Trip to New York re 1965 Bond Sale NM The City Manager reported that several School District and City officials were planning to make a trip to New York to discuss the City and School financial situation and meet with bond rating agencies preliminary to 1965 City and School bond Sales. It was reported that the school district Board chairman, vice-chairman, superintendent, business manager, and comparable' City officials �!• would make the trip . The City Manager reported that the group would leave Fort Worth on Wednesday and return on Friday of this week 2� Use of Voting Machines at City Council Election MAN Mayor Pro Tem Barr referred to the letter from the City Secretary regarding the latest proposal from the County for rental of voting machines to the City in the April City Council elections . Councilman Harding stated that he was in favor of using the voting machines . Councilman Jones inquired from the City Secretary regarding the additional cost for use of the voting machines , and was informed by the City Secretary that it was estimated to cost approximately $4,000 more. The City Secretary also reported that the cost for use of voting machines in the second election would depend on the number of run-off places . Councilman Shannon inquired if at least one voting machine would be used in each polling place, and was informed by the City Secretary that this would be the case. The City Secretary also reported to the Council that several precincts were being combined, and stated that Precincts 2 and 9 which voted in separate sections of the Court House would be combined into one precinct, as well as Precinct No . 3 which covers the downtown area affected by the Convention Center construction. .+�. -2- The City Secretary estimated that there would be a total of 95 polling places in operation, and that a maximum of 180 voting machines would be used in the first election. Consensus of Council was to approve the use of voting, machines in the City Council election, and this action was taken at regular Council meeting. 3. Temporary Entrance Into 11th Street Parking Lot NAN The Chief Engineer, Public Works Department, informed the Council that temporary access to the 1101 Street parking lot was now being provided by temporary driveways which had been constructed across the sidewalks from Throckmo rton Street since the Monroe Street storm drain project would block the normal access to the parking lot. 4, Conformance of Street Improvements to Specifications NAN ( I.R. 7690) The City Manager referred to this informal report, and asked if Council Members had any questions or comments concerning the report. The City Manager reported that in general the City was receiving good performance by the contractors in the construction of streets in fort Worth, and that the staff would con- tinue all-out efforts to provide a high level of inspection on street projects and require the con- tractors to provide a high quality type of street con- struction. He emphasized constant efforts were required in this field. Councilman Jones stated that he also felt that the City was receiving a good quality of street construction work , but that he felt the City inspectors and contractors were more alert as a result of the concern recently expressed by the Council regarding street construction projects . The City Manager reported that there were very few, if any, instances of a street failure on street construction since 1960 and 1961 when higher standards and specifications for street construction work had been instituted .- 5. nstituted :5. Delays in Street Construction KD - memo to Public Wor4=.s for report During discussion of the final payment of Riverside Drive, Councilman Stovall inquired why it had required a two-month period to resurface a two block section of Park Hill Drive. The Chief Engineer, Public Works Department, reported that this was a re-construction project, but that he was not aware of the reason for the time delay on this particular project. Councilman Harding also referred to the improvement of Guilford .�. ,.r, -3- Road, and stated that there had been a period of approximately three to four months when no work had been done on the street. The Chief Engineer, Public !dorks Department, reported that the Public Works Department would check into these two street projects and provide a report to the Council . 6. Advertisement of Public Hearing on Preliminary Gene follow up on ad Comprehensive Plan and proposed revisions The City Manager reported that in response to requests from several Council Members, it was proposed to insert a prominent ad in both daily newspapers regarding the public hearing on the Comprehenisve Plan to be held at next weeks Council meeting. Councilman Hoover referred to an article in the Commercial Recorder, andinquired if copies of the plan were presently available for anyone desiring them. Councilman Jones reported that the editor of the article in the Commercial Recorder had received a copy of the Comprehensive Plan by 1 .30 p.m. of that same afternoon. Consensus of Council was to approve placing the proposed advertisements in both daily newspapers. Councilman Jones