1. Public Hearing on Proposed Route of Interstate NAN
Highway 20
The City Manager informed the Council that there
was to be public hearing on Tuesday, January 12, regard-
ing the location on the proposed route of Interstate
Highway 20 from the southeast loop in Fort Horth to Loop
35 in Dallas. The City Manager reported that the Mayor
had been requested to testify regarding the location of
this proposed highway, and that it was proposed that
the City would oppose a proposal to move the route of
the highway to amore southerly location.
Councilman Hoover requested information concern-
ing the designation of the northwest quadrant of Loop
820 as an Interstate highway project, and asked if the
proposed Highway 20 would conflict with the designa-
tion of this section of Interstate Highway 820. The
City Manager reported that the two had been submitted
to the Bureau of Public Roads as a package proposal by
the State, and Interstate Highway 20 had been desig-
nated to be constructed under Interstate highway mile-
ages in the state, but that there was some dispute be-
tween the Bureau of Public Roads and the State Highway
Department regarding the number of miles of Interstate
highway allocations.
Mayor Friedman inquired if the Chamber of Com-
merce recommended the more direct route of Interstate
Highway 20 as indicated on the sketch showing the pro-
posed location, and was informed by the City Manager
that this was the case.
Consensus of Council was approval for the Mayor
testifying on this proposed location of Interstate
Highway 20.
2. Repeal of Ordinance 4290 and Amendment of No
Ordinance 4283 (M&C G-741 and IR #668)
Thp-Lftty Manager reported that the City Council
had discovered an error in the warding of the gas air
conditioning rate ordinance of 1960, and that the
ordinance had been revised to clarify its meaning.
Councilman Hamm inquired if Councilman Barr had any
questions concerning the proposed revision, and was
informed by Councilman Barr that he felt the proposed
revision clarified the matter.
Council adopted the proposed revision at regular
Council meeting.
3. Complaints of Moslah Temple Shrine in Con- NAN
nection with Ceremonial and 1964 Shrine
Circus (IR #662)
The City Manager reported that Councilman Stovall
had requested that this item be removed from the Pre-
Council Conference agenda. Councilman Stovall stated
that the staff had met with officials of the Shrine,
and that the matter was being satisfactorily worked out.

first group of sub-standard- commercial buildings to
be referred to the Council since the creation of the
Commercial Building Standards Board. Councilman Hamm
stated that he had talked with several members of the
present Commercial Buildings Standards Board, and that
they had informed him that they would like to see the
Board increased to a five-member Board, with the two
new additional members to include an attorney and a
realtor.
The City Manager inquired if the Council desired
the staff to prepare an ordinance increasing the member-
ship on the Commercial Buildings Standards Board. Coun-
cilman Hamm stated that he felt the staff should consult
with members of the present Commercial Buildings
Standards Board to determine if this was their correct
desire.
5. Promotional Brochure - Municipal Buildings C D - draft memo to Magness on all
West (M&C C-441) points raised.
The City Manager reported that this proposal
concerned the employment of a public relations firm
to prepare a brochure regarding the facilities avail-
able at the Municipal Buildings West. Councilman
Harding inquired if bids had bwen taken on the em-
ployment of the public relations firm, and was in-
formed by the City Manager that two firms had been
contacted but that it was not felt that this was a
proper item for bidding since it involved profes-
sional services.
Councilman Stovall inquired if the proposed
firm had had experience in the preparation of a simi-
lar type of brochure, and was informed by the City
Manager that it was now known if this firm had pre-
pared a similar brochure, but that the firm was well
experienced. The City Manager also reported that he
had received a call from another public relations
firm concerning why it had not been consulted on
preparation of the brochure. The City Manager re-
ported that the second firm contacted by the City had
actually offered a lower price for preparation of the
brochure, but it was felt the recommended firm would
prepare a brochure of better quality.
Councilman Hoover inquired if the Council would
have an opportunity to look at the proofs of the
brochure prior to its final preparation, and was in-
formed by the City Manager that this would be done.
Councilman Barr suggested that the Council be consulted

on the brochure at the time the rough draft was
prepared, and also when the finished copy was
ready for printing.
Councilman Stovall referred to a pamphlet
published by the Auditorium and Coliseum Man-
agers ' Association regarding auditoriums and
coliseums, and requested that additional copies
be obtained for all members of the Council.
Councilman Hoover stated that he felt the
staff should also prepare information on the use
of the facilities at the Municipal Buildings West,
with reference to the ordinances and rules govern-
ing use of the buildings , in order to avoid dis-
sention from users in the future. The City Manager
reported that this item was of high priority, and
that the staff would prepare such information in
an easily usable forma.
Councilman Stovall stated that he felt a
questionnaire should be prepared to be sent to
all tenants using the facilities at the Municipal
Buildings West in the past two years in order to
obtain their viewpoints regarding use of the
buildings .
Council approved the employment of the public
relations firm for preparation of the brochure at
regular Council meeting.
6. Existing Use of Space at the Old Criminal CKD - please follow up with Roy
Courts Building (IR 4669) Bateman
The City Manager reported that a letter had
been received from Judge Simpson which affected the
City's continued use of space at the Old Criminal
Courts Building. The City Manager inquired if the
method of procedure outlined in this informal report
was satisfactory to the Council, and consensus of
Council was to proceed on this basis.
The City Manager reported that the County of-
ficials would be contacted to determine what space
arrangements might be made in order to retain as
many City activities at the Old Criminal Courts
Building as was possible.
Councilman Stovall inquired as to the disposi-
tion of the Courtroom furniture which had been in
the old Post Office Building, and was informed by
the City Manager that one of the tables had been
placed in the Manager's conference room, but that
he did not know what happened to the other furniture.
7. Feasibility of Joint City-County Jail Opr2ra- NA14
tions (IR #667)
The City Manager reported that as a result of
a previous request by the City Council for a study
regarding the feasibility of a joint City-County
Jail operation, a report from the Police Chief on
this matter had been submitted to the City Council
for its information, The City Manager stated that
while no action was required on the report, comments
or questions regarding the report were requested .
Councilman Kemble stated that in view of the
report, the City should continue its operations as
a. ....
at present. Council had no other comments con-
cerning the report .
8. Request of Park and Recreation Board re PIAN
Change of Meeting Date and Place
Councilman Hamm referred to the request of
the Park and Recreation Board for the change of the
location for the Park and Recreation Board meetings
from the City Hall to the Park and Recreation of-
fices . Councilman Haiam stated that the request from
the Park and Recreation Board indicated that the
Board at times had trouble obtaining use of the Coun-
cil Chambers , and stated that the ordinance adopted
by the Council had specifically stated that the Board
was to hold its meetings in the Council Chamber. The
City Manager reported that to his knowledge that there
was only one instance where the Park and Recreation
Board had not been able to use the Council Chamber.
This was indicated to have been when a Port Study
Committee had scheduled a large meeting with repre-
sentatives of the grain industry, and the Park and
Recreation had used the Pre-Council conference room
for its regular meeting.
Councilman Harm► and Harding stated that they
felt the Park and Recreation Board should continue
to hold its meetings at City Hall. Mayor Friedman
stated that he was in favor of approving the request
of the Part. and Recreation Board.
At regular Council meetinf;, Council approved
the request of the Part: and Recreation Board for a
chane of its meeting place and time.

Councilman Jones requested a list of the sub-
standard connmercial buildings %,iiich had been indi-
cated to have been voluntarily repaired or demolished
after consideration by the Commercial Buildings
Standards Board.
