1. Curb, Gutter and Sidewalk Repair Program GENE - place on Jan. 17 Agenda

Councilman Hamm thought the City policy on this pilot
program should be consistent with that throughout the City.
The City Manager said that the pilot program applies only
to downtown commercial areas. councilman Kemble commented
that on a new building, the owner pays for curb and gutter.
Councilman Hamm said he thought the City should pay for the
curb and gutter and the property owner for the sidewalk.
Mayor Pro-Tem Jones said that this program did not in his
opinion constitute a proper use of miscellaneous street
bond funds, and there was no place to stop a program of putting
in new curbs and gutters and sidewalks. He also said there
was not much pedestrian traffic on Texas Street in the pilot
project area. Councilwoman Deen said that this pilot program
Oplluiglit be a start, and further programs could be worked out
depending on the experience on this one. Councilman Hamm
asked what the City would pay on this pilot program. The
Ci; y Manager said that the City woull pay for the intersection
work and would pay for replacement of good sidewalks and curb
and gutter where necessary due to grade changes, etc. Also
the City would pay for all paving adjustments to tie in to
the new curb and gutter. He said the City would be paying
about 40;x, or $20,000 on the pilot program. He said such a
program would probably get voluntary assistance much faster
at other locations. Mayor Barr said that the Council at the
regular meeting should:
1) Decide whether to do such a program, and, if so
2) Adopt a formula for payment of any program adopted.
At the regular Council meeting, Councilman Hamm made a
motion that the City pay for curb and gutter and the property
owner pay for sidewalks on this pilot program project only.

Councilman hoover, seconded by Jones, was passed 5 to 3.
Mayor Pro-Tem Jones said he wanted more information on
the schools' need for sidewalks. Councilman Eagle asked what
the motion by Councilman Hamm would mean in money. He was
reminded that IR 4872 discussed this, and the difference is
5$6,000.

he was concerned that last fiscal year 2,319 vaccination
receipts were issued and paid for at $2.00 each, but that
759 of them were never returned, indicating that many dogs
were not being vaccinated. The City Manager said this

Councilman Kemble thought a breakdown of the 80 days "xillinit IR with breakdown in day_;
delay for strike, weather and material should be given the delay.
Cotucil. Before final payment action was taken. The Chief
Eay;"neer of the Public Works Department reported that it
appeared two days was for strike, ty0 days weather delay,
and 16 days dela-, _n delivery of material to the contractor.

de La s. The Chief Engineer said there was not, Mayor Pro-
Tem Junes said he thought the staff should consider what it
would coat Lite taxpayer to rent equivalent space for the

asked if the Council would authorize moving; in, before

that the city could move in. The consensus of the Council
was to hold .3&C FP-298 for one week, and to move in if the
contractor agreed, and such action was taken at the regular
Cuunci1 meeting.
