Traffic Control on Burton Bill Road FLICK - prepare I.R. on possible right of way purchase and Councilman Hamm reported that over the weekend widening. an automobile negotiated the hill at about 80 miles per hour, and that although the yellow flashing warning light had been installed and is visible from the top of the hill, other traffic control devices may have to be installed at that location. The City Manager stated that the City could purchase additional right-of-way and smooth out the curve, but that this would allow greater speed by motorists at this location. lie ststud a report would be provided the Council next week regarding this nossibility. 2. Traffic Control in the 3900 Block of South Drive DICK - get report on possible corrective action from Buckman Councilman Jones reported that on Sunday a and prepare. I.R. vehicle traveling west in the 3900 block of South Drive turned over four times with apparent minor damage to Also get weeds cut. the driver; that in the last year or so there have been a number of single auto accidents, including; one about a year ago in which a girl was killed. He said he would like a report and recommendations concerning traffic control on that street at that location, and this request was also made at the Council Meeting. He noted also that the brush and weeds were bad along this location. The Traffic Engineering Director stated that he was aware of the problem at that location, and that he had warning signs installed, but that this portion of South Drive seemed to be a natural speedway. Councilman Jones further stated that at times a bump in the road or a chug hole at the top of the hill will cause a loss of control of the vehicle, that there is only one sign at the top of the hill, and that there is a dangerous curve at this location. The Traffic Engineering Director said that the City considers all curves dangerous to one degree or another, and therefore doesn't use a "danger" sign -1— with a curve sign. Councilman Hamm noted that some cities install "rumble strips" to attempt to force drivers to reduce .speed and suggested that the City might try some on ics streets. Mayor Barr asked what would happen if the speeder didn't reduce his speed, and the Traffic Engineering Director answered that he could wreck his automobile. Councilman Jones stated that a flashing yellow warning light may be the solution in Lhis case and also noted that the city has quite a few single vehicle accidents. The Traffic Engineering Director noted that with the platting of subdivisions with curving streets this problem occurs all over the city, and he cited Trail Lake Drive as an example. 3. Assessment Paving on the North Side (M&C G-814) NAN The City Manager asked if there were any questions concerning this project. Mayor Barr asked if the Councilmen from the North ride would be interested in a recapitulation of capital improvement projects on the North Side. Councilwoman Dean stated that this information had already been provided to answer a complaint from a citizen who thought ~" his area had been neglected. 4. National League of Cities Conference - Detroit NAN The City Manager stated that it was requested that each City name an official delegate to the conference. Mayor Barr said that he was going to attend the conference, and that the motion to name a delegate should be officially made at the Council Meeting. Mayor Barr was so named at the regular meeting. The City Manager requested that those Councilmen who are planning to attend the conference notify the City Secretary so that reservations can be made at c.a Detroit hotel. �. Adjustment of Water Facilities at Beach Street NAN and Turnpike (M&C G-815) The City Manager asked if there were any questions concerning this project. The City Council had no questions on this project. 6. Air Conditioning E,auipment - Lake Worth Casino DICK - follow up with cas C(k. (M&C C-529) and lessee. The City ;tanager asked if there were any questions concerning this M&C. Mayor Barr indicated that the City would have a second lien on the air conditionint; equipment. Elie City Attorney explained the legal interpretation of -3- a subordination of lien. Councilman Eagle asked if this was a common practice or if the City had ever been a party to r a subordination of a line, and the City Manager replied that he knew of no other situation where this had been done. Councilman hoover remarked that this would be considered normal if it were not for a municipality being involved. Councilman Jones stated that at the time of the agreement he did not think that the City would be asked to subordinate liens on equipment; that the air conditioning was a major factor in the agreement; that lie didn't know what had been spent at the Casino, and that the air conditioning matter wars not according to his understanding of the agreement. Councilman Shannon remarked that according to the agreement, Lake Worth Casino Ballroom, Inc. , had a year to put in the air conditioning, and he thought that the City would not have to terminate the lease ai;reemen t. Councilman