AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE WATER AND SEWER CAPITAL GRANTS FUND IN THE AMOUNT OF
$8 430 077 00 SUBJECT TO RECEIPT OF THE GRANT FROM UNITED STATES
DEPARTMENT OF ENERGY THROUGH THE NATIONAL ENERGY TECHNOLOGY
LABORATORY FOR THE PURPOSE OF FUNDING PROJECTS THAT DEPLOY
SUSTAINABLE ENERGY INFRASTRUCTURE PROJECTS AND ENERGY EFFICIENT
INDUSTRIAL TECHNOLOGIES PROVIDING FOR A SEVERA6ILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2008-2009 there
shall also be increased appropriations in the Water and Sewer Capital Grants Fund in the amount of
$8,430 077 00 subject to receipt of the grant from the United States Department of Energy through the
National Energy Technology Laboratory for the purpose of funding projects that deploy sustainable energy
infrastructure projects and energy efficient industrial technologies
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 18283 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

Ratify the Water Department's Application and Authorize the City Manager to Accept, if Awarded a
$4 215 039 00 Cost Sharing Matching Grant from the United States Department of Energy Through the
National Energy Technology Laboratory and Adopt Appropriation Ordinance
RECOMMENDATION
It is recommended that the City Council
1 Ratify the Water Department's Application fora $4 215 039 00 cost sharing matching grant from the
United States Department of Energy through the National Energy Technology Laboratory and
2. If awarded the grant:
a Authorize the City Manager to accept the $4,215 038 00 cost sharing matching grant from the
United States Department of Energy through the National Energy Technology Laboratory
b Authorize the transfer of $4,215 039 00 from the Commercial Paper Sewer Fund to the Water and
Sewer Capital Grants fund and
c. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water and Sewer Capital Grants Fund by $8 430 077 00 subject to receipt of the grant.
DISCUSSION
The American Recovery and Reinvestment Act of 2009 made available federal stimulus funds for qualified
and accepted projects Under this Act, the National Energy Technology Laboratory is offering competitive
opportunities for cost sharing grants to all types of entities except Federal agencies federally funded
research and development center contractors and certain non-profit organizations that engaged in
lobbying activities after December 31 1995 The grant was established to fund projects that deploy
sustainable energy infrastructure projects and energy efficient industrial technologies in four categories
Combined Heat and Power District Energy Systems Waste Energy Recovery and Efficient Industrial
Equipment.
The Water Department has a project at the Village Creek Wastewater Treatment Plant that qualifies for
the competitive grant under the Waste Energy Recovery category The proposed project has an estimated
construction cost of $8 430 077 00 and is part of a larger project at Village Creek to lower electricity
demand through the City's energy conservation program The larger project is Phase V of the City's
program After all designed components are installed the complete project is expected to reduce the
Village Creek WWTP purchased electricity costs by about 40 percent. Should the project be awarded
matching grant funds $4 215 038 00 may be available to the City of Fort Worth to offset the costs of the
project.
