. The City Manager
reported that he had attempted to call the attorney,
Mr. Sisason, on Friday to advise him of the conclusion
of the negotiations, but that Mr. Simon had not re-
turned his call.
Consemuus of Council was that the City would
continue to operat the Municipal Buildings West and
that Mr. Rip Johnson be diplomatically advised of
the conclusion of negotiations and his assistance
solicited for future support of the operations at
the Municipal Buildinxs.West.