Eagle noted that in that case Lone Star Cas Company would get the air conditioning equipment, but that the Company would be liable for damage done to the property in removing the equipment and/or duct-work. law The Mayor asked if all Councilmen were satisfied with the information provided, and all Councilmen replied yes, and that they were ready to vote. 7. Resolution on Trinity River Floodway DICK - report Creole Club to Larson for follow up The City Manager asked if there were any questions on the Resolution. The Parks and Recreation Director showed a map of the proposed new floodway channel. Councilman Eagle asked for an explanation of the building line :Tong 11oltzer Road. The City Attorney explained that only recreational structures could be built back of the line. Councilman ilamm said that the Creole Club building between University Drive and Rogers Ave, should be inspected by the Commercial ;tandards Board. Councilman Eagle complimented the Parks Director on his efforts to effect a compromise on this difficult question of where to locate the channel. H. Review of Hulen Street Development (I.R. 755) NAN The City Manager stated that the Council had been furnished a report on Hulen Street, and asked for ques- tions. ,4 • --14 Councilman Hoover asked hoes tar ahead the City is uorl-ing on llulen and the Southwest 1•-reeway, and the City Manager replied that it would be a year or so before the Tenas Highway Department r.iade a decision on i hat would be needed for the area. Councilman Hoover asked what would the City do if the Highway Department thought a freeway was not needed, and the City Manager said the City %could then go ahead with Hulen Street at the same location according to the 1965 C.I.P. Councilman Hoover asked about plan- for ti,e intersection of the two Hulen streets south of I-620, and the City Manager replied that this was in the future and that it was too early to say definitely how the intersection would be desi,ned. Tile City Manager also stated that the Council and the School Board and other groups need to be aware of the interelationship of the schools, traffic, etc. and of the problems involved in locating schools on -iajor thoroughfares. Councilman Hamm stated that thu Planning Department should imrk with the School staff in the lon , range planning for schools and tie this in with the overall city planning. Mayor Barr said that this i:: what the Planning Department had done in this inutance, and should be complimented rather than conder.7ned for it. Ile said the "de-er.iphasis" of 11111en is proper because of the probable school site. Councilman Hamm said his purpose had been served in bringing up the matter, and there were no further COMMenrs . � . Installation Contract - Community Facilities NAN for Portion of Tract 2A, S. B. Hopkins Survey, (M&C C-52$) Councilman Hoover asked if thi: was part of the section of Old Mansfield Road that the City had agreed to widen, and the City Manager replied that this was on the other side of Berry Street and there were no itrmediate plans to improve Old Mansfield Road north of Berry. 10. Review of Rates - Water and Sewer Sale, to JLB vrill handle with Hendric;:s . Other Communities (I.R. 753) The City Manager remarked that the cost of the _,tudy i.iay be high for the benefit received and requested Council direction in this matter. Councilman Hoover thought the review Could provide a ood working basis for future contract negotiations . Councilman Eagle asked if the Utilities Supervisor could review the rate:, and the City Manager replied that tie could and has, but that the staff would always welcome an outside review. Councilman Shannon said that he thought the cor t was high and that City staff could do the study, and there was no qW present need for it, but tie thought getting additional estimates of cost would be okay. Mayor Pro-Tom Jones said he thought the matter had been thoroughly investigated in the past. Councilman Hamm suggested that the staff nii,,,ht contact other specialists in this: field to get an idea of: what they would charge to do this study and that if there could be some coripetition generated the co:t might be lower, and the City Manager replied that he would be glad to contact other firms on that basis . Mayor Barr suggested that this matter could be set aside for now, and that the staff could get order estimates on the cost of the study. ll . Audit Committee Report JLB - follow up with Johndrot Morphis . Mayor Barr asked it there had ever been a three year audit contract, and Councilman Shannon replied that there had not been one but that one appeared desirable and there was a cancellation clause in the contract. Councilman Shannon described the qualifications of the selected audit fit7n. Mayor Barr suggested that Councilman Shannon make the recommendation in the form of a motion at the regular Council Meeting. At the Council Meetigr„ Councilman Cagle requested that copies of the audit contract be furnished the Council . 12. Items 8 & 9 of the PreCouncil Conference agenda NAN were not discussed, r