stated that several amendments to the Comprehensive Plan had been informally agreed upon, and inquired if it would be possible for a list of the suggested amendments to be attached to all copies of the Comprehensive flan. The City Manager reported that it would be difficult to attach the suggested amendments to all copies of the Comprehensive Plan, but that it was proposed to send a list of the amendments to the Council this week. 7. Revision of Traffic Facilities Along the North NAN Freeway Between 10th and 18th Streets (M&C C-458) The City Manager reported that approval had been obtained from the Highway Department and the Bureau of Public Roads regarding a proposed revision of the plan to provide improved access to the 17th street area, and that acceptance of a State Highway Depart- ment Minute Order was being requested by this communication. The City Manager reported that the State would not make improvements on 17th and Terry Streets, but that the staff was considering the assessment paving of these two streets . Council approved acceptance of the Minute Order at regular Council meeting. r A_ ,�► -4- 8. 4-8. Air Conditioning Ordinance (M&C G-7b4) NAN The City Manager reported that the proposed air conditioning contractors licensing ordinance was back before the Council, and that the Plumbing Board had unanimously recommended its adoption by the Council. The Manager further reported that the changes made at the request of the Plumbing Board were not considered basic changes but were primarily wording changes for clarification purposes. Councilman Harding inquired about the enforce- ment of the proposed ordinance, and was informed by the City Manager that the Plumbing Board had indicated that they felt that more inspectors would be needed to strictly enforce the ordinance. Vie City Manager reported, however, that the provisions of the Building, Electrical and Plumbing Codes regarding air conditioning were presently in effect, and that the proposed ordinance would not change these Code requirements. The Manager reported that the proposed ordinance would merely focus attention on the need for following these Code provisions. The City Manager reported that comparisons with other Cities indicated that Fort Worth had a relatively fewer number of inspectors in its overall inspection program. Councilman Shannon inquired if the fees to be received from licenses required by the air conditioning ordinance would be sufficient to provide for employment of additional inspectors, and was informed by the City Manager that the amount of revenue to be received from the license fees would be small, and would not be sufficient to employ additional inspection personnel. Council approved the air conditioning contractors Licensing ordinance at regular Council meeting. 9. City Participation in Regional Transportation Gene - draft memo Survey (M&C G-765) instructing C. P. to assume responsibility The City Manager reported that this proposal for work done by City. involved the employment of temporary personnel for the Planning Department in connection with the Regional Transportation Survey, and that the cost for this work would be reimbursed by the State. Council- man .Jones inquired if the City had been called upon to perform any work In connection with the Transportation Survey for which it had not been reimbursed, and was informed by the Planning Director that the only request for assistance in connection with the study had been in the form of meetings and consulting service to the Highway Department. The Planning Director also reported that the Highway Department had made use of -5- records of both Dallas and Fort Worth regarding land use in connection with this survey. Councilman Jones inquired if the study was ahead of schedule, and was informed by the Planning Director that it was not believed that the study was progressing ahead of shcedule, but that July 1 had been established as a termination date for completion of the work at the local office. It was indicated that additional time would be required in Austin for the analysis of the data gathered. Councilman Hoover inquired if any additional information had been provided regarding the Transportation Study conducted by Bergman, Martin and Vorhrees, and if any revisions had been made in this Tudy. The Planning Director reported that his office had been in contact with the principals conduting this survey on specific street planning problems, but that no formal revisions had been made in the study. Council approved this M&C at regular Council meeting. AM -0.k ACTION REQUESTED OF THE ADMINISTRATIVE STAFF CITY COUNCIL MEETING FEBRUARY 15, 1965 Project Referred To: 1. Letter from Library Board re Tabulation of Bide BATEMAN - please prepare for Purchase of Liability Insurance letter to Library Board. Council approved the request of the Library Board that this item be returned, and requested the Library Board to confer with the administrative insurance committee re&arding this matter. 2. Use of Voting Machines in City Council Election BATMAN - please handle. Council approved the use of voting machines in connection with the April City Council elections.
