Resolution Authorizing Appointment of Chamber of NAN Commerce Good-Will Ambassadors Mayor Barr reported that a resolution had been pre- pared including the City government with the County and Chamber of Commerce for the appointment of Good-Will Ambassadors to represent the City in recruiting new indus- try. A majority of the Council agreed with the idea, but Councilman Jones questioned whether the City should be en- gaged in officially recognizing the Chamber of Commerce as its representative. Following discussion of the functions of such ambas- sadors , it was the consensus that the Chamber of Commerce representatives would not be in any capacity to commit the Chamber of Commerce, the City Council of any decision and that their role would be primarily one of public relations , including the social and hospitality functions. Mayor Barr suggested that the work official be removed from the resolution and that the words good-will be substi- tuted� A resolution so amended was approved by the Council during its regular meeting. _ 2. Council Meetings with Citizen Boards EID - Insert reminders on the In- formal Agenda prior to Board The City Manager reminded the Council of its meet- meetings in subsequent week ing with the Commercial Buildings Standards and Housing Standards Board at the Library Auditorium at 4 p.m. , July 30. He also reported that there would be Council meetings with the Park & Recreation Board, Art Commission, and Board of Zoning Adjustment on subsequent Mondays. 3. City Manager Participation in Urban Policy NAN Seminar The City Manager reported that he had been granted an opportunity to participate in an Urban Policy Seminar sponsored by the Brookings Institute and the ICMAprior to the annual meeting of the ICMA in the fall of the year. Participation in the Seminar would require absence from the city for 10 days. When there was no objection by Coun- cil Members , the Manager indicated that he would make tenta- tive plans to participate in the Seminar and attend the annual k conference. 4. Paving Assessments on Sylvania Ave and Mclvey EHD - Revise policy as indicated Street (IR #781 and M&C G-826) by Council decision and get Public Works to review rear and side lot Councilman Jones indicated he had asked for the credits for possible inclusion in additional study by the staff because it appeared policy revision. Councilman Kemble indicated that he was in agree- ment with the higher assessments , but that he felt that the persons affected should fsu notit.ied of the increased amounts . It was the consensus that all units but the first three, affecting Sylvania and McIvey Streets , could be closed and that the hearings might be left open on the three units until such time as the property owners had an opportunity to appear. At the regular meeting, property owners or their representatives, affected by thr assessment increases , were present in the Council meeting and there was no objection by Mr. Adams to the increased amount of the assessment. Mr. J. Andrews , whose assessment would ilso be increased, was represented by his realtor, Mr. Feree, who reported that Mr. Andrews was opposed to the original paving and the increase in assessment as well. Atter considerable discussion, the Council closed the hearing on all units , and instructed the staff to levy assessments in accordance with the alternate sub- bested, and that a study he made of possible credits involving rear lot and side lot assessments which would affect the property owned by Mr. J. Andrews , and adja- cent property to the north. 5. Amendments to Plumbing Code (M&C G-828) NAN Upon Council request, Water Director Hardy explained the history of embedment of cast iron pipe and reported that installation of cast iron without sand embedment was superior to clay and aggregate types of pipe with the sand cushion. Adoption of the amendment, he reported, would make the price of cast iron more comparable with other types of pipe. Councilman Hamm supported they chan};e in embedment for cast iron pipe but Councilmen Hamm and Kemble ques- tioned why it would be necessary to give the license number of the plumber on the truck. It was explained by Public Works Director Thelin that the marking of trucks was suggested by the Board of Plumbing Supervisors to assist residents and City inspectors in assuring that plumb- ing installations were made in accordance with the ordinance and with permit. City Attorney Johndroe remarked that mark- ing of trucks with licenses is required in many states and identification of such vehicles is required by statute in Texas. It was the consensus at the Pre-Council meeting, that those portions of the ordinance could be approved which were acceptable and other sections may be deleted for further con- sideration by the Council . Councilman Hoover suggested that all policy revisions be delayed until such time as all Codes are reviewed by Council Committees as suggested by Economic Consultant Walsh, retained by the Chamber of Commerce. The Mayor replied that such review could be lengthy and that the Code revision benefitting the competitive nature of sewer installations should be granted immediately. At the regular meeting, all amendments to the Code were approved by Council . 6 Final Payments on Water Department Construc- NAN tion Contracts (M&C's FP-237, 238, and 239) Council had no questions on the proposed final payments . 7 . Reports to Town Hall Committee on Water and NAN Sewer Improvement Projects The City Manager reported that various committees of Town Hall had met with and without staff attendance to consider various proposals of the Capital Improvement Program. The Manager indicated that there was a Town Hall finance subcommittee headed by Lewis Bond which was not referred to in the communication provided Council Members. It was indicated that members of the Town Hall Review Committee would seek meetings With Council Mem- bers in the near future regarding the progress of their studies. _ Lhiat YL[er meetings wen with the Review Committee, neighborhood meetings at which Councilmen would participate could be held to get the con- sensus of Fort north residents on the adequacy and need for the Capital Improvement Program. The Manager reported that he had prepared a questionnaire to be distributed at meetings where the CIP was explained, which could be used by Council Members . He reported that the outcome of an initial presentation was available to Council Members after the meeting. Mayor Barr stated that Town Hall staff help would be welcomed, but that the campaign itself should probably be under the auspices of the City Council itself. 8 . Forest Park Boulevard Improvements (M&C C-547) NAN There was insufficient time for the Council to discuss the Forest Park Boulevard Improvements, however, the project was approved during the regular meeting.
